dope of laudanum in mistake for medicine,
aod died in tbe evening, after every exertion
bad been marie to resuscitate him.
In the U. 8. Senate yesterday, after th
ke of onr report the Tax bill wax also con
ndered, and pending argument on the In
oiie Tax qnestion, a recess wax taken. The
evening session was devoted to the Teia
I'acitio Ilailroad bill.
Dennis Walton (colored), who was ar
rested on suspicion of having been concerned
in the shooting of William Carney, Fifth and
13rown streets, last week, was yesterday com
mitted by Alderman Kerr as an accessory
before tbe fact. 'Walton is the man who tes
tified before tbe Coroner's jury that the
bhooting was done by Alexander lirown.
Last evening, at 7 o'clock, "Mm. Lynch
whs run over on the Reading Ilailroad, near
Jlfinaynnk, and killed. At tbe time of the
occurrence Mrs. Lynch wa carrying in her
arms a child. The little one was caught on
the cow-catcher aud carried about 1000 yards,
And when the train stopped the child was
fonnd to be uninjured.
In the House the Apportionment bill
was discussed and finally referred to the
Judiciary Committee, which is regarded as
equivalent to its defeat. Mr. Butler, from
the Reconstruction Committee, reported the
Senate amendment to the Georgia bill, with
a substitute. Various amendments were
offered, and the House adjourned, agreeing to
vote upon the bill to-day.
Yesterday afternoon at 3 o'clock the
(lothicg store of Mr. Burrmtine, No. 014
Girard avenue, was discovered to be on fire.
Tbe flames spread so rapidly that Mrs. Barn
ptine, who was in an npper room with two
children, had time only to escape with one.
While she was) on the sidewalk the other
i.bild, a boy live years of age, appeared at
tbe window, and the mother directed him to
jnrup down. He refused, and passing back
into the room, was smothered to death. The
building was greatly damaged aud the stock
-lestroytd by tie fire. Tbe Coroner was noti
fied to hold an inquest on the child.

The eighteenth annual commencement
of the Pennsylvania Female College, Montgo
mery county, took place yesterday.
A nitro-glycerine explosion occurred in
"Worcester, Mass., yesterday, by which one
man was killed and thirty injured, while
twelve houses were demolished.
Foreign Affalra
Keble College, Oxford, was opened yes
terday. !
A frigate has been ordered to Curacoa by
tbe Dutch Government, to exaot redress for
outrages on Dutch subjects by the Venezue
lan Government. !
Cotton operatives in Lancashire have ap
plied for an increase of wages, and are to re
reive an additional five per cent, if the prices
obtained for goods after the harvest will. war
) ant it.
CITY COUNCILS.
Both branches of the legislative department held
tliuir regular staled meeting yesterday. (

A communication was received from the Con
trollers ol Public Schools, asking for tbe purchase
cf a lot An WlHsahickoi avenue, for the erection of
m-t hool building, and also one on Buck road for
the same purpose. Keferred.
Alto, a communication was received from the
Board of Health, asking an appropriation of
ftfiO.000, for the purposes of the Board. Keferred.
A1k, one from the Chief Commissioner of High
ways, stating that the Hestonville Kailway Com
pany declined to comply with the ordinance re
quiring them to lay granite blocks on each side of
their tracks along Lancaster avenue to their depot.
It was claimed they leased the right to use the ave
nue from the turnpike company, and are not
amenable to the city. Keferred to the Law Com
mittee. A communinatlon was received from Charles V
Hagner. suggesting that two large engines be placed
at tbe Fairiuount Water-work to supply sufficient
water in case of a drought. Keferred.
Mr. Fareira submitted an ordinance to provide
lor a more efficient manner of furnishing supplies
to the city, accompanied with sumcient bonds and
sureties, and authorizing the City Solicitor to enter
iiroceedings against the delinquent contractors,
ostponea.
The special order, the vetoed bill relative to the
market stands on north Third street, was taken up,
and the further consideration was postponed, t
Mr. Jones presented a petition for the opening of

Mr. Mcllvaln presented a petition for the im-
provment of Fifty-eighth street and the grading of
J r vine street, neierren. ;
Mr. Hodgdon.from the Committee on Water-works,
reported an ordinance for the laying of water-pipe
on Pierce and other streets. Passed.
Also, one appropriating $147,000 for the construc
tion of tbe Koxborough water-works, and the im
provement of the Germantown water-works.
Passed.
Mr. f areira, chairman or the Committee on
Schools, reiiorted the following bills:
One appropriating $9000 for the purchase of a lot
or ground on carpenter street, second ward

One appropriating 930,000 to erect a school build
in? on CEerrv street, east of Kleventh. anrl fnr
enlarging and Improving the Northwest grammar
school, rassea.

Allen lane. Twenty-second ward. Passed.
Making an appropriation of S.14.000 tor the pur

elton avenue, Twenty-fourth ward, for school pur
poses. Keferred to a special committee.
One for the purchase of a church and lot at
Thirty-eighth and Elm streets, Twenty-fourth
ward, appropriating 13,800. Keferred to a special
committee.
Approving the contract of Wo. R. Frazer for the
erection of a school-house at Seventh and Dicker
son streets, at a cost of S39.000. Passed:
The special order, the ordinance for the govern
ment and protection of the Water Department.was
discussed in Committee of the Whole. The com
mittee reported progress, and the bill was made the
special oraer tor September 15.
Mr. Cramer, from the Committee on Health, re
iiorted the ordinance appropriating 10,0UO to the,
noara oi xieaitu, wnu an amendment increasing
the amount to 30,000. The amendment was re
jected. . . . ,
, After considerable discussion the Original bill,
.ink king the appropriation 10,000, was paused.
Tbe ordinance providing an appropriation for the
observance of the Fourth of July was taken up,
' but pending the discussion Council adjourned.

hour. Mr. Wagner being absent, Mr. K. J. c.
Walker occupied the chair.
Communications were received and appropriately
referred. .
Mr. Blackburn petitioned for a culvert on Norrti
street, above Seventh. Keferred.
Mr. Bardsley presented a petition asking that
Long lane be repaired. . Keierred. , ,
Mr. Martin presented a resolution fixing Vhe hour
lor closing the public ottlcea at one o'clock during
tbe summer months.
Mr. Allison moved to amend by making the hour
two o'clock. Not agreed to.
The original resolution was then agreed to.
Mr. Haima presented a resolution to inquire of
the Pennsylvania Kallroad Company if there is any
discrimination in tbe tariff of charges on freight
between Philadelphia and New York, la iu trans
portation to and from the west, and if so, the cause

Mr. Huhn presented a resolution making certain
transfers in tbe appropriation to tbe Police Com
mittee. Agreed to.

assistant to the Chief Knglnecr and Snrveyor, at a
salary of l('6 per month.
Mr.Het 711 ottered an amendment, that the office
of tbe assistant continue during the erection of the
bridge at. South street and the Schuylkill. Not
agreed to. i
The ordinance then pawed. i
Mr. Hall railed np the ordinance creating a
loan of 2,000,000, for the further extension of Fair
mount pHrk and the improvement thereof. i
Mr. Wlilltn moved to amend by adding, "Pro
vided that, f400,noo bo retAined for the rebuilding
of the bridge over the Schuylkill at Girard avenue."
The Chair ruled tbe amendment out of order.
Mr. WtHits then moved to reduce the amount to
fl.M 0,000.
After a lengthy debate Mr. Wlllits withdrew his
ammdment and tbe ordinance was agreed to.
Mr. Hana moved to rename tbe second reading of
the resolution granting permission to tbe National
Telegraph Company to erect telegraph poles.
Agreed to.
Mr. 3. Miller, of Committee on Highways, pra
se nted a resolution to pave Sycamore and other
streets. Agreed to.
Also, one to grade Sycamore street. Agreed to.
Also, a resolution for tbe opening of Master and
Sixteenth street. Agreed to.
Mr. Bardsley, of the Committee on Finance, pre
sented a resolution requesting the heads of depart
ments to furnish estimates of tbe amount of appro
priations necessary to carry on. their respective de
partments. Agreed to. '' '
Also, an ordinance making an appropriation of
$5000 to pay road damages,i'or the opening of Cad
walader street. Agreed to.
Also, a resolution to release certain property
from tbe lien of a judgment on tho bond of tbe City
Treasurer. A greed to.
Also, an ordinance to make an appropriation of
fl .300,000 to pay tbe interest on the funded debt
falling due on the 1st of July, 1870. Agreed to.
AIpo, one to pay the funded debt falling due on
July 1, 1870. Agreed to.
Mr. IiOcan ottered a resolution that the inde
pendence bell be placed in front of the Independ
ence Hall on the 4lh of July, and that it be tolled
at noon under the direction ot ttio Mayor. Keierred

One for tbe construction ot sewers. Agreed to.
One to discharge the Committee on Defence and
Protection from the considerations of the subject
of tbe armory on Broad street. Keferred back.

exhibited from a Lighthouse on Morro Island, Santa
Maria. The light is a fixed white light, elevated M$
