J CARP. —As the colored citizens of Bedford j County contemplate boldiog agraii'.l Jubilee celebration in honor of the successful ratifi cation of the Fifteenth amendment to the Constitution of the United States, and as Tuesday the twenty sixth day of April has been set apart as a day of thanks giving and general rejoicing by proclamation throughout tbe slate of Pennsylvania, the colored citizens of Bedford will celebrate the day above named in tbe town of Bedford in a becoming manner by assembling at their places of wor ship at 101 o'clock a. m, and returning thanks to Almighty God who rules the destinies ol nations and men. Refreshments will le served at 1 o'clock, and at 2 o'clock, a Liberty poll will be raised with appropriate ceremonies, conducted by the orator of the day, Jacob S. Young. A procession will be formed on Union Street, at 3 o'clock P. M. and under tbe direction of the Chief Marshal, Rev. The bill in substance is as fol lows: Tbe question whether the Poor House property shall be sold or not is to be submit ted to a vote of the people of the county; tbe election to be held on Friday, the 27th day of May, 1870. l'.'a majority of the people vote to sell tbe properly, then other propertv is to be bought and buildings erected. If a majority vote not to sell, then suitable build ifigs are to be erected on tbe present proper ty. There are to be three Commissioners appointed by the Court of Common Pleas. They are to be sworn officers. The County Commissioners are not to pay any money for building purposes, except drafts or orders signed by at least two of the Commissioners appointed by the Court. Said Commission ers are to give a strict account of all tbeir business transactions.
