The flrot "rooetcr" movement made on the
Hill this Htt-.Mon developed lUclt, today, on the
bill proTldin-; for tbe Incorporation of the Phila
delphia and European Stonmnhlp Company.
Had a eitnilar measure with reference to New
'York city been Introduced In the Albany
Legislature, it would Lave been a law in a re
markablv few minutes, but here a ring must be
formed, whose duty It ehall bo to investigate
wbctber there are not certain privileges incor
porated which would warrant at least an effort
to drain 8:ine money from the treasury of the
coaapany for the use of certain of the members.
There is no denying the fact that the proper
course to h ive been pursued was to have al
lowed the bill to go through the regular chan
nels of legislation, but In tnn instance the orga
nization is deMrous of getting into active ope
ration as Boon as possible, aud it was conceived
that a measure which bad been so freely venti
lated as this hai during the past peroral months,
ani which h is received such favorable endorse
mint from ihe citizens of Phil ideiphla, would
receive little or no opposition from the repre
sentatives of that city. Yet fiucu was the fact
to-flay, ami while dome of tliem were undoubt
edly actuated by proper motive?, there were
others who rt eorded their otes in opposition to
the proi oMiion for other reruns, and these
were the nu n who were tried at the last session
and found wanting.
Every otic can readily understand that the
Pennsylvania lUilroad (Jotnpauy, as the heaviest
Interested party in the steamship company, is
the prime mover in the legislation that is now
solicited. This corporation is auxious to get to
work, and it seems that tbe "roosters" in the
House are us determined that the act of incor
poration iiall not become a law until their
pocket are well filled. That was tho secret of
the move to-day to have the bill referred to the
Committee on Corporations. It is said that the
Fubjecthad been fully dieeupsed by these dis
honest fellows ut a caucus this morning, know
ing it would come from the Senate this morning,
and that they agreed to "pinch" it. They knew
that if a division of tbe question were called
they could hide their real intention under the
vote, if the yeas and nays were ordered, which
would bo polled by theeountry members against
a general Ifispeni-ion of the rules for the day.
Indeed, one ol the 1'hiladelphlans expressed

Some of the remainder of tbe delegation, dis
covering the disagreeable ae soclatlons into which
they had forced themselves, ure anxious to
relieve thenifolves of the odium c it npon thorn
by their vote. 8cmo explain that they voted
against a suspension of the rule because they
had eotue to Harrisburg with the intention of
recording themselves every time against any
such proposition, aud others btato that they
were Induced to vote "no" on the ground that
thera had been no consultation among tho
Philadelphia members with reference to the
introduction of the bill.
Since it reference to the committee, a provi
sion has lici u found in it exempting the com
pany from taxation. This, unless changed,
promises to be a bone of contention among tho
country members. The more prominent of
them are in favor of exempting the organiza
tion for a period of years, but tbey will oppose
any attempt to incorporate the clause exempting
for all time. The decisions of the courts npon
this matter have been hunted up, and tbey are
found to lie conflicting. Tho U. 8. Supreme
Court have held that the original contract is
binding and cannot be disturbed, and tho
Supreme Courts of Pennsylvania and Ohio have
decided that the original contract is subject to
future legislation. This makes it a knotty ques
tion, and the legal gen tlcrueDjlroui tho country
seem to entertain the opinion that it will be bet
tr to amend the bill, so as to exempt the com
pany for 15 or 20 years. At the meeting of tho
Corporation Committee to-night, the Philadel
phia members who in the morning defeated the
consideration of the bill succeeded in laying It
over for the present. Mr. Keyburn was the only
Philadelphia who voted for reporting it favora
bly. Tbe other Philadelphians on the committee
are Albrkbt, Dumbell. Hagar, Duffy, I.araon,
Josephs, aud Marshall. The two latter gentle
men were absent.

The bill of Senator Warfel, which directs the
Commissioners of the Bluklng Fund to cl if pose
of tbe bond now lying in their custody, and
then to purchase with the proceeds, ut tho
market prie, Btato bonds, is meeting with con
siderable objection. The interpretation placed
upon it renders it decidedly obnoxious, as, If it
passes, tbe 'J,rK,(HX) now In the sinking fund
will, under its provisions, be represented by
only a little o-.er 3,000,000 in fctate bonds. It
also offer a chance, if certain parlies were so
diapo&ert, to make one of the greatest "steals"
that has yet taken place in lUrrlsburg. This
process of decimation is arrived at in the follow
ing way. Tbe bonds are in such larj amounts
that it would be poeible for only one corpora
tion to be bidders.
In this event, that corporation could plausi
bly obtain tbe O.O0O,00O in Pennsylvania Kail
road bonds for TO cents on the dollar, which
would amount to fViOO.OOU, and the $3,500,000
Allegheny Valley Kallroad bonda, which do not
begin to bear interest until IbTJ, could be as rea
dily procured at CO cents on the dollar, amount
ing to 12,100,000. This would make $0,300,000
in cashfor what now reprefcents fri), 500,000.
Then c mtb the chance for the great "uteal."
While the arrangements were being made by
the Si ate oflicers for the disposition of the
Sinking Fund securities, a tiuM number of
wealthy capitalists could be buying up the
8tate bond until a "corner" wa reached. They
could then be run up to double their present
value. This would be the market rate, and the
Commissioners being compelled to purchase,
wou'd place a very handsome figure in the
pockets of tho capitalists. In other words, of
the t'.,500,000 which is now lying iu the Sinking
Fund, tin re would be but J,OvK),O00 in State
bonds. It needs no comment to prove that this
would be a decidedly uuproiiUMo investment
Itr the State.
THH CANDIDATES FOH ALUI TOU-OKNERAI..
The candidate! for the varlo i State oflices
have commenced to put in an appearance at
Harrisburg, for the purpose of making the ac
quaintance of the members oi an pans oi me
Stabs. Colonel David Stanton, of Bearer county,
is tbe first to arrive. He is a candidate Cor
Auditor General. He Is a cousin of the Iat
Secretary of War, Edwin M. Stanton, whom in
appearance be very much resembles. As the
eastern portion of the State has had this posi
tion for two terms, it is now claimed by those
representing the west as a matter of right.
There is a feeling here that the nominee for
Surveyor-General should be chosen from some
of the minority ronntles in the east, in recogni
tion of their devotion to the party and the suc
cess with whlsh they have fought the common
enemy. A. D. Markley, of Norrlstown, has
also been here making the acquaintance of his
Democratic brethren with a viow of securing
the nomination for the same position.
THE EDITORIAL CON VB.1TION.
The meeting of tho Editorial Association of
Pennsylvania held to-day was not nnraeron-dy
attended, awing perhaps to the fact that many
of them had been blocked up on the railroads In
the snow. After deciding to hold a meeting at
some central point during the coming summer,
