The Coretm Business.
Washington, June 29. A Cabinet meeting
was held to-day. Messrs. Fish, Delano, and
Robeson were absent. Corean matters were
discussed. The conclusion arrived at wa that
it was a bad business. Momentary triumphs
cannot be sustained. It Is questionable whether
at this time it is politic for the United States to
urge war in earnest against the heathen
Chinese.
The Boutwell and Pleasanton Difficulties
were discussed. The Secretary urged that his
course had been consistent. He had been Com
missioner of Internal Revenue himself, and
thought he knew the relations of the office to
the head of the Treasury. It had been cus
tomary and in accordance with the tenor of
the act establishing the Internal Revenue Bureau
for the Commissioner to be subordinate to the
Secretary of the Treasury.
He had no feeling in the matter, but simply
wished to know if he was Secretary of
the Treasury or If Pleasanton was. The
President regretted exceedingly such a misun
derstanding should have sprung up. Boutwell
did not think it was a misunderstanding. It was
to him a direct evasion of a plain construction
of the law for a bureau officer to act indepen
dent of the bead of any department. He com
pared it to relations of the Cabinet officers to
the President. The President acknowledged
that he always thought bureau officers were en
tirely subordinate, but hoped that in the present
Instance the difficulty would be amicably set
tled. Boutwell declared it could only be done
by Pleasanton's conforming to the customs of
the Commissioner's Office of Internal Revenue.
The President said he would advise with Plea
f anion, and there the matter rests.
Contract Awarded.
Washington, June 29 Benjamin F. French,
of Washington, has been awarded the contract
for supplying the Senate folding room, and
other stationery for the Senate of the United
States.

City Affairs.
The defeat of the Mntuala by the Athle
tics yesterday was the theme for exultant
conversation by thousands of Philadelphians
yesterday afternoon.
Officer Carrigan, of the Fifth district,
made a bad mistake by arresting at Eighth
and South streets a very respectable lady, on
the charge of being a common street-walker.
The officer is tinder bonds to answer.
Adam Oswer, the German who waa
Btabbed by Henry Wagner near Floartown,
died yesterday afternoon in the Germantown
Hospital. Wagner is in Norristown Jail.
The fonr men arrested on the charge of
rioting at Tenth and Spruce streets on Mon
day afternoon, during which Lieutenant
Flaherty was shot, were before Alderman
Kerr yesterday afternoon. The testimony
implicated three of them in the assault, or
urging the same, upon the police officers.
They were all committed for a farther
hearing.
The man who started the locomotive in
the Germantown depot was before Alderman
Kerr yesterday afternoon, and held in $500
bail for malioious mischief.
Domestic Affairs.
It is thought in Washington that the
President has declined to pardon Bowen, the
bigamist.
The grand total of internal revenue re
ceipts for the present fiscal year to date is
$144,278,008.
Baron Gerolt, the German Minister at
Washington, yesterday took formal leave of
the President.
There are now nearly three thousand five
hundred claims on file with the Southern
Claims Commission.
The Young Men's Republican Association-
of the State of New York convened
yesterday at Binghamton.
No appointment has yet been made of a
commission on the part of the United States
under the Treaty of Washington. .
The Mississippi steamboat Red Cloud,
with nine hundred bales of cotton, has been
burned to the water's edje at Montgomery
landing.
The base-ball game at Williamsburg, N.
Y., yesterday, between the Athletics and Ma
tuals, resulted in favor of the former by a
score of five to four.
The position of Commissioner of Agri
culture, made vaoant by the resignation of
General Capron. has been tendered to P. R.
Freas, Esq., of this city.
The third trial of ex-Mayor Cahoon, of
Richmond, Va., concluded yesterday by a
sentence of two years in the Penitentiary and
a recommendation to executive clemency.
Foreign Affairs.
Gambetta asserts his loyalty to the
present Government of Franoe.
Archbishop Patrossa has been arrested
in Rome on the charge of conspiracy.
The Treaty of Washington created some
discussion last evening in the British Parlia
ment. The Russian Government has suspended
the publication of the Moscow Gazette for
defaming the constituted authorities.
The Republican committees of Franoe
have been unable td agree upon a combined
ticket, and publish several electoral lists.
The Emperor of Germany has granted
amnesty to all natives of Alsace and Lorraine
under sentence for political or military of
fenses. ' COUNCILS.
Sleeting of Both Branches Yesterday.
Both branches of Councils assembled yes
terday afternoon at the usual hour.

A communication was received from Gene
ral Charles M. Provost requesting Councils to
review the 1st Division N. G. P. on the 4th
of July. Accepted.
A communication was reoeived inviting the
members of Councils to be present on the
Bame day at the presentation of the champion
flag to the best drilled regiment. Aooepted.
A communication was read from Mr. J. II.
Windrim, architect of the House of Correc
tion, stating that he could no longet perform
the duties of bis position unless his terms
were aoceded to, and intimating the proba
bility of a lawsuit for the recovery of his
plans, drawings, and compensation.
The communication gave rise to an ani
mated discussion, but was finally referred to
the Committee on the House of Correction.
A communication was received from his
Honor the Mayor, informing Councils that he
had approved oertain ordinances and resolu
tions.
Mr. Shoemaker presented a resolution
granting the use of Independence Hall, on
the Fourth of July, to the descendants of the
signers of the Declaration of Independence.
Passed.
Mr. Downing presented a resolution autho
rizing the Major to offer $1000 for the arre-tt
and conviction of James Monsghan for shoot
ing Lieutenant Flaherty. Passed.
TLe Committee on Railroads reported upon
the proposed lease by the Pennsylvania of the
New Jersey Railroads, and asked to be con
tinued on the consideration of that subjeot.
Granted. '
A resolution confirming certain newly ap
pointed members of the Fire Department was
agreed to.
Also, a resolution for the removal of the
wooden building at Lehigh avenue and Edge
mont street.
The bill appropriating $38,000 to the High
way Department for paving purposes was
passed.

of the Water Works was passed.

Broad street was then considered and passed,
with the additional appropriation of $75,000
for the improvement of portions of Market
street.

cil chamber to meet in joint convention for
the election of Police Magistrates, Guar
dians of the Foor, and a member of the Board
of Health.
After their return Mr.-Moll vain tendered his
resignation as a member of the Highway
Committee, but withdrew it' at the request of
the Chamber.
Several bills from Common Council in re
ference to the opening and paving of streets
were concurred in, and the Chamber ad
journed. Common Branch. President Huhn in the
chair.
Numerous communications were received.
One from J. H. Windrim, architect of the
House of Correction, stating that it was im
possible for him to any longer oontinue his
connection with the building of that edifice,
as Councils would not come up to his terms.

The Harmony Fire Company tendered the
use of their engine to the city on the 3d and
4th of July next. Accepted.
Mr. Bnzby presented a resolution to the
effect that the City Solioitor should take such
action as will prevent the lease of the Jersey
roads by the Pennsylvania Railroad. Mr.
liuzby said that this was an important matter.
It means nothing more nor less than to make
Philadelphia a way station; to allow the tide
of commercial prosperity to flow by her doors
and leave her high and dry. It is to aggran
dize the city of New York at our expense.
General Wagner said he couldn t see how
Philadelphia was to be injured. There are
two questions to be answered: First. Will
we be ruined as stockholders? Second.
Will we be ruined as a city ? Mr. Cuyler has
said that the city has received since 184G six
millions of dividends in. cash and about two
millions in scrip. This is so, and his state
ment that we have got our money back is
true. No action on this lease can affect the
trade wbjch will naturally seek New York.
The very steamship line, of which so much
has been said, we owe to this railroad com
pany. The city should be made sufficiently
attractive to woo trade.
After further remarks on the subject, the
resolution was agreed to yeas 33, nays 1G.

The ordinance making an additional appro
priation of $150,000 for the construction of
Fairmount Bridge was referred to the Com
mittee on Finance.
The resolution directing the contract for
this bridge to be given to John W. Murphy
was, on motion, postponed.
An offer was received from Alderman Wil
liam McMullen of the use of the Philadelphia
Hose Company for the extinguishment of
fires in their locality on the Fourth of July.
Accepted.
