was unanimously adopted, and the above

An article of agreement made between
Col. A. Gregg and the society, leasing, for
a term of years, the grounds upon which
elt, county fair was held last fall, was read
and confirmed. , •
The following miles and regulation■ for
the government of the trotting course, on
the fair grounds', were unanimously adoil.
The Centre county Agricultural Bociely
having leased, from Col. A. Gregg, for a
term of years, the trolling course and
grounds near Homburg, as a place for the
permanent exhibitions cf the socieljt,_and
nail the society being desirous of improv
ing the breed of horses, have adopted the
following rules, better to regulate the
,use
of the said track and grounds.
Ist, Any portion paying to the Treasurer,
the sum of tea dollars in adranee, will be
entitled to a aeason ticket, for the current
year, allowing lb. person . in whose name
the payment is made andVficket issued the
use of the said couretifor the trial or traits
ing of hie horse or home, either by him
self or some one employed by him, during
the season, commencing on the tat day
•f may, and terminating the Ist day of
December.
2nd, The ticket so issued shall be good
only for the season fee which it is is
sued and shall he transferable only with
the approval of the ExeoutiveCommittee.
Ad, All persons must presoak their tick
ets at the gate, upon whlciipresentallon free
ingress and egress, during all seasonable
hours will be had.
4th, Subscribers when inside the inclo
sure will be expected and required to keep
their horses and vehicles within and upon
such roads and spaces as maybe laid out
by the Society.
Gth, No horses will be allowed upon toe
course or on the ground. unless it be in the
posseseeion or control of a subscriber.
6th, Suring the atonal exhibitions, the
tickets Wetted under these rules will be of
no avail, but to him the privileges it the
grounds and traift it the period, the terms
of the society and Its regulations must be
complied, with. '
Tth, The grounds will not be open, nor
will any.one be permitted to go upon or
use the grounds or track upon the Sabbath,

school houses to Incompetent or Immoral
persons. As a general rule, persons should
not be allowed to teach subsoription ehool
In the pyblio school lames, without holding
at the lane, a valid certificate from the,
county suyerintendent. Much ,
has resulted from a disregard of this rule,
Persons without either qualifications or ex
perience were allowed to occupy the school
houses, and in many oases, their teaching
was worie " than no leaching at all. ,
There ate enough teachers Titls valid

bookies his not more than justice to our
publi; school teachers, to give them at least
the preference.
j The short nese of the term of our free
schools, or the want of Mornoleadi imploy
meet, is yearly driving some of our beat
teachers from the profession. Wemust try to

Annual District Report ,}c. —ln regard
the Annual District itfport and affidavit,
attention is called to the 'following points:
let, Theta documents must both be for
warded qt the same time.
2nd, They cannot be forwarded nutill all
the schools in tbe district bare closed for
the year.
3d, They must be forwarded est, All F lo be
on file on or before the 15th of July next,
at the latest.
4th, Where tr eltttlacilile lyne ocEilred,
as, for instance when a teacher has been
employed without a valid certifieste, or
fhb soheols kept open on Saturdays, the
Secketary should at once to form the county
Suptriniondent $s to the facts of the case,
and await his instructions in regord to
making out the documents shore mention

Blank forms for the Annual District Ito
port end Affidavit, were furnished to most
of the boards when the fall examinaions
were held. Secretaries who aro nil eup
plied with these blanks, are requested to
inform the county Superintendent and he
will supply-them by mail. As n guide for
Directors, the following inetructions from
the School Department are given.
By the act of April lith, 1865, the An
nual certificate and affidavit of the Presi
dent, may be made out and executed imme
diately after the schools of the- district
have closed for the year commencing on
the first Monday of June preceding, and
not before A proviso of the same section
declares that the Annual Report and Affida
vit shall be forwarded at the same ❑me —;
The report therefore should be made, as
soon as the financial affairs of the District
shall have been settled .for the year, and
both documents sent at the,siamo limo to
the county Superintendent for approval.—
These papers, should, if possible, be pre
pared, signed and the certificate and affida
vit cxecitled by the men who were in office
when thematters about which they report,
and to which the President swears, or af
firms, were transacted ; otherwise the new
officers may be required to report upon
subject; of which they are not cognisant.--
If the report is not made till near the first
Monday of June, the officers ,of the old
board should make it out, and sign it at
the bottom, but leave the blanks at die
right hand page, for the names and ad
dresses of the new members of the Board.
When the new board is organized the old
secretary should hand over the certificate
and report to the coming officer, who should
fill that blank with the names of the new
members of the new board, and forward
both papers immediately to the county nu
.gieriintendant. It is useless to send one un
lees both are sent at the same time, for. the
Superintendent will not forward to the de
partment ono of these documents unless it
is accompanied by the other

ter folklore in consequence of the variety
of books . An example will illustrate this •
In a certain school we found Sanders and
Osgood's readers, Groenleal'e, Davis' and
Deans Arithmetic, klitchelle us nil Don•
teiths' Geographies, with two ocrkliree dif
ferent kinds of Grammars dm.
Of course the law does not contemplate
the changing of text-poke every year It
only aims at unformity. When this is se
cured the same book should be continued
for a number of Years. The selection of
Books is in the hands of Directors, yet
whore they fail to attend to this duly, it
reqnently falls into the lestpds of the teach
er• For Instance a teacher takes charge of
a echos', scarcely inquires what series has
been adopted (as is frequently the case)
finds a variety of books, has a preference
for some particular book, and without con
sulting the Directors, recommends it, and
finally gels it introduced into his school.—
The next term this school has a different
teacher, who has to turn„.hte preference,
and succeeds in like manner .Thus:rthlric
Is a (instant changing of books, and yet
no uniformity. This course of procedure
Is alleged, and It Is not to be wondered at
that parents often find fault, and complain
of having to buy now books every term of
school. The directors are the proper per
sons to select and adopt a series of text
books, with the advice of wleachers, and
teachers arc bound to.teach what the Board
adopts. I propose furnishing the different
Boards of Directors of the county with
blank cards, sufficient in number to supply
all the schools,upon which it is to be written
out what ftiellui hare been adopted, and are
to be need In said district. These cards to
be signed by the Boari and hung up in the
kehool room. -
