Judiciary Act of 1780; and that the net
of 1807, repealed by that of JSCS, iluw

ol this court in tho matter of habeas
corpus, which is amoue; our most valu
able rights, unci which is guarded both
by the Constitution and statute. The
question ofjtirlsdlcttou is the only point
decided, aslt was the only point i rtnil.

motion for tho issuance of , tho writ of
habeas corpus to brini; the prisoner be
foro tlin Court. This will bring up the
whole question of the merlin of tho
case, Involving also tho validity of corf
tain parts of tho -Reconstruction acts.
The prisoner was onco brought before
Judgo Hill, of tho United States Dis
trict Court of Mississippi, who, upon
hearing the roturn by General Amos,
remanded him. His counsel then asked
Judge .Hill to certify tho case to the
Supremo Court, which ho refused to do.
They now ask Tor both u writ of certio
rari nnd it writ of habeas corpus. Tho
effect of tho decision virtually Is to
bring all tho cases of arrest and trial by
military authority in tho ri constructed
States under the revision of tho Su
premo Court, aud to dtclare virtually
that tho civil power has biott at all
times supreme In thosu regions and the
military power subservient. It will be
remembered that In tho Mississippi in
junction caso tho Court decided that It
had no Jurisdiction becauso it was n
political caso. In tho M'Ardlu cusu
Congress cut the Gordian knot by re
pealing tho clause of the act of IfcCj,
which conferred Jurisdiction on tho
United .-states District Courts in those
States, aud, consequently, appellatoju
risdletion on tho Supreme Court. But
now tho Supremo Court virtually de
cides thut It has Jurisdiction, notwith
standing such repeal. Chief Justice
Chase de i vered tho opinion ol tho Court
while Justice Swuyuo delivered a dis
senting opinion, In which Justice Mil
ler concurred. Tiio vote stood 0 to 2.
No time has been fixed for tho Rearing
of the arguments on the motion fur tho
writ.

election was decided by n strict party
vote.
Tilt: Treasury Department Is Just now
exercised over tho fact that it litis re
ceived over ninety thousand dollars'
worth of counterfeit bonds. These bonds
wero stricken off from tho plates in gov
ernment possession. How many thous
ands or millions thcro may bo in the
hands of tho people, bought and paid
for as genuine, no ono can say. Evi
dently our Treasury Department has
been a pretty costly and loosely mnn
aged concern, nnd Is likely to remain
so. It Is about ns well to make a change
In tho head of that concern.

I'll iladklphia. On Saturday last tho
decision in tho contested election caso In
Philadelphia was rendered. Judges
Allison, 1.UUIOW, nerco anil Hrowmer
wero present. The news that tho de
cision was to bo rendered caused much
excitement and a large crowd of spec
tators had collected. At noon every
Inch of space in tho courtroom was oc
cupied and It was all the tipstaves could
do to preservo order. About twelve
o'clock Judgo Brewster, on behalf of the
majority of .lie court, proceeded to n ad
tho opinion.
By tho decision of tbo court, tho fol
lowing Democratic ofllco holders wero
thrown out of olllceon account of frauds
at tho election ono year ago: District
Attorney Shcppard ; CltySollcltor Bar
ter; I'rothonotnry Flotcher ; Receiver
of Taxes Melloy ; City Commissioner

gives Mayor Fox a majority of US, All

Judgo Ludlow delivered a dissenting
opinion, holding that no court, except
one, had over thrown nut the votes of

right to a seat in Congress in the Foster
contest.
I could not believe that you would
consent to thu sacrifice of so pure nnd
devoted n friend at the instance of such
u combination.
I wrote to you and you replied thnt
there was nothing whatever in tho re
port. Before I received the letter, however,
I met you in Harristnirg, and you con
temptuously scouted at and scorned the
idea of Hiking Mr. Brewster 'h resigna
tion. Judge of my surprise this morning,
upon reading in the Oliscner, Mr. Co
vodo's 'etter of July 30, to Mr. Drowsier.

caught hold of tho laggings on tho gang
way side, hut they gave way and a large
lump of coal fell out and broke bis leg

to blast coal, in tho mines of Mr. Ander
son, tho shot went off, knocked out his
eyes, broke his Jaw nnd ono arm, ntul
terribly mangling him. Ho struggled for
n few days and on Saturday 10th Inst.,
death put an end to his sufferings. Uo
leaves a wife nnd fivo children, lately
arrived from Knglnnd In poor circum
stances. They depended on his labor
entirely for support. This enso d( mane's
the charity and sympathy of the com

tho employ of R. Gorrell was caught be
tween mining enrsand badly hurt, prin
cipally uboul tho body. Ho Is In a poor
condition at this writing.
ON Saturday 9th Inst., tho son of
Jnmcs Klynn in tho employ of Rep
pllerk Co., between this Borougli and
Ashland was caught In tho shafts of tho
breaker machinery. Ho got seven se-
vero twists all tho way around. Slrango
to say ho is recovering although he had
to pass through a very narrow place.
This was a miraculous escape.
All tho above accidents except una
happened last week.
Thcro aro 11 fow others of similar
character. But havo forgotten tho names
nnd facts.
Tin: Borough officers of Centralln for
tho coming year are mixed and about
equally divided between both parties.
This of course was not a Republican
majority but a niugmuilinoufepoucission
on the part of the Democrats.
All havo rights and interests in local
affairs.and If tho Republicans would re
cognize such facts In their strong hulds,
u good deal of political bigotty would

remembered by many of our citizens

train last Monday evening, nnd to day
werointerred in Snrim: Forest Cemetery
beside thoso of his wife. Mr. Williams
possessed many social qualities which
endeared him to a largo circle of friends
who will feel most dieply his loss.
