during his last session of Congress. lie acquired this title

A hill has been introduced into tbe Legislature,
having for its object the securing of a better class of men
as engineers for locomotives ami stationary engines than
those generally employed'in tins vocation. The bill pro
vides for the crectieu of a Board of Engineers to examine
applicants, two of whom shall bo practical machinists, and
thetbird a practical loebmotivo engineer, to lie appointed
by the Gorernor, and hold their terra of office for three
years. Any person acting as an engineer without a certifi
cate from the board of examiners, is to lie subject to a fine
of S3CO. and the corporation employing him, to $llOO.

why shouldn’t wd, when the glorious stars and stripes are
swaying to and fro iu front of onr window, a military com

of all ages mid sixes who insist upon occupy all space aud
seeing everything in and about the office, which to us, who
are crowded with work ami much hurried, is a great con
