City Affairs.
The committee of the Board of Trade to
whom was referred the subject of "tidal
boom'' to prevent the return of the ice at
the "IIorBeshoe" after it has once passed that
Eoint, hare reported against the plan as not
eing practicable. The board passed resolu
tions of thanks to our Congressmen for seour
ing the passage of the law which allows goods
destined for this city to come by way of New
York or other cities in bond. Mr. John E.
Ewing read a communication on the subjeot
of railroad freight delivery, ia which he main
tained that the business prosperity of the city
would be increased by a proper distribution
of the depots, etc
The Athletics yesterday beat the Eok
fords by a soore of 11 to 10.
Mr. Thomas Beach, living at No. 1210
Coates street, was run over by a railway car
at Ninth and Market streets yesterday, and
died in the Pennsylvania Hospital shortly
after. The driver and conductor of the car
are in custody.
Three little girls were run over and in
jured by a runaway horse during the forming
of the parade yesterday at Broad and Jeffer
son streets.
Many places were brilliantly illuminated
last night, the offices of the German Demo
crat, Free Press, and Abend Post particu
larly so.
Domestic Affair.
The Grand Encampment of the I. O. O.
F. of this State held its annual session yes
terday at Harrisburg.
In the Foster-Putnam murder ease, at
New York yesterday, it was found impossible
to obtain a fall panel of jurors.
Henry Drayton, the well-known baritone
singer, was yesterday stricken with paralysis
at Rochester, N. Y.
Over one thousand claims, amounting
nominally to several million dollars, have
been filed with the Southern Claims Com
mission. The new territorial government for the
District of Columbia was inauSurated yes
terday with ceremonies appropriate to the
occasion.
The Secretary of the Treasury has or
dered the payment of $ 242,107-1)7 to Penn
sylvania, being an instalment of the war in
demnity for raising troops.
There are many expressions of disap
proval In Canada relative to the Washington
Treaty, especially that portion which relates
to the fisheries question.
Resumption in the Schuylkill region may
be considered as an accomplished fact, as
nearly all the collieries there will be working
to-day, and, coupled with this, the Reading
Railroad Company has reduced its tolls, with
the proviso that they will be again advanced
if the resumption proves to be not general.
The umpire, Judge El well, arrived at Potts
ville yesterday afternoon, and his presence
may prove quite salutary, as some few miners,
especially in the vicinity of Tamaqua, evinoe
a disposition not to live up to their tacit
agreement. At Hyde Park, in the vicinity of
Scran ton, in the Lehigh region, some labor
ers, yesterday, heavily armed and under the
protection of the military, prooeeded to the
mines and entered, being cheered by the citi
zens as they did so, and, although the emis
saries of the W. B. A. were present, no breach
of the peace occurred.
Foreign Affairs.
All duties are abolished in Alsace for six
months.
Bonds of the city of Paris loan, to the
extent of 750,000 francs, have been stolen.
The National Guards decline to maroh,
and talk of opening the gates to the Versail
lists. The Congress of Munioipal Deputies
which was to meet at Bordeaux has proved a
failure.
The Parisians have been expelled from
the trenches between Forts Vanvres and
d'Issy.
A battery is being erected in the garden
of the Tuileries, to pour a flank fire into the
Champs Ely sees.
The Committee on War has been re
placed in consequenoe of its differences with
the Central Committee.
From Paris comes the assertion that a
wide-spread conspiracy exists in that city for
the overthrow of the Commune. .
The gardens of the Luxe mbourg'are closed
to the public, and occupied by a military
force, in anticipation of a rising'on the part
of the populace.
M. Beslay, who has been called the
Father of the Commune, retires from the
membership of that body, whose fall appears
to be close at hand.
By the recent treaty of peace the French
are to restore all ships captured during the
war, or refund their value in cases where
the vessels have been sold.
In the British House of Lords Earl Bus
sel yesterday gave notice of his intention to
move an address to the Queen against sanc
tioning the ratification of the Alabama treaty,
in case the arbitrators are bound by rules or
conditions other than the laws of nations and
English municipal law existing when the
alleged depredations were committed.

LOANS.
NEW FIVE PER CENT. BONDS OF TIIE
UNITED STATES.
The Treasury Department is now able to
promise that the registered Certificates of
Stock, and a good part of the Coupon Bonds
of the New Loan of the United States, bear
ing Five Fer Cent. Interest, payable quarterly
in Gold, will be ready for delivery early in the
present month. The Subscriptions to the
Loan now amount to $02,000,000, and it is
expected that the Subscriptions and Sales will
progress more rapidly when the Certificates
and Bonds are ready for market abroad as
well as at home. The whole sum of Five
Ter Cents offered to the publio generally, and
to the holders of United States 5-20 Bonds,
without qualification, is $200,000,000. When
this amount, to which preference is thus
given, is taken up, the remainder of the Five
Per Cents, $300,000,000, embraced in the
New Loan of July 14, 1870, for refunding the
Publio Debt, will be offered in connection
with $300,000,000 Four and One-half Per
Cents, and any part of $700,000,000 of Four
Per Cents, the one running fifteen years, and
the other thirty years.

Per Cent. Bond, under and pursuant to the
New Loan Act of Congress:

at the Treasury, to draw and receipt for the
Interest, will be dispensed with, whenever Vie
check of the United (States Treasurer, mailed
punctually to the address and order of each
holdei', on or before every quarter-day, is pre
ferred to such attendance. This cheok, pay
able in Gold Coin at the Treasury in New
York (or such other office as the Stock is
registered atj, will be negotiable or collect
able on the indorsement of the owner or
owners of the Stock. In pursuance of this
arrangement, the subscribers to, or pur
chasers of, the Stock in its registered form
(which is a complete protection against theft
or other losses incident to Coupon Bond
payable to Bearer) are advised to give their
Post Office address in full, and to notify of
any change in the address between quartar
days. The whole proceeds of the new loan will
be applied to the payment or redemption and
cancellation of the 5-20 years six per cent,
bonds, and, in addition to these pr)ceed4,
the 5-20s are now being reduced by purchase
at the rate of $10,000,000 per month.
The entire effect, therefore, of the new
loan, in connection with the existing sinking
fund process of the Treasury, is to reduce
both principal and interest of the publio debt
of the United States. The loan creates no
additional supply of Government stooks, while
the application of the surplus revenues de
rived in gold from customs is constantly les
sening, as it has been doing for two years
past, the funded stocks bearing six per cent,
gold interest..
The 1st of May schedule of the publio debt,
which has just been published by the Secre
tary of the Treasury, shows a reduction in
these Stocks sirce the April schedule of
$12,215,700, and a further lessening of the
yearly interest charge thereon of $732,912.
This leaves the total yearly interest charge
in Gold $111,982,031. In the same month
Ihe Treasury paid and cancelled $2,470,000
of the Three per Cent. Currency debt, re
ducing the whole of this debt bearing interest
to $51,023,000, and the yeaily interest charge
thereon to $1,537,470.
The proposed further reduction of the an
nual interest charge upon the rublio Debt by
refunding is as follows:

ultimately absorb so much of these New
Stocks as may not be taken in voluntary
conversion of United States 5-20s, or mar
