test of Henry Eisenbrown for the seat in

to rebnt any testimony that might be adduced
by respondent as to divisions other than the

dard D'Atalio, professionally known
as the man with the cant-iron jaw, was ar
retted yesterday on the charge of crnelly
beating a child seven yearn old, called "Voting
Zcj.hyr," a pupil of the defendant. He was
taken before Alderman Nichols, who com
mitted him to prison 'in default of $800. It
is alleged that the child's body was covered
with bruises from the beatings it had re
ceived. The Committee on Law of Common
Council met yesterday to consider the case
of Mr. Merehon, member of Common Coun
cil from the Ninth ward, said to be ineligible
by reason of holding a position in the Depart
ment of City Ice Boats. It appeared frou
the investigation that he resigned said posi
tion on the !th instant, and the committee
will report that he 18 eligible as a Councilman.
A meeting of the friends of the recently
liberated Irish State prisoners, who intend to
participate in the reception tendered them on
their arrival in New York, was held last even
ing, at the corner of Fifth and Locust streets.
Mr. Monaghan anponnced that he had re- '
eived the names of about fifty persons who
wonld go to New York, and he thought that
takicg all the Irish associations of Philadel
phia, there would be about four hundred who
would take part.
At the annual meeting of the contribu
tors to the Children's Hospital, held yester
day, the report of the superintendent was
read, showing the nnmber of patients treated
to be as follows: Indoor oases, 1.511; out
door, 2.r,l!)2; total, 2t!,70:J. 03,646 visits were
made to the dispensary. The total receipts
by the Treasurer during the past fifteen years
have been $7,J,.,5.")(5-.')8. The expenses were
as follows: Current expenses, $40,84.VyO;
purchase of lot, &7.12; building hospital and
additions, .$I3,0:59'32; invested for special
objects, $:!8;!0. .
A meeting of the Joint Committee of
Select and Common Councils, the Board of
Fort Wardens' Board of Trade, and Commer
cial Exchange on the improvement of the
Horseshoe shoalB in the Delaware river, was
held ycBterdoy afternoon in Select Council
Chamber. Present, Messrs. Bumm, Chair
man; li. A. Smith, King, and Ellis, of Select
Council; Mershon and Young, of Common
Council, and Van Horn, of the Board of Port
Warders. On motion of Mr. O. A. Smith,
the Chairman was instructed to communicate
with the United States Coast Survey Depart
ment and ascertain when' the propet offioer
appointed to make the surveys of the channel
would be prepared to proceed with that duty,
and to provide for an excursion to the Horse-!
shoe by such oflioer and the joint committee, ;
at such time as may be desirable. The com
mittee then adjourned.

General Schenck was serenaded last even
ing at his residence in Washington, and
briefly expressed his acknowledgments.
The main business engrossing the atten
tion of both Houses of the Legislature yester
day was the consideration of the contested
Keats of members. In the Ilouse, an act,
having for its object the repeal of the act of
1870, allowing writs of error in oases of mur
der and manslaughter, was introduced and
f erred.
The Cabinet had a session of three hours'
duration yesterday, most of that time being
devoted to matters relative to the San Do
mingo expedition. Allen A. Burton, Esq.,
of Kentucky, has accepted the office of secre
tary of the commission, and Dr. Samuel G.
Howe, of Boston, has been tendered the
vacant commissionership.
-The Board of Underwriters of New York,
at a meeting yesterday, unanimously agreed
on the necessity of nrging such a course of
action as will force Congress to realize that
the American people wish their Representa
tives to press the Alabama Claims bill, pend
ing in the House, making individual losses to
citizens in time of war a national matter.

The French have erected new batteries.
The Austrian delegations have passed the
army estimates. '

The steamer City of Durham has been

serious defeat for the French.
Reinforcements continue to arrive in
France from Germany, and the Prussian
army now numbers fully one million men.
Another terrAde colliery explosion has
just occurred in England, near. the New
castle mines of Staffordshire, by whioh
twenty persons were killed and wounded.
The British Foreign Office has received
telegraphio despatches from the Legation at
l'tkia up to the first of the year, stating that
there have been further troubles in China
A telegram was forwarded from Ver
sailles to Washington last evening, by Count
Bismarck, to the effect that Prussia intend
to withdraw her declaration, made at the be
ginning of the war, that French merchant

be exempt from capture.

A private despatch from Havana renorts the total
loss of the famous yacht Wanderer, on or prior to
the 8th Inst. Ottlcera and crew saved and landed at
Havana. At the time. of the disaster she was oound
to Philadelphia from San Andreas, with a full cargo
of fruit and tints to S. S. Scatterirood A Co., to
whom both vessel and cargo belonged, and are In
sured In onices In this city.
Etilp Artisan. Smith, trom New york for Hotter-
dam, which arrived at Ilrou wershaven 26th ult., en
countered very heavy weather on the passage, and
when witbln 40 miles of Fayal, which she endeavored
to reach but was unable to do so, sprung aleak and
shifted cargo, and made as macti as 14 Inches water
per heur.

and richest portion of the great State of Iowa, to

earnings, warrant us la unhesitatingly recommend
ing these bonds to Investors as, In every res poet, an
undoubted security. A small quantity of the lssuo
only remains unsold, and when the enterprise Is
completed, which will be this fall, an Immediate ad
vance over subscription price may be looked for.
The bonds have fifty years to run, are convertible
at the option of the holder Into the stock of the Com
pany at par, and the payment of the principal Is pro
vided for by a sinking fund. The convertibility
privilege attached to these bonds cannot fall to cause
them, at ad early day, to command a market price
considerably above par. U. S. Five-twenties at pre
sent prices return only 4f per cent, currency into
rest, while these bonds pay 9 per cent, and we
regard them to be as sare and fully equal as a security
to any Ballroad Bond issued; and until they are
placed npon the New York Stock Exchange, the
rules of which require the road to be completed, we
obligate ourselves to rebuy at any time any of these
bands sold by us after this date at the same price as
realized by us on their sale.
