THE DAILY EVENING TELEGRAPH PHILADELPHIA, WEDInESDAY, DECEMBER 7, 1870. KTJWS QUXUXKXAIVS'. Vllt Affairs. For some time paat William McLean, a veil-known pugilist, of this city, has been actively engaged in training for the purpose of fighting Jemmy Murray, a'late pugilistic im portation trom tbe shores of Albion, the stake tieing a purse of $1000. The affair came off at an early hour at a place near Elkton, Maryland, and resulted in McLean being de clared the winner on a foul blow, received at the hands of his opponent. Only twenty, four rounds were fought.. Yesterday afternoon the stockholders of Swartbmore College held their annual meet ing in the old meeting-house on liace street, above Fifteenth street. Clement M. Biddle, cler?r, presided. The reports of the managers and Treasurer were read, showing the oollege to be in a nourishing condition. There are now 2l." pupils in the institution, 11 '5 of whom are females. A special meeting of the Board of Public Education was held yesterday afternoon, M. Hall Stanton, President, in the chair. The Board was convened to consider the appro priation for school purposes for the year 1871. By an act of the State Legislature it was pro vided that if the Select and Common Coun cils of Philadelphia failed to make an appro priation by the first day of December, for school purposes for the succeeding year, tken the amount made for the previous year shall 1)6 appropriated for the succeeding year. Councils failed to make an appropriation. The amount of appropriation for the year 1870 is not sufficient to meet the estimated expenses for 1871. It falls short rl,00) and upwards. Without any motion having been made, a dis cussion arose as to what could and what could not be done. Whether the Councils had power to do this or that, or whether the Board of Public JEducation could so adjust matters and things as to relieve the Board from its dilemma. The subject gave rise to considerable discussion, and it was finally de termined to ask Councils for a special appro priation or transfer certain items so as to meet the increased expenses of the coming year. Domestic A II u Ira. The Legislature of Virginia meets to-day. The West Point and Pension Appropria tion bills are to be ready next week. The retaking of the census of New York city has been indefinitely postponed. A military wagon road from Prescott, Arizona, to New Mexico, hasbeon completed. It is thought that the President's recooi mendation relative to new buildings for the War and Navy Departments will be defeated in the Appropriation Committee. Secretary Boutwell's proposed issue of three hundred millions of live per cent, bonds, the interest to be paid quarterly, eeems to be favored by the' Ways and Means Committee. The trouble existing between the boot and shoemakers and their employers in New York, will, in all probability, be soon settled to the satisfaction of "both parties. In the House yesterday, after the close of our report, resolutions were adopted of in quiry as to the accuracy of the census, and calling for correspondence relative to Spanish searches of American vessels from January to June, 1870. The President's message was referred to the various committees. Ad journed. TUB WAR.
