AVr. call attention to tho ablo speech of Senator Doollltlo to be found on our first page this week, and urgo most earnestly, that Its length may not pre vent its being read from beginning to end. It Is a manly straight-forward mid earnest exposition of tho present situation, and a fair and impartial con sideration of tho reconstruction schemes of Congress. Mr. Donllttlo uses no fig ures of rhetoric to disguise tbo defor mities and Imperfections of tho present system of legislation ; anil whilst en treating tbo Senato not to pursiio the destructive policy of Africanizing the Southern States, ho points to thu recent action of tho Northern and Western States, us Indications of the storm of in dignation which will burst over the country, If Congress fall to tako warn ing, or refuses to abandon Its revolu tionary course. I.VI, OUU VlmilNIA I.llTTI'.lt, Hoi- H.ust.vci.-Havlug Just returned from n trip to tho good old "Keyslono" State, I am cnabbd tocomparo tbo rel allvo amount of vislblo business dolngj and I mil compelled to ncknowledgo that there Is to-day, in much business transacted in Hlchmoud as In Philadel phia ; n city moro than ten times grea ter. This, too, In spite of tho almost crushing Influences of tho dread pollti eal outrago to which Virginia Is being subjected, and, indeed, in splto of ev erything but what wo may call tho ln ovllablo workings of her destiny, Ono reason, undoubtedly, of tills com parative nctlvlty in business circles here, Is that Virginia produces ono of tbo staple luxuries of tbo world i. c, tobacco. Mens' luxurious longings are gratified while his necessities nro Ig norcd ; nnd, like the young lady who wept because "they were so poor that they hadn't even a photographic album In tho house" there aro thousands who will wear thread-baro clothes while they spend liberally to irratlfv solnn senseless passion. It is a great question then, among tlioso who desiro to grow rich (and who does not '.') whether min istering to men's necessary luxuries, If I may lie allowed tbo expression, is not the surest means to that end. Man v of our Pennsylvania farmers, at least, uavoso concluded, and almost every Virginia newsnaiier heralds the fact tlmt tlio "old Keystone" has niadn nnotlinr friendly raid upon m, and bought up some ol tho fine plantations selling so cheaply. In my last disjointed letter I referred to (ho Immense profits arising from the cultivation of tobacco, leaving the read er to sum up the matter for himself. Hut thero aro other crops no less pay ing, and for which tlio soli nnd ellmato of Virginia aro particularly suited; while tho cheapness of labor and tho low pricn of land, tend to demand ad ditional nttentlou to their feasibility. Of late, much Interest has been fell In hop-raising, nnd a poisoiialaequalntanco with ono (den. Newberry, formerly of New York) who lias given tlio subject his attention, enables mo to give the following remits of bis experiments in this section of country. 1 lis field of la bor has been near Petersburg, somo 22 miles south of Hlchmoud. Ilo has, ho says, produced 2,3 13 pounds to tbo acre, which ho sold at .10 cents per pound. Ibis, hu adds, was under peculiarly favorable circumstances, and it would bo unsafe to calculate beyond 1,3)0 or ,.JW) pounds per acre, during several years. Hut even at tho lowest figure, say 1,201) pounds per acre, It would uring u return, at 17 cents, tho average price Tor tlio past six years, of $501 per acre or over $2S,(I0U for fifty acres so planted! Now, as to cost of labor etc., we will seo what ho says of tlio prleo at which they could bo profitably raised some years ago, when the demand was much less. "From 1810 to 1SU0," ho saws. "growers considered 12J cents per pound u very 'paying' price, and labor in tbo Northern States was then about tbo price it is hero now, wlillo laud was much higher and poles much dearer. I conclude therefore, that hops can bo produced at that price without loss, anil during eighteen years past tho price has averaged ill! cents. During tho past six years tlio averago has boon 17 cents per pound to thu producer." From a private sourco wo learn that poles, which may here bo obtained for n mere nothing, cost in Central New York, cents apiecu and taking into account tlio fact that tho season is at least a month In advanco here, of ollher Cen tral New York or Wisconsin, tho pres ent great hop-growing section, and that early hops command ti higher price in tlio market ; also taking into account tho low price of laud and labor, and that tiio ellmato and soil has been proved to bo particularly suited for the hop culture, and 1 can seo no good rea son why tills crop should not bo added to tlio staple products of Virginia and form another of tho-o necessary luxuries which aro already proving a regenera ting power to her. Hut nothing can hu done without capital, and tills, enter- prising and far-seeing (.peculators are already beginning to furnish ; especial ly solid Pennsylvania farmers. So It Is its much for tbo purpose of keeping the citizens of tho "old Keystone" "post ed" as to tho doings in this region, of her children, im for any other reason thai I li.ivu undertaken to show tlio natural wealth of tills, tho mother of States, and tbo pcculiaradvantnges hero presented to tho speculator. It has been wisely stated that "there aro no safe short roads to fortune ;" but It must Uo admitted that some mails arc easier than others. As yet, tho great Influx of emigration has been confined to tho fabled valley of tho Shenandoah ; but wo can assure speculators and settlers that Just as rieli lands may ho found along the valley of tlio James, and about Norfolk, and nt much lower prices and nearer to tho world's great markets. Near Peters burg, for Instance, where tho experi ment of hop-raising, referred to, took place, land may bo bought (good, clay sub-soli) at fill to $1.". per acre. Tills too, bordering mi excellent, straight nnd lovel plku road, within u mile or so of Pctersburg.whleli city is connected by railroad and boat with City Point nnd Norfolk j N tin through pol lit of the Oretit Northern ASouthern route, which connects it alike with Nuw York ami Nuw Orleans j is tho terminus of tlio South-SIilo road, which pours out tho mountain wealth of tho "blue grass" region, and all tho immense tobacco wealth of tbo Piedmont and Lynchburg section, right nt its doors. !so..mi:t-i-.mi:!. Aflerseven years' 'trial, our oppnents have not only failed to restore tbo Union, but are dally add ing to our debts and taxes, and surely sowing the seeds of another civil war. There is but ono way. Organize, organize, organize, and organize now. Experience has taught that In tlio long Intervals betweeh political eampalgiisn, there is no Instrumentality so potent as a sound Democratic newspaper, which weekly comes to the homo fireside, and there, with truth and cogency .sets forth the facts of tho country's condition, and applies to them Democratic principles. No power is to be compared to this for making Democratic votes. Ono dollar spent for such a weekly vl-itor does more than ten dollars spent In any other way. Such is the opinion of leading statesmen of our partj ; such has been the successful practice of our opponents. Can they not boontdonu with their own weapons, by getting together the active Democrats of each District, by dividing up the territory to bo canvassed, by see ing to It that every Democrat wholakes no paper now, subscribes to ono ; by In ducing every doubtful voter to sub scribe, and those who aro unwilling or too poor to .subscribe, siipylpiug by gratuitous distribution, raising a fund among zealous nnd well-to-do friends for the purpose.
