The idea of converting a f per cent, exclu sively is not so far amis , as there is no doubt now that the American 0 per cents, would eo about par if they were not redeemable. We sue many objections, however, to the particular method proposed by Mr. Boutweli. Apart from the unfavorable circumstances of the prescut movement, it seems to be a mistake not to make the conversion a forced one, and apply to the vt nolo debt, Mr. Boutweli raaKlng sure by offering a bonus, or in some other way, that all holders of the existing debt will convert, or that be will find money to pay off those who refuse to do so. The failure of the present ex periment, if it should fall, oiibt not to be con clusive aralnst the success of u proper experi ment, adjusted carefullv to the state of the markets, tbe present degree of American credit, and the likings of the investing classes. Washington, March 27 To correct errone ous impressions as to the amount of defalcation of J. F. Bailey, late Collector of Internal Reve nue of the Fourth and Thirty-second districts of New York, the Commissioner of Internal Revenue authorizes the statement that the actual cash defalcation reaches the sum of $132,642, made up of taxes collected and not deposited, collections from stamps not deposited, special deposit account with the Secretary of the Treasury, collections on spirits and tobacco unaccounted for, amount collected on account of storekeepers' salaries, and amount collected on account of gaugers' fees. The accounts of Bailey, showing the amounts due in excess of this sum, is occasioned by several lists of taxes for which Ballsy re ceipted not yet having been closed, no portion of which were collected by him, and conse quently the amount of the same will probably be eventually passed to his credit.
