The present moment offers a fitting oppor
tnnity for taking stock, ai it were, of oar in
ternational liabilities. In IKM, during the
J'ranco-Anatriao war, an impression got afloat
among ns tliht we were in Rome way bound
ty tbe European settlement of 1815 to secure
to Austria the continued possession of her
Italian prcinees. Under thee cirovunstanoe
the House of Commons addrexsed the Crown
for "copies of such parts of all treaties and
conventions now existing Hud still obligatory
as contain an engagement of guarantee under
which tho Government of tbn country Is
engaged eipreshly, or ly construction an 1
inference, separately or in conjunction with
any other pver or powers, to interfere
by force of arms, or by armed demonstra
tion, or by the contribution of any military
contingent or pecuniary subsidy, to attack or
defend any Government or nation with re
ference to its internal arrangements or
foreign relations, or any other contingency
whatsoever." Since the return to this ad
dress was presented we have concluded the
Luxemburg Treaty of lKi',7, and the dupli
cate treaties with France and Frussia for the
further protection of Belgium, made at the
commencement of the ponding war, and
terminable on the restoration of peace.
With these three exceptions, the treaties of
guaraUee, or, more properly, of guaranty,
which we still admit to be in force, are pretty
nearly the buuio as those which we admitted
to be in force in 1S.V. The countries to
which thoy have ' reft-raaoe are Bel
gium, Greece, Sardinia, Switzerland,
iJ rtngal, Prussia, Turkey, and the United
States. The lirtit treaty named in the return
is that between Great Britain, Austria,
France, Prussia, Jliissia, and the Netherluu ls
relative to tbo separation of Belgium from
Holland. It is dated April i:t, 18IV.), and
mpersedes the treaty of November l., 1S;U.
But the hecond article of the treaty of lrt.'l!)
renews the guaranty of the independence,
integrity, and neutrality of Belgium by the
five powers contained in 2"th article of tho
treaty of 18.il. The next treaties are those
between Great Britain, Franco, llussia, and
Bavaria relative to the sovereignty of Greece.
The convention of May 7, lS.'Jli, erects Greece
into a kingdom, and sotiles the crown on
Prince Otho of Bavaria. It likewise makes
certain provisions with respect to the royal
revenue and national debt. The convention of
April HO, lfc.'j:!, guarantees thesaccesnion to the
Greek throne in the line of Trinco Otho, or,
that failing, in thelinesof Prince Luitpold and
Prince Adalbert of Bavaria, from male to
male, in order of primogeniture. We come,
then, to a treatyj between Great JUritain,
Austria, Frnnce, Prussia, Russia, and Swit
zerland, dat'.d ilay 20, 18.17, by which the
KiDg of Prussia renounces his sovereign
rights over the principality of Neufchatel and
the county of Valengin, assigned to him by
the treaty of Vienna, and joins the other
powers in guaranteeing their future connec
tion with Switzerland. We then arrive at a
series of treaties between England (or Great
Britain) and Portugal. The earliest of them
is a treaty of alliance conoluded between
"the Lord Edward, King of Eugland
and France, and the Lord Ferdinand,
King of Portugal and Algarve," "given and
done in the royal city of London, at the
great cathedral church of the same, at the
Festival of the New Solemnity of the Body
of Christ, that is to say, on the lGth day of
the month of June, in the year of our Lord
i:$73, of the Iudiction the 11th, and of the
Pontificate of the Lord Pope Gregory the
XI the 3d year." It is an engagement of
mutual guaranty of each sovereign's do
minions. It was confirmed and enlarged by
another treaty of May 9, i:i8fi. It is followed
by others of like import of 1054, 1G00,
1703, and ISlO. The treaty, signed at Vienna,
January 12, 1815, provides by Article III
that:
"The treaty of a'llance concluded at Rio de Janeiro
on the 19th of February, 1S10, being founded on clr
cnmBtances of a temporary nature which have hap
pily ceased to exist, tbe said treaty is hereby de
clared to be void In all Its parts, and of no eirect,
without prejudice, however, to the ancient treaties
of alliance, Irteudshlp, and guarantee which have so
long and so happily subsisted between the two
crowns, and which are hereby renewed by the high
contracting parties and acknowledged to be of full
force and effect."
To Prussia we are by the 17th article o
the Treaty of Vienna under the obligation, in
common with Austria, ltussia, and France, of
guaranty with respect to the "possession in
full property and sovereignty" of her Saxon
provinces. It was to this obligation of
guaranty that Mr. Disraeli referred at the end
of last session when Parliament was discuss
ing the possible consequences of the Franco
Prussian war, and when the French seemed
more likely to be the invading than the in
vaded belligerent. We have also guaranteed
with the other powers the observance of
the treaty of March 1C, 181(5, be
tween Sardinia and the Swiss Confederation
relating to the neutrality of the provinces
of Chablais and Faucigny. We have with
France guaranteed the integrity of the
kingdom of Sweden and Norway by
treaty signed November 17, 1855, against
aggression on the part of llussia, and
have "engaged to furnish sufficient naval
and military forces to co-operate for the pur
pose of resisting" it. Under the treaties of
1815 the perpetual independence, integrity,
and neutrality of Switzerland is placed under
the guarantee of the powers. Wa have guar
anteed the independence and integrity of
Turkey by the treaty of March 30, 185(5. We
have guaranteed the sovereignty of the Sultan
over tbe nnited principalities of Moldavia
and wallacbia by tbe treaty of August lit
1858. Finally, by convention dated April !,
1850, between Great Britain and the United
Stales relative to the establishment or a com
munication by ship canal between the Atlan
tic and Pacific Oceans, the neutrality of the
said ship canal ia mutually guaranteed, and it
is provided that neither party shall withdraw
from the guaranty without first Riving six
months' notice to the other. We have, at any
rate, plenty of irons in the fire, and some of
them may pernaps one aay uecouie unplea
santly warm for handling.

wounded, and missing, while the German los

At the interview between Favre and Bis
marck, on Tuesday, tbe latter insisted that the
surrender of the French should be signed by
the whole Provisional Government, when

bind the Bordeaux Government, the suuen

government and protection of the Department for

sented a resolution of request to the Legislature to
repeal the law relative to appropriations for school
purposes. Keferred.
Mr. Park introduced an ordinance appropriating
9475 for repairs to the office of the Heceiverof
Taxes. Panned.
Mr. Downing introduced an ordinance appropria
ting 8500,000 to purchase ground and for the erec
tion of school bouses. Keterred.
Mr. Shoemaker introduced a resolution or request
to the Legislature to pass a supplement to the act
for the erection of public buildings, to provide for
the equitable distribution of taxation; that owners
of property in the vicinity of tbe buildings shall
contribute according 10 tue increase in vaiue; auu
that a Jury thall estimate, as in tbe openlug of
streets.
The special order, the meadow bank bill, was an
nounced and Its consideration was postponed.

Mr. liuzby stated that he had as much sympathy
with patriots as anybody, but bo could sea no rea
son for manifestations of the kind proposed. We
are at peace with Great liritain, and should cer
tainly show a little good taste. He would rather
see the friends of the exiles demonstrating ou their
own account.
Mr. McAleer was not afraid of Kngland and re
garded tbe proposed demonstration as becomiug to
the patriotism of this city.
Mr. Logan, in a lengthy speech, maintained Mr.
Busby's position.
The question recurring on the resolution as
amended, the yeas aud nays were called with tha

Mr. Bardsley introduced a petition to place
