of a call from Brigadier General James S.
Brishin the other day, who has recently ar
rived in this place from Kentucky on his
way to Washington, on b usiness connected
with his departnieut. Gen. lirisbin is au
sttperintendent of the organization of colo
ed troops in Kentucky, and in a recent re
port he shows that his labors have resulted
in the enlistment of twenty one thousand
colored troops in that §tate, while eleven
new regiments are being organized. This
will make a quota of over thirty thousand
colored troop• fur Kent heky, and Gen. Brut
luin hoped to have it filled within sixty days
after the dal; °Gills report.
The Cincinnati C'unirnerc;al stales that
Gen. Mit:hitt has recently Intact:3 , rd a letter

While we are glad to see Gen. Briebin on
the high road to prosperity, and believe
that he has honorably won his way to his
present position, we suggest that State ex
ecutives should best know their own policy,
and should not be influenced by military
dictation. We give Gen. Ifrisbin credit for
conscientious motives, but knowing that a
letter which he once wrote to Governos
Letoher was productive of no, good, we
would caution him, in a friendly way,
against to much indulgence in his epistola
ry,pßelivities.
Wit do not now, nor have wo over approved
of the enlistment of negro troops into the
army, but, nevertheless, the position of su
perinteaffent of the enlistment of colored
troops, is an Important one, and requires tr
good deal of tact and energy. Gen. Brisbiu .
appears to give satisfaction to the govern
ment in this respect, and as it has to be done,
we do not know of any one who would do it
mare effectively or impartally than Gen.
Briebin.
