VUy Affair.
The following gentlemen have been re
appointed members of the Board of Educa
tion bj the Judges of the Court of Common
Fleas: Dr. Andrew Nebinger, Second ward;
Lewis C. Csssidy, Fifth ward; Simon Qratz,
Eighth wan; D. Weatherly, Jr., Tenth ward;
M. Bljnn, Twenty-first ward.
A well-attended meeting of those inte
rested in the formation of a Woman's Chris
tian Association was held last eveniag at the
Tabernacle Baptist Church, on Chesnnt
street. Addresses favoring the erection of
Christian boarding-houses for the reception
of strangers, saleswomen and faotory girls,
under the superintendence of the association,
were delivered by Bishop Simpson, Revs. J.
Spencer Kennard, Withrow, Feltz, and Mr.
John Wanameker. A constitution was
adopted and the following officers were
elected: President, Mrs. J. Spenoor Ken
nard; Vice-Presidents Episcopalian, Miss A.
F. Lex; Presbyterian, Mrs. Elizabeth N.
Brown; Congregational, Mrs. Elwell; Baptist,
Mrs. Ann Lewis; Lntheran, Mrs. Hatter; In
dependent, Mrs. Hunter; Recording Secre
tary, Miss Shipley, of the Friends; Corres
ponding Secretaries, Mrs. Dr. Connor and
Miss Simpson, of the Methodists; Treasurer,
Miss Susan Linnard.
The annual meeting of the Union Leagne
was held last evening at the League House,
Broad street, above Walnut. The eighth
aunuhl report was read by Mr. George n.
Boker, the Secretary, from whioh we learn
that the income of the League for the year
ending on the 1st of December amounted to
JrMiOjO.V.CHi, which, with the surplus of the
previous year, shows a total of 128,42-t'21.
The disbursements of the year have been

tion of the finances, the directors have fixed

DomeHtle Affair.
The estimates are not being cut down
very much by the Appropriation Committee.
Admiral Porter's coutiraaatijn for his
new position by the Senate is somewhat
doubtful.
The rumor of a general strike among
the miners of the Schuylkill region has no
foundation in fact.
A largo number of tobacco manufac
turers are in Washington, seeking a change
in the present law upon tobacco.
The placeB of the striking shoemakers in
New York city are beginning to be filled by
hands from the Eastern States.
In the United States Senate yesterday,
after the close of our report, a bill was intro
duced by Mr. Chandler authorizing the Presi
dent to suspend commercial intercourse be
tween the United States and British North
America and Mexico, whenever, in his judg
ment, the publio interest may require it. it
was referred to the Commerce Committee.
Bills were also introduced by Mr. Ramsay
for the establishment of steamship lines to
Europe, and by Mr. Spencer, for the protec
tion of life and property on vessels in our
mercantile marine. Mr. Sohurz offered a reso
lution declaring for a general removal of
disabilities, and said he would speak upon the
Bubject in a few days. Mr. Morton intro
duced a joint resolution for the appointment
of CommisNioners to go to San Domingo "and
examine fully into the condition, re
sources, and relations of that republic, and
the desire of its people for annexation to the
United States, etc.; the report of the Cotn
misfcion to be laid before Congress. The
resolution, which appropriates $20,000 for
the expenses of the Commission, was ordered
to be printed. A number of bills were passed
over. The bill to repeal the Tennre-of-Office
act was referred. After an executive session
the Senate adjourned.
In the House, on motion of Mr. Sargent,
the Appropriation Committee were directed
to report what effect had been given the pro
visions of the Indian Appropriation bill re
quiring investigation of certain alleged frauds.
Mr. Logan introduced a bill abolishing the
offices of admiral and vice-admiral in the
navy, which was passed without a division.
On motion of Mr. Niblack the
Commerce Committee were directed
to inquire what additional legis
lation is necessary for the transportation
of imported merchandise to interior ports.
Mr. Kelley offered a resolution declaring for
the abolition of all internal revenue taxes,
except on spirits, tobacco, and malt liquors.
Adopted yeas 104, nays 0. Mr. Cox offered
a resolution directing the Ways and Means
Committee to report a bill abolishing the in
ternal revenue system, the necessary revenue
to be raised by internal taxation being as
signed in just proportion to the several States;
also, providing for a tariff for revenue only,
deferred to the Ways and Means Committee.

ABMIBTICE THE ADVANCE ON HAVRE.
Lokpon, Dec. 12. (Special to the New
York Telegram.) There are rumors here that
the application of Gambetta for an armistice
is a stock-iobbinor canard. So imnnrtant is
' it to ascertain the truth that even the Foreign
umce nas been assailed by eager inquirers
who have the entree.but as far as I can ascer
tain, Granville and his subordinates were re
markably reticent. In the clubs and the best
informed military and political circles, it is
not believed that Gambetta has taken any
Btep so decisive as this.
A despatch from Berlin, dated December
11, Bays that the government in that city has
been officially notified that the bombardment
of Paris has been decided upon at a council
of war at Versailles.
The dissatisfaction occasioned in Berlin by
thf Jnew order that married men are to join
the landwehr, which broke out in a riot on
Saturday and waa only suppressed by the
military, etill continues, and is only smoulder
ing. If the order is insisted upon a light
will be lit in Germany that Bismarck will find
it difficult to extinguish.
London, Deo. 12. The committee, whioh
was formed some time ago, Las considered it
inexpedient to take public action until the
Eastern question Blioum be settled. An im
pression prevails that the extreme Canadian
views of the fishery question cannot be sus
tained. The proposal to buy the Alabama claims ia
regarded in London as a big job, concocted

tends to make them at least a hundred per
cent, greater. There are those here who are
confident the American Government would
like to have the claims enhanced in order to
make the grievances seem greater.
A report from General Chausey, dated
Thursday evening, says: 'We were again
attacked to-day Ijy the army of Trince Frede
rick Charles along the-whole front. We held
our position throughout the day. All the
corps were engaged from St. Laurent to
Beaugency. We encamp on our positions of
this morning,"
The 1'all Mall Gazette, in an ably written
leader, argues against the declaration of
Paris of 1S.M5, because it may transfer the
carrying trade almost entirely to the United
States.
The Russian vessels building and nearly
completed in Samuda's shipyards, on the
Thames, are said to be mercantile and not
naval ships.
It is now considered impossible for Taris
to receive assistance from the provinces.
With the failure and retreat of the army of
the Loire, all hopes in that direction are lost.
The Germans look upon the capitulation of
the city as a question of time, and it ia an
nounced that King William only awaits that
event before returning to Berlin.
The garrison of Belfort continues a vigor
ous defense, and their heroism and endurance
excite warm admiration.
London, Dec. 10. (Special to the New
York World.( The German advanceon Havre
haB turned aside to Dieppe, which post was
probably occupied to-day.
Versailles, Dec. 10. The Duke of Meck
lenburg makes the following announcement
from Meung, the 10th: The enemy violently
attacked us yesterday, but were victoriously
repulsed by the 17th and 22d Divisions, not
withstanding the superiority of his forces.
Our losses were smaller than yesterday. Baau
fjency was occupied on the sth instant, and
Vierzon to-day,
BoKDEAt x, Dec. 10. The people of this
city are very patriotic; they have have sent
large numbers of recruits to the front, and
are equipping and drilling more.
Advices from Tours announce the arrival
there of over 1000 German prisoners.
Gambetta, in a telegraphic circular to the
prefects of the deDartments from the head
quarters of General Chauzey, says that Chau
r.ey continues to resist the attacks of Prince
Frederick Charles, taking many prisoners,
and inflicting heavy losses on the enemy.
From this you may judge how false are the
German despatches which state that the army
of the Loire ia crushed. General Chauzey,
with only half of that army, is still able to
successfully oppose the German advanoe.
THE FIRE BILL.
Another Delay.
A special meeting of Common Council was
held yesterday afternoon, President Louis
Wagner in the chair.
beveral petitions and communications were
referred.
The report of the conference committee
was received making an appropriation for the
completion of the lenders at Penrose Ferry
Bridge. The bill passed.
Mr. Wilms, from the Survey Committee,
reported in favor of advarunng moneys for
the completion of sewers. Passed.
Also, a bill changing the name of Park
avenue to Oakdale avenue. Postponed.
Also, a resolution authorizing the Chief
Engineer and Surveyor to advanoe fifty per
cent, of the retained percentage, as directed
by the contract upon the net current estimate,
for work done upon the east Cohocksink
sewer. Passed.
Mr. Hetzell, chairman of the conference
committee on the Paid Fire Department bill,
presented a report, which accepts the amend
ments of Select Council to the second sec
tion, prescribing the manner, etc., of elec
tion of fire commissioners. Select Council
recedes from its amendment to the first sec
tion. Common Council agrees to all other
amendments of Select Council.
Mr. Hamilton moved to lay the report of
the committee on the table, on which there
were yeas two, nays twenty-five.
lmu being no quorum, the clerk was
directed lo call the lull, and no quorum
answered to their names. The clerk was
again directed to call the yeas and nays upon
the motion. The yeas were one and the nays
were twenty-six. -
Under the rules of Common Council the
President then declared a number of gentle
men guilty of contempt to the Chamber.

but declined voting: Measrs. Canning, Car
rie, Ehret, Fagen, Shane, Hamilton, Logan,
Nickels, bouder, J. F. btockdale, and Waples.
These gentlemen were declared guilty of
contempt, and their names recorded upon the
journal. The President then declared the
Chamber adjourned, which the volunteer
firemen regard as a complete defeat of the
bill. It is proposed, however, to take the
bill frm the table next Thursday.
