THE FRACAS lit WASHINGTON. Keitt Suffering from "Growing Pains." WASHINGTON, Feb. G. —The City i 3 all ex citement to-day in regard to the affray iu the House of Representatives this morning. The accounts of the scene differ only slightly, and the true stale of the case scents to he as fol lows: About a quarter before two o'clock, while various motions to kill lime and prevent dtanite action were put,and while many members, know ing that there was no special business on hand and no likelihood of a vote, were lounging arid dosing in tiicir seats or mcv.ng prom B uously about the flail, Mr. Grow, of-Pennsylvamu,whose seat is about tiio centre of the western side of the House, where the Republican members near ly all sit found himself on the opposite side,whose inhabitants are chiefly Democrats. There is a passage or aisle between the seats, leading from the North-east corner of the Hall to the speaker's chair, making a radius of the circle of member's desks. Mr. Grow was qui etly walking down this aisle, when Mr. Keitt, of South Carolina, and Mr. Reuben Davis, of Mississippi, approached him. Mr. Quitman had riscu, and Mr. Grow had objected to his speak ing. Said Mr. Keitt "if you want to object you ■bad better go to your own side of the House." •"This is a free land," said Mr. Grow, "and every man has a right to go where he pleases." "What do you mean by such art answer as that!" said Mr. Keitt. "I mean just what Lsaid," replied Mr. Grow, and repeated the remark. Mr. Iveitt then seized iiirn by the collar, es -"I wtil let you kuow that you are a d—d Black Republican puppy." Mr. Grow thrust his.hattd aside with violence saying; "I shall occupy such a place as 1 plea>e, ! and no nigger driver shall crack his whip over rne." Again Mr. Keitt seized him by the throat, i aDd was again driven off by Mr. Grow, and on the attempt being repeated, Mr. Grow deliver- { ed a well-aimed blow aud knocked Mr. Keitt j down. There was a rush of members from the oppo- ; site side of the Hall, and froui ail quai ters.— ■ Mr. Barksdale, of Mississippi, rushed in to sep arate the combatant". Mr. Washburne, of II- ! ■liuois, who has a front seat on the Republican : side, thinking that he was going to help Keitt, buried into the melee aud knocked Mr. Barks- , dale's wig off. Reinforcements arrived from all quarters,and for a couple of minutes there was a furious con test, but fortunately no one was hurt, and by the aid of t'ue Sergeant at Arms, the priucipal j combatants were parted and order was restor- j ed. Speaker Orr, who is a colleague and friend of Keitt was pale as sheet, but composed and j collected iu manner. The moment the com- i Latants were separated, there was a quiet that was startling in its effect. The Speaker direct ed the roll to be called ou a motion to excuse j a member from voting, aud the business of the ' session went on. This was caused by a vote of ODO hundred and ten to one huudred and five. The next vote was on ordering the main ques- j tion. EVIDENCE OF INSANITY.—A slightly droit incident occurred on Thursday the 14th., in the progress of the Smith trial at Philadel phia. One of the witnesses was tipcits the stand, undergoing a series of questions relative to the prisoner's insanity. lie stated that, at his last interview with Stuitb, which was just be fore the tingedv, Smith entered his place of business in a "state of great excitement, talk ing incoherently , sr. 1 changing his subject with bewildering frequency. He talked in one breath about Virginia, cabinet ware aud mar riage, and wound up by soliloquising about Kansas, and damning the Administration. — Mr. David Paul En wo,the c Basel for the pi is oner, then asked the witness ";f he didn't ttiiuk from all this that the prisoner was insane The reply was—"Yes certainly: I could arrive at no other conclusion." Mr. Browtn—"Bat didn't you consider him insane because lie damned the present Administration V "Oh ! no; he was quite rational there. All sensible people, I believe, do that." Had the occasion heeu one of less solemnity than the trial of a murder case, the question and reply would have ''brought down the house." As it was, a num ber of office seekers whe wee leaning against the walls, looked very much disconcerted at the fact that the only lucid demonstrations made by a madman should take the shape of invec ttve against the powers at "Washington. Another witness offered the following "ele ment" of the hifh minded aud houorable char acter of the prisoner. "Idont recollect anything lie said that a high minded, honorable Mian would not have said he been so deceived in a wife: the only expression he used was, "cowe and taken drink." Tnx LECOMPTON MESSAGE. —The Lecomp ton Constitution, accompanied by a message from Mr. Buchanan was communicated to Con giess, on Tuesday last. The President says that a great delusion eeeins to pervade the public mind in regard to the state of parties in Kansas that the dividing line there is not be tween two political parties, both acknowledg ing the lawful existence of the government, but between those who aie loyal to this govern ment and those who are attempting to destroy it by force and usurpation, aud that their ef forts would have been accomplished hud it not been for the troops uf the United States—that a large portion of the people of Kansas have been in a state of aotual rebellion ever since his inauguration, and that the Topeka gov ernment is in direct opposition to the ono pre sented and recognized by Congress. So far as regards slavery in Kansas, the President as serts that it exists in that Territory by virtue of the constitution of the United States, and that Kansas is as much a slave State as Geor gia or South Carolina, lie advocates the spee dy admission of Kansas as a State, as the only means of res tot ing tranquility to the Territo ry. We have no more space for an extended synopsis of this remarkable message. It is a mass of special pleadiug, unworthy the great ruler of a free people, and mast bring upon Mr. Buchanan the condemnation of all think ing men. Its reception in both branches of Congress was marked by an unusual degree of confusion and excitement. STATE LEGISLATURE. —Within the past week, resolutions have been introduced into the State Legislature condemning the Lecouip ton swindle, aud instructing our Senators and Representaiives in Congress to vote against it. These resolutions were referred to a select Committee of seven. Mr. Foster also offered the following joint resolution on the subject: "Resolved by the Senate and House, &0., That in the words of the Governor of the Com monwealth, 'all the qualified electors of a Territory should have a full, fair opportunity to participate in selecting delegates to form a' constitution, preparatory to admission as a State; and, if desired by tbem, tbey should al so be allowed aD unqualified light to vote upon such constitution after it is framed '' A motion was made to suspend the rules to consider this resolution,' Which was lost—yeas 46, nays 45—the Representative in the House from Delawute county, Thomas P. Powell, vo tiog in the ncgatire. The rules of the Ilonse require a two third vote to~carry the resolution, and it was therefore lost, although it had a ma jority of one.
