AVhat Is going to tnko place? From
Lake. Erie to tho Delaware, this State
Is to bo convulsed ; ntliouwnddisiigrcc

election ; men's minds are to bo taxed
and worried for months ; men of prop
erty are to have their attention turned
to tho Hecurlty of their Investments.
All tho unpleasant and Illegitimate in
fluences which attend elections, and to
which I have alluded, will be called In
to existence In that great approaching
struggle; and why? llecauso which
ever interest obtains a majority In this
State, though 1 1 bo a majority or but
ono vote, secure twenty-six electoral
votes for President of tho United States
and tho struggle will bo for tho littlo
majority which turns the scale. Now,
do we not all sco at a glanco what the
fact Is? Each party Is entitled to thir
teen of those electors, or about that
number, because they nro composed of
American freemen who are entitled to
an enual voice in our common govern
ment. Hut both cannot secure electors;
the whole "0 must bo given to ono side;
and perhaps that result will determine
the government of this country not on
ly for 4 years tocomo.butfor four centu
ries, wo enter upon the canvass as a
gamo of chances, fearful that the most
adroit and unscrupulous Interest of the
two In tho State, can command tho re
sult; that there will not be tW'alr strug
gle between tho men who are honest
nud thoso who aro not. Let us have
honest voting, let each party have tho
Presidential electors that its numbers
entitle it to, and let tl em bo felt upon
the general result; let the people In
each of the otheu States vote as wo vote
and lot tho majority of Americans de
cide tho contest.
Finally, this plan of Iteprescntntivo
reform Is convenient, In a high degree;
it Is both practicable and convenient. It
requires in this State nothing of legisla
tion, except nimply to permit n ciii.en,
who lias, say twenty-four votes for
Membors of Congress, and twenty-six
for Presidential electors, to east those
votes as a freeman, according to Ills
own choice uml pleasure,, let , -him be
stow them upon any smaller number,
for Instance, giving two to each of the
twelvo candidates, or four to each of six.
Trust the people, and their common
nctiso will regulate their action. You
do not want intricate lavs,constitiit!ous
tinkered, or a great scheme of recon

want to trust, the people, and permit
tiem,'w)ieu they possess votes, to cast
them as they think best: as their ludL'-
ment may be directed, by views of pub
lie interest or imblic dut v. If w should

of Congress and Presidential electors

for thirteen electors of President and

can voto for thirteen representatives. If
he should bo mistaken in his calcula
tions, ho would fall as toono of his votes
numbers wouM bo counted exactly, and
there would bo r.o Injustice.
Now, I must point out ono additional

ruleat elections, unmitigated by any
such plan as that proposed. Observe
that the party which prevails nt tho
election does not merely carry tho day,
does not merelyget its votes countedand
get the result appropriate to tho count
ing of thorn, but It gets all the power
whiclr belongs to the other side in addi
tion to Its own. Suppose that tho two
parties in Pennsylvania aro so divided
that one lias yoo.lOO votes and tliu other

son why, in legislative, bodies, n little
turning or tho scalo gives ono paity or
anothe. , when In point of r.ict they are
nearly equal, such a mass or preponder
ating power.

lu States. It would bo a rulo to a party
making Its selections, that tliero should
be a distribution of its candidates ac
cording to district divisions, either
thoso established for other purposes by
some general Stato law or established
by tho particular party organization for
Its own purposes of election or dis
tribution. Hut tho conclusive answer to tho ob
jection Is this, Hint any Important local
ity would hnvo tho power to defend it
self usalnst such Injustice: and that Is
ono of tho merits of this system of
cumulative voting, it tncro was an at
tempt to disfranchise tho City of Plilln
deliilda. to movent her returning her
four members to Congress, and the thing
was gros and glaring, what could sho
do under a system of cumulative vot
ing; Just combine her voto im-her lour
men. and elect them in suite of nil the
other electors In tho State, and thus any
attempt at injustice In any section of

by tho people aggrieved by cumulating
their votes upon ono or moro local um
dldates of their own. They could de
feat any such attempt at Injustice, and
defend themselves against it, and tho
fact that they had such power of de
fense, would always securo a Just dis
tribution of nomination;.

for ull futuro ages. He stood up In tho
ltrltish Parliament defending the just
rights of the American Colonies Words
in our behalf which yet echo through

and pride even by Miooopposed to him

tol, which he then represented in Par
liament ; and when ho went down to
bis constituents,, instead of re-electing
they rejected him ; he was voted down.
His own district had a local majority
against him of men who hated Ameri
ca, who were witli the King in the war

piK-lnns and prejudices were aroused
against their eloquent representative
who had delended America in the Par
liament of the Empire. Ho was defeat
ed under the majority rule and a single
district system. Fortunately, he was
returned to Parliament by another con
stltuency, who thought it an honor to
bo lepreseutod by him, anil bo contin
ued In the llou-oof C.immcns nslong as
he lived, adorning It by hi eloquence
and his genius, and giving his name ti
his country and tho world as n cheiish
ed recollection for all time. In our
country, under similar circumstances,

Calhouus, wherever they may be in the
State, and use their abilities, bo long ns
they please, in shnplng tbe legislation
and ndmlnitration of tho govrrnment
of tho country. (Applause.) No abil
ity, no merit, no eminence, no greatness,
could be stilled in any of our State) un
der tills system. The majority rufe,
which would seem to havo been invent
ed to submerge merit nml to lift medi
ocrity, would no longer operate its
course unchecked in American politic,
the freemen of our country would have
a breadth of choice which they would
exercise, I doubt not wisely to Iho ad
vantage of themselves and of future
generations.
Our experience in this State and In
other States Is not clearly In fivor of
carrying tho idea of single district too
tar. 1 drew thoiimcndment to tho Con
stitution of our State, by which your
city is broken into single-di-trlcts. I Ap
plause. What was the idea nf that
amendment? It was that ono political
interest should not absorb the whole

a littlo shifting majority ono vuiy or
tho other should not ciHt that large
number of votes on one side or the oth

nounced abroad, or considered here,and
