A charge of publishing improper adver
tisements tigainst Colonel Taggurt, of the
Sunday 7 hues, was yesterday dismissed by
Recorder Givin, on the ground that Mr.
Tnggsrt was not identified as the pnblisher of
the sLeet. The advertisement allnded to was
that of Dr. Helmbold. Tsggirt, after the
case was over, took out a warraut against the
complainant, James Vincent, for selling ob
scene publications.

In the United States Senate yesterday,
after tho close of our report, the Deficiency
Appropriation Dm was taken up, and Mr.
Sherman moved as an amendment the bill for
a reissue of national bank notes, which was
adopted. Pending consideration of the bill
the Senate went into executive session, and
noon after adjourned. The House was not
in bcfsiou.

shall protect every State in this Union, on
application of the Legislature or of the Ex
ecutive when the Legislature cannot be con
vened, against domestic violence; and
Whereas, It is provided in the laws of the
United States that, in all cases of Insurrection
in any State or by obstruction to the laws
thereof, it shall be lawful for the President
of the United States, on application of the
Legislature of such State, or of the Exeoutive
when the Legislature cannot be convened, to
call forth the militia of any other State or
States, or to employ such part of the land and
tiaval forces as shall be judged necessary for
the purpose or suppressing suon insurrection,
or of causing the laws to be amy executed; and
Whereas, I have received information that
combinations of armed men are now disturb
ing the peace and safety of the citizens of the
State of South Carolina, and committing aota
of violenoe in said State of a charaoter and to
an extent which renders the power of the
State and its officers unequal to the task of
protecting life and property, and securing
public order therein; and

military force of the United States as may be

ef the outrages In Mississippi, from which we
extract the following:

of freusicd whites were rushing in every direc

every kind on the others. As night canid on, ai
if to be in at the death, a crowd of the Alabami
Ku-klux appeared in town and took a hand with
the rret. They were heard shouting, "Hurrah
for Alabama," at various times, and com milted
several outrages on tho blacks. One of their
victims, after being stripped and flowed in a
terrible manner, and having several uck3hot
fired into his body, was allowed to escape, nud
at the present writing lies in a helpless condition
in a colored hotel in Jackson.
To tell the whole of the outrages that were
thus committed would fill pago alter page. As
an evidence of the state ot feeling ut the time,
however, I will give the statement of an aged
geiitlcmau, an old citizen, and one of undoubted
veracity. At the hotel, immediately after the
affray in the Court House, he heard tho propo
sition made to go up and have a look at the
dead bodies, lie accompanied the party and
saw the bodies of the Justice and the negro,
Gus. Foid, lying weltering In their blood, both
dead. Close by lay the aged negro, Isaac Lee,
badly wounded. The old negro, fearing that they
had come to kill klm, was much alarmed. He
endeavored to reassure him, telling him no one
would hurt him, in hi condition. ' The black
replied, "Don't know 'bout dat, Massa," but
setmed to feel better. The party soon left. At
the foot of the stairs the old gentlemen was hor
rified at the proposition to go back and kill tho
poor old wounded negro. He remonstrated,
saying, "You are not fiends." and flually
persuaded the party to give up their pur
pose. A little later the black somehow got
out of the house, and found his way to his
cabin, but a gang of human bloodhouuds came
along in search ot prey. They had with
tbcm already, as prisoners, two blacks, named
Marion White and Henry Johnson; but they
seized upon tho old man, Isaac Lee, wounded
as he was, and marched him off with the others.
The next morning the bodies of the whole three
were found in the woods close by. The Hon.
Aaron Moore, member of the Mississippi House
of Representatives, stood immediately by Justice
Bramlette when the first shot was fired. As the
Justice fell, Moore fell with him, the dead body
of the Justice on top. Without doubt this
saved his life. Lying thus, covered with the
blood of the dead Justice, he very naturally
passed for dead himself. A few moments, aud
the room being temporarily cleared, he made
his escape to his house. A crowd,
finding he was still alive, set up 'the hue and
cry, and gang after gaug started In pursuit.
Leaving his house immediately, he took to the
woods. One gang, urriving a little later, and
finding the bird flown, turned his wife and chil
dren out of doors and set fire to the house,
which was burned to the ground. The next
morning a large erowd of armed men? got on the
train bound for Jackson, 93 miles distant, and
put off a portion of their number at every prin
cipal station. Aaron Moore, the representative
from their district, minister of the Gospel, aud
leading adviser among the blacks, they were
bound to nave. Moore, however, struct on on
foot, giving the railroad a wide berth.
He weighed probably two hundred and
fifty pounds, and had nothing to eat save
wnat ne could procure at a negro cabin in a
sparse! v settled countrv. He trud&red throuch
the woods night and day for a distance of 125
miles, weighed down with anxiety for the fate
of his family, and with the human bloodhouuds
on his track. Eluding all of his pursuers, how
ever, ne came into jacKson on tne iouowing
Friday, where he has since been joined by the
rest or his iamuy, save one son, a young man,
who he justly fears has been murdered. How
many fell victims to this massacre it is almost
impossible to tell. A large number are missing;
doubtless many of these will still turn up. but in
the opinion of the chief of the so-called State
Detective lorce. probably no leas than or ol)
have been killed.
