to all cohstitutional antendments until the
Southern members were ul their seats, and
so the Smith can have a voice in the Mt
ter. He said the question of representa
tion wrs a small matter and that the
North eouid well afford to overlook the
to-fifths advantage which the South
nnw had, because emigration and kin
kred causes would soon remedy it with
out, legislation. If the matter must be
changed at all,he was in favor of making
voting population the basis. Hethon
asked how th 4 proposed to of such an
amendment through the South... The
reply was, "In the same way, Mr. Presi
dent, that you got the constitutional
qtuepdsueut abolishing slavery thibugh,
by a little Presidential pressure." Mr.
'Johnson replied that he saw no similari
ty be wren the two cases.. In regard to
the test oath, he said he wag,inelined to
think that the old form of swearing to
support the Constitution was a sufficient
test of loyaky.
