Sailing of the Water Witch.
The United States steamer Water Witch
sailed to-day from the Philadelphia Navy Yard,
with sealed orders. She is probably destined
for the (xalf of Mexico.
ARMING THE STATE.
The following is the bill passed in the Leg
islature, Saturday evening last,{and imediatelv
signed by the Governor. The Democrats all
voted against the bill. When the news of the
opening of the fire by tbe forces of South Car
olina upon Fort Sumter was announced, Mr.
'Smith, a Democratic member of the House
form Philadelphia, changed his vote iu favor of
tbe bill, amidat great cheering for this patri
otic act. •
AN ACT for the better organisation o< the
militia ol the Common wealth.
SECTION 1. Be it * nacted , 4rc., Tuat the
grand staff of tbe militia of this Commonwealth
shall in addition to the ccuiinauder-io-chiei,
who shall have one aid for each division, to be
appointed and commissioned iy hioi during
his term of office, consist of one adjutant gen
eral, otherwise ordered, shall act as
paymaster general, inspector general and judge
advocate; one commissary genera! and one
quartermaster general, who shall eaeh be of the
rank of lieutenant coinnul, and who shall be
appointed by tbe Governor, by and with the
advice and conseut of the Senate, upon the
passage of this act, and to hold their commis
sions during his pleasure.
SEC. 2. That the Adjutant Genera! shall
receive a salary of five huudred dollars per au-
IIUUI, and in addition three doll-re per day
when actually engaged iu the service of tbe
State ; tbo Quarter-Master General and Com
missary Geueral shall each receive five dollars
per day, when actually engaged in tbe service
of the State ; it shall be the duty cf the Sec
retary of the common wealth to prepare the
room formerly occupied by ihe Canal Cutu
missi<>ui(p> iu the Capitri, for the use of tbe
officers before named, who shall be allowed one
olerk at a salary of one thousand dollars per
annum, to be appointed by the Adjutant Gen
eral.
Bec. 3 It sbali be the duty of the offijers
before named to proceed at ooce to a thorough
organization of the militia of the State aD>l the
Adjutant General shall keep a complete and
correct record of all tho organ'zad volunteer
companies of the State, including the number
-of efficient men in each, and the number and
quality of their anm au.J equipments, and the
captaiu of eaeh company shall nuke monthly
tetnros of the gttno to the Adjutao' General.
And should the President of the United States
at any time rnako a requisition fur put <>f the
militia of this State for the public service, lie*

measures for supplying the number of men re
quired and having theui marched to the place

brigades, regiments or single companies, as di
rected by the commander-in-chief
SEC. 4. That for the purpose of organizing,
cqnippng ud arming toe militia of this State,
tho sum of five hundred thousand dollars, or
80 much thereof as may he uecosiry to carry j
out the provisions of this Act, bo and the Same
is hereby appropriated to be paid by the State
Treasuier out of any money not otherwise *p- i
propriatad.
SiC. 5. That should the ordinary revenues
of the State Dot be realized in time to uteel the
expenditures that may be incut ted under the
provision* of this Aot, the Governor is hereby
authonz d and empowered to anticipate the ex
cess receipts to the treasury above tne ordioaty
expenditures, iucluding the interest on the pub
iia debt, by temporary loans based on the faith
of the Commonwealth at a rate of interest not
exceeding six per centum. Such loans shall to
negotiated by the Governor, at suob tioie9 and
in such amounts to exceed the amount ap
propriated) as the objects and purposes hereiu
before"stated shall require. The certificates
•of loan shall be signed by the State Treasurer
and countersigned by the Governor, and shall
not extend .bejpnd the olose of the uex" fi.cal
year, to which period the excess receipts above
the ordinary expenditures are hereby pledge i

Sec. 6. That the Adjutant Generd, tinier
master General and Commissary General shall
expend such amounts of the money hereby ap

luion Feeling in Baltimore.
Baltimore, April 13.
A man made his appearance on tho streets
to this city this morning, wearing a large Se
cession cockade on his hat. He was pursued
by a crowd, and had to be protected by the
police.
Intense excitement prevails here, and gre<r
anxiety exists to learn the uews from Charles
ton.
Baltimore, April 14.
The Union feeling in this city has been un
tiiistakeably displayed since Friday. Men with
c ickades and Secession emblems have been
cba-ad by crowd?, sod protected by the police.
The bark Fanny Feosbaw hoisted the Se
rsaiou flag to-day, an l a crowd compelled a
bry ou the vessel to take it down. The Cap
tain afterward rehointed it, snd required a de-
Gchiusui of 30 police to proteof. it from the
people. The indignation is intense. All the
other vessels in port hoisted the American flag,
'he Captain is a Union man, but hoisted the
£<2 under instructions from the owners of the

passed by the Legislature, in relation to the com
