This would pay the tat on 732.200,000 cigars. Prior to 1867 the tax on cigars Was $lO, and in 1867 it was only $5. The returns Drove that the tax was collected upon itimuelt larger number of cigars than when the tax was $lO. Now all this proves that a high tax or rather an exorbitant. tax is a bid fOr frauds, and the $lO tax on cigars was a standing preinium for swindling. Under an exorbitant tax it pays the manufacturer to steal, and the law. thus encourages and fosters a spirit of dis honesty, that otherwise under a judicious tax, would to a great degree not be awakened. Now suppose that only twri manufacturers-- find this Is perhaps far below the average— out of ten cheated the goriTnnie•nt last year. we may then estimate that 1,000.000.000 cigars were consnmed in the . United Stites. Now conipare - this actual nunOr consumed with the number on which taxi was collected to wit; 732.200,000 and the fraud in the mat ter of cigars is appalling.
