Washington Chronicle hadposltlvo and

Governor Swann was actively organiz

bellious purpose. They wero, at a given
signal, to inarch on Washington, dis
perse Congress, and selzu tho reins of

President Johnson, tr'o nlarming was
the intelligence that Governor Geary,
of Pennsylvania, announced Ids readi
ness to march a hundred thousand
Pennsylvania soldiers against tlio Mary

Congress met pursuant to nillouru
nient on Thursday, November Silst 1807
but tho Senate, after a session of nbonl
twenty minutes udjourned to Monday
November 25th. It was not Intended
transact any business In the House ex
ccpt to swear in new members. Judge
Woodward, the new member elect from
Luzerne, was sworn in. An attempt
was then mado to swear In tho Tenuos-
sco members, but tho Democrats protcs
ted against their admission on tho
grounds of disloyalty, and that accord
ing to tho precedent set by tho Radicals
in tlio matter of tho admission of tho
Kentucky delegation, they could not
tako their seats until tho charges were
disproved. After aiioxclted discussion
all were sworn In except Mr. llutlcr.
whoso case was referred to tlio Commit
tco on elections.
On Monday the only matter of Im
portance was tho presentation of tho
Judiciary Report presenting articles of
Impeachment against tho President
together with tho minority reports. Tho
lutbjcct was made tho special order for
next Wednesday, and daily thereafter
until disposed of.
Iu tho Senate Tuesday, n memorial
was presented asking Congress to inter
fero to prevent tho mustering out of
Major-Gens. Howard and Sickles, and
referred to the Military Committee. Af
ter some debate a resolution prevailed
providing for an adjournment without
day at 12 o'clock on Monday next, pro
vldcd tho IIoiiso concurred.
In tho lIoiie a resolution was adopt
ed calling upon Gen. Grant for all cor
respondence addressed by lilm to the
President on the subject of the removals
Secretary Stanton and Gens. Sickles nnd
Sheridan. The Committee on Freed
men's Affairs was instructed to renart
whether the Freedmen's Hureau should
bo continued beyond the time now
limited by law. A resolution was adop
ted calling on the President for full and
exact Information as to pardons granted
since tho 1 Ith of April, ISC'), to persons
convicted of perjury, counterfeiting,
forgery, Ac. Also directing tho Com
mltteo on Ways and Means to inquire
into the expediency of equalizing taxa
tion by taxing United States Rouds, by
authorizing die Secretary of tlio Treas
ury to issiiu certain additional bonds,
and by providing for the payment of
taxes paid by National Ranks to tho
Treasurers of the States Ir. which tho
banks aro located. The Commlttco on
Ways and Means was Instructed to In
quire Into the expediency of reducing
the tax on distilled spirits, and report
ing a more economical means of collect
ing it; and of repealing tho tax on cotton

Tlio trial of Jefferson Davis was not
commenced Tuesday, owing to tlio non
arrival in Richmond of Chief Justico
Chase. Tho United States District
Court-r oom was crowded at an early
hour with an eager crowd of spectators,
who anxiously awaited ih appearance
of .Mr. Davis. Judge Undorwood
opened Court, and tho Grand Jury hav
ing been sworn in, ho delivered to them
his Instructions. Mr. Kvarts, counsel
for tho Government, announced that it
was deemed ndvlnblo that Clilef-Jus-tlco
Chase should presido at tho trial of
Mr. Davis, and as lio was un.iblo to bo
present nt this time, ho asked tlio fur
ther postponement of tlio trial until
March next. It was finally agreed to
call theeaso on tho20th of March. Mr.
O'Connor asked that Mr. Davl.' ball
bond be extended to the timo fixed for
tho trial, which request was granted.
Mr. Davis did not appear in Court, nor
did tlio Government witnesses. Ks.
Secretary Seddon, Ux-Oov. Letcher
and Gen. Wickhnm were held In recog
