TheJournal of this city attrib-
utes the removal of General-
Rosencrans from tne command of
the army of thecumberland tothe
jealousy of General in Chief Hal-
leck. Itsaysthat Halleck : remem-
bered what were to him themorii-
fying scenes atIuka, where Rose-
crans’ impetuous valor saved our
army from defeat and disgrace,
and cast shame upon Halleck’s
timid delays and puerile blunder-
ings whereby Beauregard’s army
escaped him at Corinth. «This,”
the Journal continues, was what
Halleck remembered, and the
reverse at Chattanooga gave him
the first opportunity that had
occured in Rosecrans’s whole ca-
reer to give operation to the fee
ings of envy that jealousy had
engendered in his narrow mind.”
Norman, the Washington corres-
pondent of the Journal is of the
same opinion. He says —<Gen.
Halleck is not a large encugh
man to endure a rival, and the
heads of the «tall poppoies’ fall,
But as Rosecrans was not re-
moved without the consent and
express authority of President
Lincoln, these gentlemen impeach
Lis sagacity. They censure, to
use their usual style of reasoning,
the action of « the Goverment,”
and degrade it in the estimation
of the people. The Journal says
that « the mind of the honest and
unsuspecting President was }oi-
soned, « and that «the power be-
hind the throne has proved to be
more powerful than the thrcne
itselt, and to propiate that power
Rosecrans has been sacrificed.”
By ¢ the power behind the throne
is meant General Halleck. What
amount of truth there may be in
the alleoation we do not pre-
tend to decide. We know that
Administration partisans ditfer
widely as to the cause of Rose-
crans, removal and the mode in
which it was brought about. It
is their own quarrel, and we leave
themto settle it among them-
selves. Butthe couniry is pretty
well satisfied — we think— by
this time— that there is a pomer
behind the the throne at Wash-
ington strcnger than that of Gen,
Hanlleck, a power that puts down
and puts up Generals at its will
and controls the dolicy of «the
Goverment” in the conduct of
the war to suit its own partisan
enps aud purposes. That power
is the Jacobin radical Abolition
faction, which is determined “to
rule or ruin. From What has
already transpired and is 10w
transpiring no sane man can dout
that its rule, if much longer con-
tinued, will be certain and irre-
trieveable.—Stacsman.
THE SOLDIERS’ RIGHT TO VOTE
The Iowa Statesman tells us how
the vote of the soldiers in the
field was cast so solidly in favor
of the Abolition candidates.—
It saysit learns from reliable
officers high in command that
«no Democratic newspapers or
documents weie allowed to reach
the soldiers, and that drawn up in
the form of a hollow square they
were harangued by their officers
to vote the Abolition ticket. —
That on the opening of the polls
in many regiments the wen were
aranged in line of battle aud an
officer passed along the line
distributing Abolition tickets
and no others; and when all were
supplied with tickets marched
them in a body to the polls, and
ander the rigors of military dicip-
live compelled them to vo'e.—
Itis assertd that Democratic
tickets werenot to be had. Boys
eighteen and twenty years of age
were allowed to vote, and when
officers were notified that they
were under age, repied that if
they were old enough to fight
they were old enough to vote.”

lecture on Ghosts, whioh by to
