SVi'fmtM writes: The recent newspaper comments against the Board Of Examiner at west Point, on account of their not having panned the colored candidates for cadetstilini, are denied by the officers and officials of the War Department. Ueneral Shriver, InHpector-Oeneral, through the chief clerk of Jtls bureaa, Mr. Benjamin upplies the following trustworthy Information on the subject : Michael Howard (colored), son of M. Howard, a member of the Mississippi Legislature, Teas nominated by the Hon. Mr. Perce of Mississippi. When young Howard reached West Point, it could readily be discovered that he had received little or no education. He said he bad net been educated, that be had not been at school over a year, and he Is now eighteen years of age. It is a rale at the Academy that all candidates must first pass a medi cal Inspection. This Howard did, and was pro nounced to be physically capable. When his mental or scholastic examination took place, It -was almost" a total failure, and he was pronounced against by the Examining Hoard, and therefore cannot enter as a cadet. John W. Smith, of South Carolina, was , nominated by the Hon. Mr. Hoge, and the Board of Medical Examiners unani mously certify to Ms physical inca pacity. He has a nervous afl'ectlon of the eyes, and goes nearly blind at times. -He has also an affection of the lungs, and it Is well known that he is gene rally it bad health. He Is, however, very Intelli gent, having gone through a course of studies at the Howard University hero, and would probably pass the mental and scnolastlc examination, but the law of Congress prevents bis admission on account of the physical disability. These two colored boys have been treated with uniform kindness at the Academy, and the tricks that the boys usually play upon new comers have been omitted In their cases, because the cadets thought the people would say tney were roughly handled because they were colored boys. They eat at the table with- the. others, and have been subject to the same rules, and under the same protection. The Hoard of Examiners and Medical Hoard are composed of gentlemen of the highest standing in the country, and render their decisions according to the law and the facts. Besides, there Is a preponderance of Republicans In -each board, and Mr. Benjamin says the classes now at West Point are largely Republican In politics, and that be, as anx-so4dler and a Republican, knows the state ments referred to are slanderous and untrue. M. a tornado passed by us, near the agency buildings. It was a waterspout which appeared like a column of cloud, reaching from the earth to the- clouds. It came from the Southwest, and waa seen fifteen or - twenty minutes before reaching us. It moved on to the northwest, whirling, and apparently boiling up from the earth. I think the volume of water contained in it was not great. It passed , us as a - whirlwind, moving with great force ,- and velocity, sweeping the earth. " la Its course it levelled' the buildings of the Episcopal Mission to the ground, totally destroying them In an instant. Many 'of the fragments were carried to a great -distance. The chapel bell was taken 200 yards. Samuel D. Hin man, the Episcopal missionary, and bis family were wonderfully and providentially preserved. His family consisted of his wife, three children and sister, Emily West and 'Mary J. Lee, teachers, none, of whom were seriously hurt; though the building fell upon them all. Mr. Ross, who was studying for the ministry, was seriously hurt We thought last night that he could not live until morning, but to-day be appears rational and is much Improved. We now have hopes of hia recovery. The carpenter, painter, and an Indian man were at work in the hospital, which was nearly finished. The carpenter. Stephen Davis, was killed Instantly, It is supposed the building falling on him and crush ing him.! The painter, a gentleman by the name of Young, and Alfred Miller, a Bantee, were carried by the force of the wind one hundred yards, or perhaps more, into a body of timber.' Alfred Miller died very soon after being found. Young Is doing well, and we hope will soon recover. ... The continued success of this performance is cer tainly remarkable, even when all its merits are acknowledged. . Mr. Jefferson has never at tracted larger houses in this city- than daring the last two weeks, and to fill a theatre to over flowing night after night at this season of the year by an entertainment that has long ceased to be a novelty is certainly a feat that few actors of the day would bo able to accomplish. As it is, however, the public are as fond of "Rip Van Winkle" as ever, and be will accordingly appear every evening during the present week. At the Akcu the Bryant treupe of minstrels will present an entirely new programme this evening. These Ethiopian delineators provide an excellent entertainment for the hot weather, and as they will conclude their engagement at the end of the present week, those who have not yet seen them should avail themselves of the few remaining opportunities. Peter Abel's benefit will come off at the Academy of Music on Thursday .evening next, . and the malu attraction of the occasion will be Sheridan's comedy of The School for Scandal, with Miss Josie Orton as "Lady Teazle." A crowded house is expected, and those who wish to attend should secure seats at as, early a day as possible. At Duptihz & Bekbdict's Opera House Mile.
