The New Transportation Law Remarks
of the Special Agent of the Treasury
Department.
Yesterday the committee of merchants ap
pointed by Collector Forney to confer with
the Treasury Department in reference to the
transportation of goods in bond from New
York to this city, held a meeting at the office
of Mr. Plitt, No. f08 Walnut street. L. P.
IThompson occupied the chair and Mr. Buchey
acted as becretary.
D. G. Lobdell, bpecial Agent of the Trea
sury Department, was present, and after
Mating that the Secretary of the Treasury had
I A consnltation with the Collector of New
York, in which the latter promises to afford
I all facilities for the proper execution of the
Inew law, Mr. Lobdell said:
I The importations of dutiable merchandise at New
York are well known to be so largely tn excess of
Jihe conveniences and means fur the prompt ap
praisal or tne goons anu ine speedy liquidation or
ascertainment of the duties, that there in every rea
son to believe the immediate transfer of all importa
tions intended for Philadelphia and several other
porta, without examination, appraisement, and liqui
dation of duties at New York, will meet with the
decided approbation of the Importers and customs
pfficlals at that port, as a measure affording practi
cable and desirable relief to their own local business.
At all events, 1 think I can assure you that no fac
tious ioppositinn on the part of customs officials at
New York need be apprehended.
In respect to proper modes of procedure, I again
respectfully suggest the Importance of Importers at
1 ports of destination navlnz a Buitable agent at New
York to whom the goods can be consigned for imuie
liate transportatiou, and to whom the invoices, with
the consular certlUcates attached, can be sent in tne
urst Instance. By this means much unnecessary
sieiay can De avoiaen.
I I also have to say that a copy of the Invoices, de.
Vlaratlons. and certificates must be kept on file at
(he custom house at ports of first arrival. In cases
n which the certificate copy cannot be had for that
iiurpose, such copies will, of course, have to be fur
(lushed by the consignee or agent. I find, on examl
liiation. that the forms of declarations and certlQ
:ates are prescribed In the consular regulations of
1S70. 1 have to suggest that the use of printed
olank forms of such declarations and certiorates
ran essllv be procured, by having them printed. In
(uch manner as to leave space for names and dates
lo be Inserted to rorm me copies required.
f The Question as to whether the use of Internal
revenue stamps Is required by law on the entry (form
A) for transportation, has been plainly and fairly
1 resentea ior me consideration or me aepanmenu
,n early decision has been requested and may soon

A free interchange of opinions was then had
among the gentlemen present.
A telegram was received from the Hon. Leonard
(Myers, addressed to Colonel John W. Forney, as
follows : "1'leuse say to committee that the Secre
tary assures me every aid will be gives to carry out
the law In regard to direct importations, and new
regulations will be made for the purpose whenever

LAGER BEER,
ALE. AND PORTER, APPARATUS.
W. W. FENNER,
NO. 187 NORTH SIXTH STREET,
boie Agent for Strater's Patent.
Th's machine is entirely different irom the old
stjle Beer Pump. It performs Its own work, and
requires no lal'or. Tbe liquors are forced up from
the cellar to the bar-room by means of a pressure of
idr made by force of water, and caa be drawn Just
us ci ar as directly from the barrel.
Among the many advantages claimed for this
machine are. that the beer or ale never becomes
Hat, and can be drawn as cold as ice water with very
small expeuue of Ice.
The Apparatus can always be seen at my place in
operation, or at any of the principal soloons in this
