The La Salle graduates received a bounc
ing ovation from a tremendous audience at
the Academy last night.
The Experts beat the Olympics yesterday
by one run, the score standing 23 to 27.
Three pickpockets, mere boys, were yes
terday held to bail by Alderman Kerr for
operating on the Germantown and Norris
town ears on the day of the German Sxn
getfest. It was proposed at the meeting last night
to erect in the Park a fine marble statue to
Sir Walter Soot, and the proposition bida
fair to be carried into effect.
Domestic Aflalra.
The hotels at Saratoga Springs have just
opened for the Brimmer season.
The late cool and cloudy weather, with
slight rains, in California,has had a beneficial
effect upon the crops, and it is estimated that
there will be at least one hundred thousand
tons of wheat for exportation.
The State Executive Committee of the
Democratic party of Tennessee met at Nash
ville yesterday, and adopted "resolutions de
claring their acceptance of the issues of the
war in good faith."
Yesterday afternoon a diflioulty oocurred
in the streets of Baltimore between two bro
thers, Washington and Thomas Goodrich,
and a detective named Troutfelt, in endea
voring to prevent the latter from 6hooting
the former, was so unlucky as to receive a
pistol ball in his own body, fired by Thomas,
and which, it is thought, will prove fatal.
Foreign Affairs.
The Marquis Gabriao goes to Berlin on
the 3d inst. as French Ambassador.
The interdiction upon ingress to and
egress from Paris is removed from and after
the 3d inst.
The j ournals of France are greatly divided
in sentiment as to the future form of their
government.
The colliers of South Walesliave resolved
to strike unless conceded an advance of five
per cent, in wages.
Large numbers of Frenchmen and for
eigners are returning to Faris to resume com
mercial and manufacturing operations.
Great preparations are being made in Por
tugal for the reception of the Emperor of
Brazil, who is now daily expected to arrive
in Lisbon on his tour through Europe.
The Times' special despatch from Paris
says the Versailles troops are not as popular
as when they entered Paris, because of the
severe measures taken by them against the
population.
The British Columbia papers are greatly
excited over the prospect of the loss of the
island of San Juan, even going so far as to
advise the British Government to seize and
hold it by force.
Prince Napoleon has written a letter to
M. Favrejconcerning the men who proclaimed
the downfall of the Emperor and formed the
Government of September 4. He demands
of the existing authorities a plebiscite for the
determination of the future government of
France.
COUNCILS.
Proceedings Yesterday Afternoon.
Both branches of Councils met yesterday
afternoon at the usual hour. The following
business was transacted:
Stlect Branch. President Cattell in the
chair.
Several communications were received and
referred to the proper committees.
A communication was received from the
Guardians of the Poor, asking for an appro
priation of $27,500 for the Insane Depart
ment of the Blockley Almshouse.
Permission was granted to Professor
Jackson to use North Penn Square for a
display of fireworks on the Fourth of July
next.
An ordinance was passed making an ap
propriation of $15,000 for the extension
of the fire-alarm telegraph, and the plac
ing of signal boxes in various parts of the city.
A resolution providing for the curbing and
grading of Brandywine street, from Broad to
Fifteenth, was agreed to.
A resolution to pave portions of Ashbur
ton and Seventeenth streets was agreed to.
A resolution was passed asking Governor
Geary to withhold his signature from a bill
releasing certain property-holders from pay
ing for improvements in Fairmount Parle.
An ordinance providing for the employ
ment of Mr. James II. Windrim as architect
of the Ilouse of Correction, at a commission
of three per cent, on the total cost of the
building, was referred.
A number of bills received from Common
Council were concurred in, among thuin one
for providing musio in Norris Square during
the summer months.
An ordinance providing for the transfer of
the control of the Girard Avenue Bridge from
the Highway Department to the Park Com
mission was postponed.
The resolution discharging the Ilouse of
Correction Committee from the consideration
of the character of the bail ing stone used
was brought np. The readaig of the report
was caled for, and showed that the stone was
approvd by the weight of testimony taken.
The report was again referred to the com
mittee.
Resolutions authorizing the opening and
paving of certain portions of Decatur, Fitz
water, an! other streets were adopted. Ad
journed. Common Branch. President Iluhn in the
chair.
Mr. Logau presented a resolution providing
for the inspection of the steamers belonging
to the Fire Department by the Boiler Inspec
tor, said inspection to occur once a year.
Referred to the Committee on Fire Depart
ment. Mr. Thormon presented a resolution re
questing the Chief Engineer of the Water
Department U ascertain and report to Coun
cils the cause f the scarcity of water in the
Twenty-sixth ward, which was adopted.
Mr. Calhoun offered a resolution requesting
the Committee on Fire Department to report
an ordinance iureasing the pay of the fore
men of the companies in the Paid Fire De
partment to f 10)0 each. They are now re
ceiving $400 a Jear.
Mr. Young Moved to amend so that the
salaries of the fcwk-and-ladder men should
be $750 each. Referred to the Finanoe Com
mittee. Mr. Walker, chairman of the Committee
on Finance, reported an ordinanoe making
an appropriation of $4184 to pay damages
caused by the opening of Beach street, Eigh
teenth ward. Adopted.
Also, an ordinance creating a loan of
$425,000 for the building of sewers and the
erection f new station-houses in this city,
which was also adopted.
A number of unimportant bills from Select
Council were approved.
The ordinance making an appropriation to
the Board of Port Wardens for the dredging
of the Schuylkill was concurred in.
Mr. J. S. Allen, chairman of the Com
mittee on Election Divisions, reported a reso
lution to change the plaoe of voting in the
Third division of the Sixth ward to No. 214
New street.
A motion was made to indefinitely post
pone, whioh was lost. This matter then
created considerable discussion, but the reso
lution was finally agreed to.
Mr. Calhoun presented a resolution direct
ing the Chief Commissioner of Highways to
have the rails on Broad street, south of Fede
ral, removed, which was agreed to.
Mr. Allison, chairman of the Committee on
nouse of Correction, presented a report of
the investigation made into the quality of
stose URed in the building of the House of
Correction. The committee state that they
visited the grounds and found the charges to
be unfounded. The 6tone was of good
quality, and adapted to. the purpose. A
report of the Building Inspectors agreed
with that of the committee. The resolution
was agreed to and the committee discharged.
Mr. Bowker called up the bill creating a
loan of $500,000 for the further extension of
the Philadelphia Gas Works.
