Ottawa, April 4. In the Commons Mr. Cart
wright, a prominent member of the Opposition,
moved an address to the Queen respecting the
withdrawal of troops and munitions of war from
this country. He considered the policy of the
Imperial Government a wise one in general,but,
with exceptional circumstances in regard to
Canada, he regarded as warranting a different
course.
He thought Mr. Scott's murder should have
been treated in the same manner by the Impe
rial authorities as the cases of the Abysinian
captures; bnt in this matter, as in that of
Fenian Haiti
claims," and in correspondence generally, he
asserted that the Imperial authorities were cool
and indifferent concerning the interests of
Canada. After referring to the subject of inde
pendence, which he desired to keep in the back
ground, he concluded by moving an address to
the effect that, while fully recognizing the duty
of Canada to maintain military defenses, and
expressing no opinion in opposition to
Tlic Imperial Policy,
In view of the peculiar and analogous position
of the Dominion, conterminous for thousands of
miles with powerful States, mano of whose in
habitants are noiorionsly actuated by sentiments
of bitter hostility to the British empire, we
cannot Ujit leel that the withdrawal of troops
is calculated to excite much uneasiness
in the minds of many of her Majesty's subjects
on this continent.
Sir George E. Cartier said, as his address ex
pressed generally the wishes of the Government
they would not oppose it, but he reminded the
mover that there were garrisons at Quebec and
Halifax.
The House went into Committee on the Ad
dress, reported, and asked leave to sit again.

The Public- Buildings Commission yester
day referred a resolution for the contractor
of excavations to commence work to the
Committee on Contracts, to report at the
next meeting. A resolution forbidding him
to commence work until ordered to do so was
eimilarly referred.
The Philadelphia Presbytery has elected
the following gentlemen as commissioners to
the General Assembly: Kevs. S. W. Dana,
11. II. Allen, D. D., George R. Moore and
Dr. Emerson were appointed tellers; Ilevs.
It. M. Patterson, Z. M. Humphrey, D. D.,

Edward Bhippen, of the Citizens' Asso
ciation, told the Highway Committee of
Councils some very unpleasant truths about
the horrible condition of the streets yes
terday. Dr. Levis having testified before Alder
man Kerr yesterday that George W. Smith
will probably recover, the defendant Thomas
"Wilson was remanded to the custody of the
bail for a bearing before Alderman Shoe
maker to-morrow afternoon.
The house of Mr. De nart, on Eighth
street, above Brown, on Sunday morning
last was entered and $1700 taken from a card
table. Suspicion fastened on his son, a dis
solute character, and G. W. Prizer, who keeps
a tavern on RioVe road, above Coates, the
loafing place of the son. They were last
evening before J ustice Kerr at the Central
Station and have been held for a farther
bearing,

Municipal elections were held in several
cities yesterday, but nothing beyond local
interest attached to them
The Senate will vote to-dav noon Mr.
Sherman's resolution to direct the Judiciary

The time of both houses of Congress
was again yesterday almost exclusively occu
pied in the discussion oi boutnern outrages
and the proposed remedy.
William Foster, of White Water, Wis
consin, shot himself at his wife's death-bed
last Saturday night, and little hopes are en
tertained of bis recovery,

Plymouth, and will immediately proceed to a

Matthias Ileutz was stabbed to death
early yesterday morning in Cincinnati by

Postmaster-General Creswell yesterday
ordered a resumption of the postal service on
the Louisville and Lexington Railroad in
Kentucky, which has been suspended for some

Foreign Affairs.
Order is restored at Marseilles.
The supplementary Commune elections
have been postponed
General Vinoy's troops are to enter Taris
either to-day or to-morrow.
A Berlin despatch says that the Frenoh
have not yet paid anything of the indemnity.
The Commune baa appealed to the people
of Paris to repel the common invader, as
they term the Government forces.
A Versailles despatch claims that the rem
nant of the insurgent troops were completely
defeated yesterday in another engigemant.
The German and French Plenipoten
tiaries had another meeting at Brussels yes
terday, to arrange the final terms of peace
between their countries.
The fightiDg before Taris on Monday,
between the insurgents and Government
troops, was quite severe, and the latter claim
to have won a substantial victory.
One hundred thousand Nationals, in three
corps, with two hundred gunn, marched via
Montronge, Issy, and Ilenil, all destined for
Versailles, bnt on being engaged by the
Government forces were badly defeated and
demoralized.

THE rUBLIC BUILDINGS COMMISSION.
Yesterday, at the meeting of the Fublio
Buildings Commission, the committee autho
rized to investigate as to the truth of certain
charges made by the Evening Bulktin thus
reported:
Philadelphia, April 4. To the Commis
sioners for the Erection of Publio Buildings:
The special committee appointed at the last
meeting of the commissioners, under the re
solution, of which a copy is annexed, to in
vestigate the charges made in the Evening
Bulletin with respect to one of the commis
sioners, respectfully report that the JUcenma
Bulletin, in their issue of March 8 the day
after the appointment of the committee hav
ing named Mr. John Rice as the commissioner
referred to in the article of February 23,
which article declares the charge therein con
tained to be made, "so far as careful investi
gation has verified the statement, upon good
and sufficient ground," the committee called
upon the proprietors of the BuUttin to ascer
tain the facts upon which the charge was
made. The committee annex to this report
all the correspondence which passed on the
subject between themselves and the Bulletin,
except a note from Mr. Francis Wells, one of
the editors, dated March 22, 1871, addressed
to Mr. Wetherill, and marked "personal."

reply was from the committee.
lhey annex also the minutes made of the
several interviews had by the committee with
various persons whose names were suggested
to them. The commissioners can judge from
these documents whether or not the efforts
of the committee to discharge the duty en
trusted to them were met with that frankness
and straightforward reception, on the part of
tee Jjuneun, wnicn there was a right to ex
pect, after the voluntary and almost defiant
challenge on the part of that paper to have
the investigation made.
The name of the "individual or "proposed
agent," alleged in the article in the Bulletin
of February 28, to nave been approached by
a commissioner to purchase votes of members
of Select Council, was denied to the commit
tee, though mentioned by Mr. Wells in an in
terview sought by him with Mr. Cuyler, one
of its members, cn the 17th of March, the
day prior to Mr. Wells' note to the committee,
repeating in effect his refusal to give them
the name of the party referred to. The com
mittee have seen Mr. Thomas W. Price, Mr.
James McManes, and Mr. William II. Kemble,
the only individuals whose names were sug
gested to them as able to give information,
or as any way likely to know anything about
the matter. It will be seen from the minutes
of the interviews of the committee with these
gentlemen that they declined to give any in
formation, except Mr. Price, who merely re
peated what he had communicated to the Bul
letin as to what he had been told by the "sup
posed agent, whom, however, he declined to
name.
It further appears that the alleged fact of
such a proposal having been made rests
solely on the allegations of the "supposed
agent himself, as reported by otners, since
no one was suggested or referred to as having
been present and overheard it. As Mr. Wells
himself remarked, such things were
not usually done in the presence
of others. The "supposed agent is reported
by others as considering the matter aa se
rious, whicn puts mm (u tne tact De so; in
the more than equivocal position or un-
blushingly acknowledging that he himself
first suggested the purchase or votes by in
quiring how mucn was given tor tnem. n
this be bis account of the matter (and all the
information the committee could get was at
second-hand), it cannet be regarded as en
titled to much weight.
It is further to be observed that all infor
mation as to the source from which the Bul
letin derived the ground for the assertion in
the issue of the 8th of March, that Mr. Rice
was the commissioner referred to, has been
studiously concealed from the committee,
Mr. Rice's name was not mentioned by any
one of the parties to whom your committee
was referred; but, on the contrary, they em
phatically denied having mentioned the name
of any commissioner.
There is no evidence whatever upon which
the committee can report that there is any
truth in the charge made. If such evidenoe
existed, it was in the power of the Bulletin,
according to their own aooount, to give it, or
to indicate whether it could be nad.
The committee think that no comment is
needed. The facts attending their efforts to
investigate the charge are their own best
comment.
The committee respectfully ask to be dis
charged from the further consideration of

Hartford, April 4. The election is very
close, and it will probably take the offlcia
count to deoide who Is eleoted Uovernor.
Tbe Times, Democrat, claims a majority of

claims a rrajonty of 87 for Jewell.
Later returns in the office of the Evening
Tost, this afternoon, from the entire State,
give English a plurality of 45 votes. Should
the scattering vote exceed this number the
election will be by the Logialatnre. Twenty
scattering votes were deposited in New
Haven, and it is not unlikely that enough will
be polled to defeat an election by the people.
The Times, Democratic, makes a plurality
of 8 for English. Should the election go to
the Leoiblature there will be no doubt of
Jewell's success, as the Legislature is Kepub
lican in both branches.
THB REIUHJIS UP TO MIDNIGHT A "WORLD"
SPECIAL.
Habtfokd, April 4. At midnight the vote
fotts up: Jewell, 47,333; English, 47,3.r0;
giving English a majority of 17, Thig ia
claiming A Republican majority of 144 in
Stamford, which perhaps is only 104. The
Junes claims 42 for Lnclish, or, with fotam-
ford chanced, 82. The result is not abso
lutely certain, as other errors are suspected.
A majority is required for an election, and
possibly there are scattering votes enough to
throw the election into the Legislature.
'ew haven, April 4 (Special to the Ne w
York World,) At the Reaister oflloe returns
have been received which assure a Demo
cratic majority of at least 100, which the
Republicans concede. An unfortunate nomi
nation in this Congressional district has cost
the Democrats not less than a thousand
votes.

changed this year. There Is now a mathematical
a'ternatlve for a portion of the classics. A circular
describing the new requisites and recent examina
tion papers will be mailed on application.
UNIVERSITY LECTURES. Thirty-three courses
in 1870-71, of which twenty begin in the week Feb
ruary 12-19. These lectures are Intended for gradu
ates of colleges, teachers, and other competent
adults (men or women). A circular describing them
will be mailed on application.
TUB LAW SCHOOL has been reorganized this
year. It has seven instructors, and a library of
l,roo volumes. A circular explains the new course
of study, the requisites for the degree, and the cost
of attending the school. The second half of the
year begins February 13,
