An ex-United States Marshal of North Carolina, who has just arrived here, says Governor Holden is engaged in a bitter fight with his own organ, the Raleigh Standard. They have repudiated each other, and the Standard promises some rich revela tlons about Ilolden's administration of State affairs. The Democrats only lack two of having a two-thirds majority in the Senate. It is be lieved that they will throw out at least three of the Republicans, and thus get complete control of the Senate. An extraordinary ses sion of the Cabinet was called at noon to-day, and continued In session about three-quarters of an hour. Secretary Fish submitted the draft of a proclamation, wbish was approved, and will be Issued to-day or to-morrow, prohibiting the use of our harbors by armed vessels of belliger ents at points of observation or menace toward vessels in or about to enter our waters or about to depart therefrom. I In other words, to prevent such espionage, which in its results amounts to a blockading of our ports by foreign armed vessels. The nuk ing of our ports depots for supplying material of war for belligerents is also prohibited. Cheney against John Z. Goodrich, tried In the Supreme Judicial Court, has resulted in a ver dict for the plaintiff, assessing the damages at 1 10,000. The libel was contained in a pamphlet in which the -defendant, while Collector of the Port of Boston, charged the plaintiff with cheat ing the Govornment by the fraudulent altera tion of papers in passing goods through the Custom House.
