Th. following are the two sections reported by Mr. Sher
man and adopted hy the Senate as substitutes for the in
come tax sections stricken out:
First. That sections 130, 121, 122, and 123 of the act of
June 30, ltMil, as amended by the acts of July 13, 166, and
Jlsrch 3, 1867 shall be construed to impose the taxes
therein mentioned, tiling taxes on dividends of corpora
tions and salaries of (iovemmont officers tor and daring
the year lK7i'. and that all such taie shall be collected in
the manner now or hereafter provided by law.
Second. That lor the purpose of allowing deductions
from incomes, anv religious or social community holding
all their property and the inoome thsrofmin jointly and in
common, each rive of the persons composing such sooietv,
and aay remaining fractional number of such persons less
than five oyer such groups of rive, shall be held to con
stitute a family and a reduction of $Iihh) shall be allowed
for each of sid families. Any taxes on the income, gains,
and profits of such societies now duo and unpaid) snail be
assessed and collected according to this provision.
The amendment of the Finance (lotninittee to authorize
the consolidation of collection districts was agreed to.
The tariff sections having been reached, the amend
ments repotted flora th, committee were discussed. That
itrikingout the duty of five cents on chicory, suocory,
dandelion roo- and aoorn offoe, raw, ground, burned or
prepared, and on all substitutes for coffee, was agreed to.
Mr. Sherman endeavored to withdraw the amendments
reducing the dutiea on sugar according to the Senate
committee's classification, so a, to allow the rate to re
main as under existing laws.
Mr. Hamlin ol jjctd to the withdrtwal of the section,
atd a-ked to have a vote upon it. He argued
in favor cf reducing the duty on sugar,
believing the receipts of the next year would exceed those
of the pre eiirg year, while the surplus in the Treasury
could be drawn upon if necessary.
Mr. Shermsn opposed the reduotion upon the ground
tbat the estimated receipts from revenuo would not war
rant it. He believed that increased expenditures would
keep puce with any increased receipts.

The items in regard to the Washington aqueduct gave
rise to diFcussion as to the inefficient supply of water to
the city, which was attributed to the fact that the dis
tributing mains are not equal either to the demand or the
supply.
Mr. Oook moved a substitute, to appropriate nnder vari
ens heads l20,K'.a.
Mr. Dawe (Mass.) moved an amendment to the substi
tute requiring the money reoeived for water rents to be
applied to the improvement and repair of the aqueduct
until otherwise provided by law.
The amendment waa agreed to, and the substitute as
amended was agreed to.
Fir K. The alarm of Ore about 1 20 this afternoon

Sea Moss Farine is creating a great sensation in the
food market, and its uses, as set forth by the reports of
scientific experts, are many and various. In the firat
place, when employed in the preparation of puddings,
custards, blano mange, creams, gruels, and scores of
other delicacies for the family tab' e or the sickroom, it
adds largely to the quantity of nutriment derivable from
the other materials ; and in the second place renders the
dish, whatever it may be, far more digestible and agree
able to the taste than it would have been without this
cheap and pure ingredient. Such is the testimony of
large number of the most prominent hotel keepers in
New York and other cities. It is being used largely in
all the hospitals, and will prove a lasting blessing to the
poor.
