Immediate reform in the financial oper
ations of tho Government.
In 177(1 our national Independence
was proclaimed, ami, alter an exhaust
ive, bloody struggle of seven years,
was, In 178:1, acknowledged by the pa
rent government. In 17S7 the I'ederal
Constitution was framed, and In 1780
tliu government went into operation
under Its nrovislons. burdened with a
debt of $73,000,1100 created during the
war oi mo uovniution. immediately
upon the organization of Congress
mea-urcs weietievisuil lortlio payment
ol the national obligations and tlio re
btoratlou of tho public ciedlt, nnd
when, In 1812, war was declared against
ureat tiriiiiiii, tne dent nun already

two nations, until in 1810 it had reach
ed the sum of SI 27,000,000. Peace again

indebtedness, in order that it might
nut become a permanent Incumbrance
upon tno people, under wisu and eco

was paid in it period of twenty years,

was one of tho great events of President

its payment a largo Hind remained in
the Treasury, which, for safe-keeping,
was deposited with the several States,

In 1810, tlio year after tho termina
tion el an expensive war with Mexico,
o found ourselves involved in it debt
of $01,000,000, and this was the amount
owed oy tne uoverumetit in lbliO, Just
prior to tho outbreak or Iho rebolllon.
In the spring of 1801 tho war of the re
bellion eommeiicd. liach year of Its
continuance mado an enormous ad
dition to the debt, so that when In thu
spring of lSOo tho nation successfully
emerged from tho dreadful conflict the
obligations of the Government had
readied the vast amount of $2,000,000,
000. They had not yet, however, at
tained their hhrhe-t imint. for when
thu army and navy had been paid, tho

vy largely reduced, it was found in
February, 1800, that our Indebtedness
exceeded $2,800,000,000.
Having thus referred to the Indebted
nets of tlio Government at various pe
riods of Its existence. It may bo well to
call tho attention to a brief statement
of facts connected with Its expenditures.
From tho 4th day or March, 1780, to tho
author June, 1801 the entire public ex

fow, but in thu Interest of all. A reve
nue would yet remain sufUclent for tho
administration or tliu Government, ns
