, Tito Treaty of the High Commission
has one peculiarity which is worthy Of
special ntice. Although that extraor
dinary embassy was created to close up
all oidstanding differences betitreen the
two c ountries, no single question has
been distinctly and definitively deter,
mined by it. Every claim, disputed
right, or contested privilege has been
referred to some arbitration or commis
slog, in which the United States figure
a s one party, against four or two
throughout. Monarchs are to fix the
m easure of our grievances . ; and in fact
to decide whether they existed or not.
They c onstitute the tribunal of last re
sort, front which there is no appeal.
We are bound to advance by theirfat,
tviintever it may be.
As this mass of majesty, to whose
tender care a Republican Administra
tion has consigned American citizens,
m ay create confusion in the popular
mind, we have thought it desirable to
abstract from the overpowering Treaty,
a brief that will present to view at a
glance all the matters and monarchs
as they happen to appear on the scene:
Alabama Claims.—Five arbitrators,
to be named its follows : Onn by the
President of the 'United States ; one by
her Britannic Majesty ; one by his
Majesty the King of Italy; one by the
President of the Swiss Confederation,
and one by his Majesty the Emperor

burg Telegraph amongst them—no die
crimination is made between men arid
rogues but are slandered alike, when
they happen to be riot of the editor's
way of political thinking. To be de
Flounced therefore in such papers has
no terrors tor political men, arid the
public pays no more attenuon to such
denunciation than it does to the say•
inn of a common scold. If newspa
pers desire to preserve their influence
they roust be truthful arid reliable, and
it led into error must have the man
hood to correct themselves. All people
honor the man who not only refuses to
be the author of a die but who also
and with equal firmness refuses to be
used as an instrument to propagate
untruth. All editors, like other peo
ple, are liable to mistakes, to be nosin
lornied, to believe that which is untrue,
but arty one of them who feels a just
pride ill hie profession, or that degree
of honor which alone characterizes a
proper man as distinguished from a
blackguard, will correct any mistake
or error he may tall Into wlieunner the
