Tiie Constitution and By-laws prepared by the

mitted for consideration, and on motion the res
pective sections were taken up and adopted as

We. the undersigned, citizens of Altoona and

CONSTITUTION.
ARTICLE I.
This society shall be' known by.thfe name of the
National Union League of Altoona;” its object
-iug set forth in the proceeding preamble.
ARTICLE U.
Sec. 1. The officers of this society shall be a'
President, two Vice from each ward
mid two fipm £ogan township, one Recording
xcretafy, one Corresponding Secretary, one
Treasurer, a Board of Managers to consist of nine
persons, and such standing Committees as may be
rapiirea. ‘ 1
Sec. 2. It shall be the duty of the President to
preside at alt meetings of the societyJ to present
•nler, enforce the laws, and generally to
ail rigtnful and necessary authority, fwhich is not
.ommiued to tuber officers; In the absence of the
President, ons of the Vice Presidents present
shall be eleted to the chair.
.Sec. 3. The Recording Secretary shajl keep in
a book (prepared tor that purpose) correct minutes
of tbe proceedings of the League, Which shall at
all times be open for inspection of members,
Sec. 4. The Corresponding Secretary shall con
duct the correspondence, keep a record of alike
may do, assist the Recording Secretary when de
sired, and perform such other dutiesas may be
required of him by the League.
Sec. 6 The Treasurer shall receive all funds
that may come to the use of the League, and shall
pay all demands against the same,; tinder such
nties and regulations as may be prescribed by the
Boanl of Managers. He shall keep 1 regular ac
counts of all his transactions, which' shall be pre
sented to the Board of Managers, af their stated
monthly, meeting.
Sec. 6. The, Board of Managers shall have and
exercise a general Superintendence pf the affairs
of the society; shall control and manage its
property and effects, having power to make ne
cessary contracts, but shall have no
power to make the society liable for any debt be
yond the amount in cash in the hands of the
Treasurer at tbe time of making the contract.

Officers shall'be elected for a tertn of three
months, and may lie re-elected from time,
at the pleasure of the society,. 1 Elections for
officers shall lie held on the first .night Ol meetipg
iu the momlvs of July, October, January and
April. Elections shall be by ballot apd the person
"receiving the highest number of voles cast shall
he elected. '
ARTICLE IV. ~ ;i ■
Sec. I. A candidate for membership shall be
loosed by a member, who, in a book set apart
for that purpose, and'kept by the Recording Sec
retary, shall register the name and
residence and shall add the date of Such registiy
and his own signature.
Sec. 2. The President shall appoint an election
Committee, .consisting of lire members of the
League, who shall examine the candidates register
once in every wept, and report to the; next regular
meeting the names of all the candidates whom:
they may think proper to recommend for admis
sion. If no sufficient cause ba shown to the meet
ing against the admission of a candidate,
recommended by the committee, he snail be
received as a member on signing the articles of
toe association, add baying to the Treasurer bis
entrance fee.
Any person shall be expelled who is guilty of
disloyal nets. Or the 'utterance of disloyal senti
ments, or bf wilful disobedience of the constitution
and laws of the society. It shall require a two
third vote of fhc members present to expel (not
less than onc-fuurth of the whole number of mem
bers being present) after at least one week’s notice
of the proceeding oOVnotion has been giveh.
This Constitution may be altered or amended
by a two-lhird vote of the members present, at any
meeting of. the; society, at least one week after the
amendment is ofiered.
BY-LAWS.
Sec. 1. This society shall meet even' Thursday
evening, at their regular place of meeting, at 74
o’clock.
A quorum shall consist of fifteen members.
Sec. 2. It shall bd the duty of the President to
call a special meeting of the society, upon the
written request of fifteen members, lie may also
call special meetings .whenever the good of the so
ciety’ may, in his opinion, demand it.
Sec. 3. Propositions foreign to the object of the
society shall nut be discussed at any of its meet
ings.
Sec. 4. Voting by proxy shall not lie permitted.
s Sec. 5. All who may become members
of this League shall, as soon os they subscribe
their names to the constitution, pay an chtjpnce
fee of twenty-five ceifts, and a monthly contribu
tion thereafter of ten cents, for the purpose of
defraying the necessary expenses of the League.
Sec. 6. All resolutions and motions lor the con
sideration of the society shall be presented in
writing.
Sec. 7. All resignations shall be made in
writing, addressed to the President or one of the
Vice Presidents, and no resignation shall be ac
cepted until all dues are paid.
Sec. 8. These By-laws may be altered or
amended ;by a two-third vote of the memlters
present, at any regular meeting, provided, one
week’s notice shall have been given of such in
tention to alter or amend.
See. 9 These Bv-laws or any of them may he
suspended during any meeting by a two-third vote
of the members present. -

Daniel Price from the committee appointed to
audit the accounts*of Secretary and Treasurer, for
the past year, reported that they had attended to
the duty assigned them and found the accounts
correct and bapt in a business like manner, and
that there is a balance in hands of Treasurer of
$159.58. On motion of A. A. Smyth, the report
was excepted ami committee discharged. Sec

Correction.—We are glad to learn that we
'were in errpr, last week, in stating that Erast us
Kinsei, whp died of smail-pox at Blair Furnace,
was neglected by his neighbors, and his body per
mitted to remain unburied longer than it should.
On the contrary, proper care was taken of him
during his sickiiess, and his body was decently
interred, 4>y James Coleman and others, on the day
after he died. We were not on the spot to .gather
the information we gave last week, but relied upon
the reports we received. JflTe say again, we are
glad that eur information was incorrect, and we
make this correction with pleasure, hoping that all

resigned his cornmand in the 6th Ba. Cavalry,
now with Gen. Biosecrans, on .account of ill health.
We were pleased to receive 4 visit from him a few

A Roland Receiving, (not giving) as Ol
iver.—Roland Templeton, of Blair eopaty, was
lodged in jail in Hullidayshnrg, for marrying two
wives, stealing from a blind brother-in-law, and
defrauding certain merchants in Baltimore.—
Crimes like these, Roland will discover, are se
verely punished.
The Huntingdon Presbytery meets in this
place to-day. It is composed of some 75 Minis
ters and Elders.
Rev. A. B. Clarke having resigned the pastoral
charge of the congregation in this place, the mem
bers meet to-morrow (Wednesday) afternoon at 3
o’clock, to elect a minister.

Bloud Searcher, the ulcers on my head and arm began to
heal. I have how taken eight or ten bottles, and my head
and arm are entirely well except the scars remaining from
the sores. I will also state that I had the rheumatism
very bad in ray arms and legs. The Blood Searcher ala
cured the rheumatism. lam now a well man, over forty
years of age, and I feel as suple and young as I did when
I was twenty, and have increased; in weight*wenty pounds.
I would alsff state that the disease in my fereheard was so
bad that when I stooped add. lifted anything heavy, the
blood mu out of the sore. Dr. Keyfer had a photograph
takt-n oi me by Ur. Cargo, the artist, slier I began to get
well. It does, not show my appearance as bad os it wae

state that 1 took the Blood Searcher which was made be
fore Dr. Keyset commenced ufaking it. AUboogb it
helped me some, I did not recover fast until I got the kind
made by Df. Keyset himself. One' bottle of bis did me
mure good two of the old. 1 believe It is a great deal
stronger and better. I liav© recommended the Blood
Searcher to a great many of my friends for various dis
eases, and I believe it has helped the whole of them. You
niay publish this if you wish, and 1 am anxious that all
who are afflicted as I was may be edred. 1 live in this city.

mine, on Dr. Keyser, who has restored my sight, and my
eyes are pearly as well as ever. The Doctor gave mi

A BAD SORE LEG CUBED
Pititnttsi, September 18,1861.—1 hereby certlfs that
I have had a sore leg for over a year. It was covered
with ulcers end sores so that 1 could not work for nearly
a year. My leg swelled so that i was nnabls to do any
thing fora longtime, for at least six months. 1 tried
several of the best doctors in the city, bnt without any
benefit; finally I called on Dr. Keyser, at No. 140 Wood
street, who only attended nw abont two weeks, and gave
me but two bottles ormedioine, ind I am now entirely
well and have confined so for six months. lam smplpped
at the Eagle Engine Boat* on Fourth street, where any
one can see me.
