A hurricane occurred in the vicinity of
St. Louis yesterday, doing great damage to
property, and causing loss of life.
The Executive Board of the Working
men's Benevolent Association held a second
meeting at Pottsville yesterday, on the ques
tion of arbitration, and adopted a series of re
solutions, the result of which is thought, by
some, will cause a speedy resumption of
mining operations. Last evening the Judi
ciary Committee of the State Senate com
menced examining parties interested in the
coal controversy, and in New Jersey Governor
Randolph lias been requested ta act as arbi
trator between the disputing parties.

The Prnssian headquarters are at Fer
rieres. It is arranged tint Bismarck is to be in

The rinderpest has broken oat in the
country around Lillo.
The French prisoners in the various parts
of Hanover have been started homeward.
Emperor William will enter Berlin on
the loth inst., and the troops on May 1.
The National Assembly leaves Bordeaux,
on Saturday, and will meet at Versailles on
Monday.
The Prussians intend making grand de
monstrations upon the return of the victori
ous troops.
The day upon which Emperor William
returns to Berlin is to be observed as a day
of tnankf-2iving throughout fatherland.
A proposition was made in the French
Assembly yesterday, to abrogate all laws re-
btticting the right of the people to hold
meetings and form associations.
The French Minister of War proposes a
complete reorganizing of the army and the
defenses of France, including the ereotion of
fortincatioLB upon the new German frontier.
The National Guard of Paris are exoited
over the fear that they are to be disbanded.
and have made a protest against the appoint
ment of General Polladines to the command
over ibew.
A committee of the French Assembly
yesterday made a report in favor of annulling
I he election of Garibaldi to that body from
Angers; and Victor Hugo proceeded to make
a speech warmly defending Garibaldi, but
was interrupted by a great tumult in the
Chamber, wnereupon he announced his im
mediate resignation and abruptly left the
chamber.

Captain Peabody and mates, M430 and Shields,
of the ship Neptune, cnargea wita cruel treat
ment to sailors, were honorably discharged ye-
terdav. In New York, by Commissioner Shield.
Tbis action is based upon tne following facts
disclosed In the evidence:
The Neptune left Liverpool on the Sfith of last
December, and there is no charge of cruel treat
ment until the Banks of Newfoundland were
reached, where very cold and stormy weather
was encountered. The decks were then covered
with snow, and it was necessary to employ alt"
hands, including officers, In shovelling U on. it
was durinir tbis lime tbat the hands of the colored
Bailors were frozen. The captain dressed their
hands, gave them clothing, and made them
as comfortable as circumstances allowed.
The bLId afterward sprung a leak, and
it became necessary to work the pumps lnces-
santlv tor three days; the white watch nail been
overworked, and to save the ship aud the lives
of all on board these colored sailors were made
to work at toe pumps. The safety of the ship
Imperatively required this. There is no evi
dence to show that either Captain Peabody or
his mates, through "malice, hatred, or revenge,"
inflicted any punishment on these sailors, or
tbat they forced them to de more than the ne
cessities of the case demanded. The United
States District Attorney is eutlrely satisfied with
the decision of Commissioner shields.
The Boston Transcript says an earnest
word in condemnation of the sensational para-
graphlsts who are so prone to assert tbat ves
eels, especially of our navy, are "missing," to
the distress and annoyance of those having
friends on board. It expresses the belief tbat
every United States vessel of size that has passed
Cape Horn for the last few years has been re
ported as lost before reaching fc.er destination.
It might have said, before the was even due at
her destination.
