degreo of thoso elements which con
sjilro to produce disease, render neces
sary moro than ordinary precautions for
the preservation of health. Tho condi
tion of tho weather, as n source ot dis
ease, must ho aggravated by n want of
cleanliness In streets and alleys. Where
vegetablo refuso Is pnrmittcd to mlnglo
with water in tlio gutters, or unwholesome-
garbage exposed to tho heat or tho
sun, all tho materials aro at hand to
breed epidemics. Borough olllcers
should exert vigilance lu tlio proper
departments for tho publication of pub
lic avenues as well m alleys and sowers,
nnd citizens should co-operato in n work
so important to tho common health. It
is also a dictato of prudenco that Indi
viduals should ns fur as possible, avoid
exposure to tho direct rays of the sun by
day, and to tho dews which fall so copi
ously by night. Tho clothing, when
practicable, should also bo carefully
adapted to tlio changes of tho weather.
In tho East Indies tho wearing of
flannel even in tlio warmest seasons,
next to tho skin, is f-nid to havo been
found u-oful as a protection against tho
fovers of that region. In our own rural
districts, exposed to malaria, tho light
ing of ilrcs early In tho morning and
ulso at night, has been looked upon as
tending to prevent disease, llegularity
iu all tho habits, and tho avoidance of
excess, always of Importance to health,
aro, in such n condition of tho atmos
phere in now exists, ludlspenslble.

bo done, wo presume, under the super
vision of Mr. Webb, tho elUcient Super
intendent of tho road, who is ono of
tho best civil engineers in the country.
