Assistant Postmaster William B. Taylor died
suddenly In New York on Sunday night, It Is
opposed ot heart disease.
Mr. Taylor was born In 1800 In New Brans
Trick, N. J., and when a mere boy entered tbo
Tillage poet office, where he learned the rudi
ments of the postal service. Coming to New
York in 18'.J3 he obtained a place in the Post
Office, then in Garden street (now Exchange
place), under the administration of General
Tbeodorus Bailey, who in his seventy-first yoar
was both a hero of the Revolutionary war and
Postmaster of that city. In those days a half
tlozon persons performed the work of the olllce,
nd in 18ii. Mr. Taylor, as chief clerk, assorted
11 the malls himself, and the good postmaster
with bis family lived in rooms adjacent to and
forming n part of the office.
General Bailey was succeeded as Postmaster
by Gouvcrneur and Coddington, under both of
whom Mr. Taylor remained as chief clerk. lie
remained under the successive administrations
of John L. Graham, Robert II. Morris, William
V. Brady, and Isaac V. Fooler, as well as under
the short term of General John A. Dlx, who
was appointed Postmaster after the flight of
Fowler.
Upon the beginning of the trouble succeeding
the election of Mr. Lincoln, in 1800, General
Dix was called to the Cabinet of Mr. Buchanan
to serve as Secretary of the Treasury during tho
few months that remained of his unexpired
term; and Mr. Taylor then received tho only re
cognition lie had ever had at the hands of the
politicians, and was appointed Postmaster t?
fill the vac ancy in January, 1801, holding the
position B'lout one year, at tho end of which
time be was displaced by the appointment of
Mr. Waktttcan. Since that time, and until his
1eath, 1 e has acted as Assistant Postmaster.
He leaves u wife and large family in only mode
rate circumstances. At the time of his death
be was seventy-one years and one month of
aie.

The New York Commercial Adi-erli.ier of last
evenifg says:
The East river was again this afternoon
bridged over by the ice, and many persons
crossed and recrosscd between the Brooklyn
and New York shores.
At 2 o'clock a party of boys, several of whom
bad a sbuie in the danger of Saturday, set the
example cf leaving the New York shore. In a
very lew moments the ice swarmed with boys,
who amused themselves by playing at leapfrog
and sliding. At first, rendered cautious by pre
Tlous experience, the lads kept close to the
eh ore, but gradually growing more confident
they boldly started for Brooklyn.
In the meantime great crowds bad assembled
on the Brooklyn side of Uie river, and a party,
reassured by the success of the New York
gamins, fct out to meet them. When one party
of pedestrians had succeeded in crossing with
ease and safety there were plenty of imitators,
and great excitement arose in the neighborhood
of Catharine Ferry and tho foot of Market
street.
For a long time boys and young men alone
were bold enough to venture upon the journey,
but at labt men made up their'minds to risk a
ducking, and finally several women were in
duced to avail themselves of the natural bridge.
At half-past 3 o'clock the ice was still firm, aud
there was a continuous line of pedestrians
spanning the river. Tho spectacle was a curious
one, as the height of the travellers was dwarfed
by the breadth of tho river, and every movement
was clearly defined against tho white surface.

The Pittsburg Commercial of yesterday says:
One of the most frightful accident we have had
to record for some time occurred on Saturday
afternoon at Graff, Bennett & Co.'s iron mills
in West Pittsburg, resulting In tho death of
Kalph Culbertson, the engineer of the establish
ment. About 3 o'clock a laborer went Into tho engine
room and discovered the mangled lej of a man
lying on the floor near tho fly-wheel, which was
revolving with great velocity. He at once gave
the alarm aud the engine was stopped and in
vestigation made, when the mangled and muti
lated body of the engineer was found in the pit
under the lly-wheel.
The last seen of Mr. Culbertson prior to hla
death was about 1 o'clock, some two hours be
fore the accident was discovered. At that time
a laborer having business In the engiue room
went in and Baw Mr. C. preparing to oil the
engine, having a lighted lamp aud tho oil can
inula hand, llow the accident occurred la of
course a mystery which in all probability will
never be explained. .
The deceased was a most estimable citizen, a
careful and attentive workman, and highly
esteemed by his employers. lie had been in
the employ of the firm as engineer for the past
twelve years, and was about fifty-four years of
age. t

formance is in aid of a very worthy object, and
we hope the citizens of Philadelphia will con
tribute their share towards making it a brilliant
success.
i at thb Walnut Mr. W. II. Bailey will have
bis annual benefit this evening, when he will
personate "Uncle Tom" in the drama of Uncle
Tom'$ Cabin. Mr. Joseph Kalston will sing a
TkntMi unntr. Mr. Ballev la a favorite actor, and
we hope bis friends will crowd the bouse this t
evening.
To-morrow evening Mr. Lewis Morrison will
bave a benefit.
At thb Ahch the piece entitled Sinbad the
Bailor will be represented this evening.
On Saturday there will be a matluie, the en
tire precctds of which will be devoted to the
relief of the FreBch sufferers.
On Monday Mr. Stuart Kobson will commence
an engagement of six Lights.
At the Museum, Ninth and Arch streets, the
- new comedy of Cle-Cle will be represented this
evening. A matinee to-morrow.
At thb Assembly Building the two-headed
girl will be on exhibition to-day from 2 till 5 and
Irom 7 till 10 P. M.
At the American a number of talented per
formers will appear this evening in a variety
entertainment.
Chakle8 W. Brooke, Esq., will lecture at
Concert Hall this evening, on "Irish Bards and
Ballads." Mr. Brooke is an eloquent speaker,
and this lecture is one of great Interest. It
should attract a crowded house, especially as it is
for the benefit of a benevolent object
Tueodokb Thomas will give two grand
orchestral concerts at the Academy of Music
on to-morrow and Thursday evenings. Miss
Anna Mehllg will appear at both of these en
tertainments. The reputation of Mr. Thamas'
orchestra is so well established that it is not
uecesuary to speak of its merits. The pro
grammes for the two concerts are admirably
arranged, and lovers of fine music may expect
very superior entertainments. To-morrow
evening Beethoven's "Pastorale" symphony will
be given entire
The Mennebchor masked ball will come
off this eveuing at the Academy of Music, and
an unusually brilliant entertainment may be
expected. One-ball ot the proceeds of this ball
will be devoted to the relief of the sufferers by
the ranco uerman war.
Subscriptions for the proposed Museum of
Fine Arts in Boston are to be taken for any
amount from tl upward. A committee has
been appointed to make arrangements for solid
ting BubbCiiptions in Europe.

Under the Act approved July 14, mo, entitled "An
Act to authorize the Kefunding or the National
liebt," and the Act in amendment thereof, approved

The places at which subecrlptlone may be mads

ernment will be announced hereafter. The proposed
Loan .om prises three dosses ot Bonds namely
First. Bonds to the amount of five hundred mil
tors of dollars, payable in coin, at the pleasure of
Uie United States, arter ten years rrom the date of
tneir issue, and bearing Interest, payable quarterly
in olu, at the rate of nve per ceut. per annum.
Second. Uouds to the amount of three hundred
millions or doiinrs, rasable in coin, at the pleasure of

terly in coin, at the rate or four and a hair per cent,
per annum.
Third. Bonds to the amount of seven hundred
millions of dollars, payable in coin, at the pleasure
of the United States, alter thirty years from the date

terly in coin, at the rate or four per cent, per annum.
Subscribers to the Loan will have preference in
the following order, namely:
First Subscribers tor equal amounts of each class
ot bonds.
Second. Subscribers for equal amounts of bonds

cent., and of bonds bearing Interest at the rate of
nve per cent.
Third. Subscribers for five percent, bonds.
When a subscription la made the subscriber will
be requited to deposit two percent, or the amount

made either in coin, or in bonds ol the United States
known as fivb-twentr bonds, at their par value
