The constitution submitted to thepeo pie of Alabama by the Military Renon strnction oonventlon contains provis ions which, it ratified, will accomplish the following results; 1. To premit every negro to vote, whatever his competency br incompet ency, who hes been in the State six months and county three months 2. To permit to vote only such white Minx es may have been in the Suite six months and in'the county three months, who will swear never to change the pro posed constitution, so far as it affects the itiestion of suffrage. 8. To deprive of the priffilege of vot ing and holding offee—Eiret—All whites who may be disfranchised by the pro posed eonetitlitionat amendment (14 article) and by the reconstruction sots, that is to say, all who held any office federal or State, of the lowest grade be fore the war and afterwards gave aid or sympathy to the Cmifelerate wise This provision, according to the regis tration returns, will disfranchise 31:000 white men of the State.
