Grant as n Defaulter.
Grant having acknowledged himself
to bo n defaulter to tho Government
by giving his check for $5000 In pay
ment of tho claim against him, tho
question now arises as to whether ho
Will pay tho Interest on thlastitii, which
amounts loSOOOO or so, tho Interest ex
cccding tho principal. For some twen
ty years this indebtedness has stood on
tho books of tho War Department and
at last tho $0000 is paid but tho Interest
is not. If Grant is desirous of reform
hero is a lino opportunity to convince
peoplo that ho is in earnest. If a poor
man was indebted to tho Govcriimen
thcro would be but littlo doubt as to ids
being required to pay interest, and
there is no reason why so rich a mau
as Grant, should bo rclioved from thl
obligation. The wealth which he has
acquired has been bestowed upon him

In tho Senato on Thursday of last
week no business of general Interest was
transacted.
In tho Houso a bill v.i3 passed
authorizing tho Stato Supt. of publio
schools to appoint three-citizens, to act
as trustees in tho Stato In each Normal
School of tho State. Tho bill prohibi
ting tho salo or gift of intoxicating
liquor on election days was passed by a

was passed giving Courts of Common
Pleas power and authority to grant
charters of incorporation to water and
gas companies.
In tho House Mr. Urockway ottered
petitions from citizans of Bentou and
Fishing Creek townships to provoat tho
running at largo of swine.
Mr. Gatchell offered tho following:
Resolved (if tho senato coucur), That
when tho houso adjourns, it adjourns to
moot on January 31, at half past ten
o'clock.
Mr. Meek raised tho point of order
that undor tho rules tho resolution will
havo to Hoover ono day, being concur
rent. Tho speaker having sustained tho
point of order, tho words "if tho senato
concur" wero stricken out.
Mr. Brockway then raised tho point
of order that thoresolutlon was contrary
to tho clauso of tho constitution which
snya that neither houso can adjourn
moro than thrco days at any ono time
without tho concurrence of tho other.
Tho speaker ruled that tho adjourn
ment would bo only threo days under
the resolution, Sunday not being n
legislative day.
Messrs. Whlto and Brockway appeal
ed from thodocision of tho chair, nnd
tho question, Shall tho decision of tho
chairstandas the judgment of tho house?
was carried by a voto of CO to 10.
The resolutions was then adopted by a
voto of 51 to 38.
Mr. Woolover raised tho point of order
that it required a two-thirds voto, in
that tho resolution changes tho rules of
tho houso in relation to tho days nnd
hours of meeting.
Tho point of order was overruled, and
tho resolution declared agreed to.
Tho following bill was lntroducod: a
bill entitled a further supplement to
tho act directing tho entry of Hens for
tho principal and interest duo tho
commonwealth for lauds held by virtue

A colored member of tho South Caro
lina Legislature, named Byas was shot
by Banj. W. Tomlinson a correspon

bia S. C. on Thursday of last week.
