The raising of revenue by duties on im ports la more economical and lesa exposed to fraud, and less harraaslng to the citizen than the direct tax. He may in some degree purchase, or he may not pur chase, the taxed commodity; he la only compelled to pay the tax when It la Imposed upon the actual necessaries of life ; he may reruse to pay the tax on luxuries If he chooses. I would favor lower duties, or the free admission of tea, coflee, spices, dye-stuffs, etc., not produced by us and In universal use, and retain duties for pro tection and revenue on articles we can and do pro duce, and the home product ol which la a beneflt to the people. If elected to the Forty-second Congress 1 pledge myself to advocate and vote for such tariff for reve nue npon foreign Imports as will alTord proper protection to domestic manufacturers, and as will, without impairing the revenue, Impose the least burden upon the masses of the people, and promote and encourage the great Industrial Interests of the country.
