Thanks to the enterprise of the Times' corre epondent at Philadelphia, we hare got the full text of the Treaty of Washington before us, and public opinion is of course very busy upon it. The general feeling is, I think, one of eatisfae tlon and relief, for we all feel that we hare a right to look you confidently in the face and claim to have proved the sincerity of our desire to sacrifice anything, short of national honor, for the sake of lasting amity. Surely, tho ques tion has reached Its dying day at last. Nine years have passed away since the unfortunate escape of the Alabama brought it into being, and now we heave a deep t Igh of relief (not regret) at the prospect of relegating Ik forever to the mummy-chamber of history. We gladly notice that, on your 6ide, that position which no Englishman would ever have conceded that the Queen's proclamation of neutrality was a griev anceis now tacitly abandoned, and that there is nothing in the treaty that alleges or even hints that we have any atonement to make be yond euch as may be found to be due in respect of damage actually done by tho Alabama and her consorts. More substantial proof of the 'friendly eplrit" in which this country has ap proached this settlement could hardly have been given than her consent to waive the advantages of her strictly legal position in the question ef liability, and to be judged by a retrospective application of new rules of international law. Kule 1 bears obvious marks of having been ex pressly framed to convict us In the mat ter of the Alabama, but it may still be doubted how far the arbitrators will find ns guilty when they come to apply those perhaps intentionally vague expressions "due diligence,' "reasonable grounds for belief," "(vessels) in tended to cruise," to actual circumstances. It may not be difficult to see on which side the balance of concession lie, but we are not dis posed to be too curious to look. Enough for ns if we have convinced you of our national good-will, and by this treaty secured a more cordial understanding between the two great branches of the Anglo-Saxon family. This morning we learn by cable that there is every probability of the treaty being ratified by the Senate, and little doubt is felt here that Parliament will do the same, though a threaten ing cloud haj, I grieve to Eay, appeared in the atmosphere of the House of Lords, where last night Lord Russell gave notice that, on Monday next, he will more an address to her Majesty praying that no convention for the settlement of I he Alabama claims may be ratified which con tains conditions contrary to the law of nations and the British municipal law in force at the date of the alleged depredations. But the treaty will, if the steamer bearing it arrives in due course, have been ventilated in the Commons before Monday comes, to we may hope this storm-cloud will be dissipated ere it bursts. ' There was something both new and true, to our thinking, in Lord Bedesdale's remarks on the same hackneyed question a few nights back, lias any one observed, he asked, now that President Grant's Government represents all the States alike, that the South is in effect asking damages for injuries which the South itself committed ? When the principal has been for given, are not claims against the agent ipso facto barred? Is not this a case of A allowing his partner to proceed against A's own agent ? But enough of this grave subject, absorbing though it Is just now. One of the novelties f the London International Exhibition, which has by this time been found to be a worthily popular and attractive resort, is an international fan competition. The competition was confined to ladies under the age of five and twenty, and as many as 120 fan mounts, beautiful and artistic workings in and on such diverse materials as eilk, vtllum, ivory, lace, woods, paper, and peacocks' feathers, were sent in. Princess Louise, Marchioness of Lorne, has carried off the third prize, a 4 10 note(0, with an admirably executed "Skating Scene." Iler art faculties are indeed of an exceptionally high order, and they have been carefully and thoroughly trained, as all will allow who saw the bust of the Queen which she exhibited at the Royal Academy a couple of summers back. Mentioning the Royal Academy, I cannot re frain from noting en passant that after accept ing the many hundreds of pictures which throng the walls of its halfscore galleries, it this year rejected no less than two thousand five hun dred! One would hardly have believed that even in crowded London so many luckless wights were struggling with brush and palette for a livelihood. Manchester millionaires must all have their picture-galleries nowadays, and their long and not discriminating purses are answerable for a great deal of the trash upon which good oil colors are wasted. Two causes celebres at Westminster have formed an item in every public print and most private conversations of these last few days. The Crown has been prosecutingseveral young men, among whom Boulton and Park are the prominent names, on a very serious but unmen tionable charge, of which they were last night, much to the relief of the public, acquitted; while In the Common' Pleas Sir William Bovill and a special jury are busy with the so-called Tlchborne claim, which involves an ancient baronetcy and a rent-roll of A'24,000 a year. Seldom, If ever, has so Interesting and romantic a story been laid before a British jury. Seven teen years ago the young officer of carbineers wbo, if the present claim ant be really he, Is now Sir Roger Tichborne, was shipwrecked lu the Southern Seas, and be lieved by all but his mother to be lost. Ten years later, the mother's repeated advertise ments produced the present claimant from the Jush in Australia; he came to England, was re cognized by the mother as her son, recognized, too, by several former brother-officers, and by the family lawyer and banker, and now seeks to oust the present possessors from the Tichborne title and estates. His story is that an American ve36el picked him up and carried him to Mel bourne, where poverty drove him into low life and obscurity, till by chance the mother's ad vertisements met his eye. His opponents flatly deny his identity with the person be professes to be, declare bim to be a rauk impostor, and as sert that his bolu ttory is trumped up la con spiracy with an old colored servant of the family (now in bis Interest"), whom they accuse of having furuiohed hint w ith alt the tau-ily his tory and other facts on which bis eUttmienn hong. There are two hutdred witnesses to be xamined, so you may form some Idea of tbe time the trial Is likely to occupy, and the money it is cof ting daily. In tbe Boulton and Park case seventeen counsel were engage 1, of whom five were present, and two past, members of the House of Commons. A remarkable sensation has been produced by a paper In Llackwod styled "The Battle of Dorking." The author, taking the imaginary position of a twentieth-century historian, nar rates with alarmingly vivid verisimilitude an invasion of England by an enemy of the latest Prussian type, who, after beating our channel fleet, lands, routs our forces, and overruns the island. It is a sufficiently opportune warning of whnt may one day happen If we don't wake up ts the real state of our national defenses. You should read tho thoughtful and sugges tive preface which Tom Hughes has written for Mr. l'hilpot's new "Guide Book to the Canadian Dominion." He is of opinion that your interests no less than hers wonld best served by Canada's independence, but owns that if she has not strength or character to stand alone, annexation is probably the best thing that can happen to Eurdett Coutts, the wealthy and benefit cent, has accepted a peerage, and will hence forward be the Baroness Burdett Coutts.
