A convention of delegates from thirty three fire companies of this city was held at the hall of the Mechanic Engine Company, Fifteenth find Brown streets, last evening, for the purpose of making arrangements for tendering a enitable reception to the Me chanic and Hope Engine Companies of New Orleane.which will visit this city on the 30th. At a meoting of the Folice Committee of Councils. hld yesterday afternoon, Mr. II. llnhn presiding, a plan for the proposed new public laths was submitted and approved of. This plan represents the building to be of frame, 4 feet 2 incheH by 38 feet 2 inches, 10 feet high from floor to plate; and above the plate to roof lnttice work to admit air; the tank, or bathing tub, L'O by 30 feet. The specifications call for the tank floor to bo of joists, 7 inches sound timber; the sides of tank, 1 i inch plank, put iii upright, with inch openings. Yesterday, at Logan Square, the aunaal review of the Police force took place. About six hundred men were in line, and the evolu tions were executed in the presence of the Mayor, Committee of Police and members of Councils, and a number of invited guests, in cluding Chief Jnstice Chase, who closely watched the mantruvres of the force and Chief Mnlholland. The Democratic City Executive Commit tee, on Tuesday, nominated the following gentlemen to preside over the various con ventions, in accordance with the new rules: Register of Wills. Thomas A. Isaac Leech, Twenty-seventh ward. Domrnllo Affnlra. Gold closed yesterday at 113. In neither house of Congress has any proposition been made to remove or close the Mint in this city. Spotted Tail starts for home to-day. Red Cloud will remain in the capital for a week or ten days longer. It is feared in Minnesota that the course of the Dominion Government toward Riehl will involve the whole Northwestern frontier in war. A railroad accident occurred near Rut land, Vermont, on Tuesday night, by which three persons were killed and upward of twelve wounded. In the United States Senate yesterday, after the close of our report, on Mr. Ferry's memorial, an exciting debate followed, and finally the subject was referred to a special committee of seven, Mr. Nye being chairman. The Indian Appropriation bill was passed, and the Apportionment bill taken up, pend ing which the Senate adjourned. In the House, Mr. Garfield's $05,000,000 bill came up, and various amendments were offered. Finally, the question being on the third reading of the bill, a motion to adjourn prevailed yeas 71), nays 75. This virtually Kills the bill by placing it at the foot of all the bills upon the Speaker's table. Foreign Affairs. Large quantities of arms and ammunition concealed by Fenians have been seized in and around Cork. Many Italian refugees, while preparing to cross into Italy with arms, have been ar rested by the Swiss Government. Diligent inquiry in London and on the Continent shows all the reports relative to the slaughter or banishment of Roumanian Jews to be baseless. An address has been presented to the Tope by the opponents of the infallibility dogma, complaining of the manner in which debate on the preamble was shut off. Mazzini's connection with the Italian insurrectionary movement on the Swiss fron tier iB said to be conclusively proved, and his surrender or expulsion will be demanded of Switzerland. A serious accident occurred at the Alham bra music hall, in London, on Tuesday night, a portion of the stage giving way and precipitating a number of ballot girls into the space beneath. Eleven were badly in jured, some, it is feared, fatally. City Trusts. A meeting of the Board of City Trusts was held yesterday afternoon, William Welsh, Esq., presiding. The Committee on Wills Hospital was authorized to receive a legacy of $800, bequeathed by Sarah Phipps, and also if approved by the Solicitor of the Trust to hand over to the Union Benevolent Asso ciation the income of certain minor bequests for fuel, soup, and bread, the Association being required to make a speciflo report each year of their distribution. Messrs. William Welsh and J. L. Claghorn were authorized to act on behalf of the City Trusts at a meeting of the Schuylkill Navigation Company, to be held on the 20th inst., with reference to leasing the property of the company to the Heading Railroad. The Trust is largely interested in the first-mortgage bonds and the common stock of the Navigation Company. The bid of Benjamin Ketchuin for the construction of eight new three-story' brick dwellings on the property of the Girard Estate, at Sixth and Brown streets, was ac cepted. The buildings will be erected imme diately. Authority was given to lease 25 feet of additional ground to the Wyoming Public School, at Fifth and Brown streets, when authority is obtained from the proper court. It was ordered that a slate or flag pavement be laid in front of the Girard Bank; and also that application be made to court to sell building lots in Girardville in fee; leases for live years of such property being found to hinder permanent improvements, and thus preventing respectable people from settling in that town. The President and other officers of the College gave most favorable reports of the excursion to the coal mines as an aid in improving the discipline and quickening the minds of the pupils. rEXXSTLYAXIA MEDICAL S0CIETI Yesterday Afiernoou'a Meanion. The State Medical Society met at 4 o'clock yesterday afternoon. The report of the Com mittee on Charters was taken up. The re port shows that the'eommittee had failed in their efforts to procure a suitable charter from the Supreme Court, and aska that the com mittee be discharged. Dr. Gallagher moved to recommit the re port to the committee, with instructions to obtain a charter from the State Legislature. LOht. On motion of Dr. W. L. Atlee, the charter, as prepared by the committee for the con tideration of the Supreme Court, was adopted bs the constitution of the society, to super bode the old constitution. I On motion of Dr. Hiram Corson, the order of business was suspended to admit the re port of the Hoard of Censors in tba case of iLefii'.klcf Dr. ilalliciiUlt, u' XjcuUjlk.il county, who was suspended from the County Society in July, 18C.S. The report of the Censors was road by Dr. Tnrnbull, and, after considerable debite, was finally approved by the society. This report reinstates Dr. Halberstadt to membership in the Schuylkill County Medical Society. Trofessor William TI. Gobrocht, of the Medical College of Cincinnati, was invited to a scat on the floor of this Convention. To the Senate of the United Mates: I have the satisfaction of transmitting to the Senate for consideration, with a view to its ratification, a convention between the United States aud her Britannic Majesty, rela tive to naturalization, signed in London on the 13th instant. The convention is substantially the saaie as the protocol on the subject signed bv Mr. Itevcrdy Johnson and Lord Stanley, on tho Hth of October, If '8, and approved by the Senate on the 13th of April, ISC!). If the instrument should go into effect it will relieve the parties from a grievance which has hitherto been a cause of frequent annoyance, and Bometimes of dangerous irritation. A copy of Mr. Motley's despatch on the subject, and of the act of the Parliament of May 12, 180, are also transmuted. U. S. Quant. The President of the United States of America and her Majesty the Queen of Great liritain and Ireland, being desirous to regu late the citizenship of citizens of tho United States of America who have emigrated or may emigrate from the United SijateB of America to the British dominions, and of British subjects who have emigrated or who may emigrate from tho British dominions to the United States of America, have resolved to conclude a convention for that pur pose, and have named as their plenipoten tiaries, that is to say, the President of the United States of America, John Lothrop Motley, Esq., Envoy Extraordinary and Min ister Plenipotentiary of the United States of America to her Britannic Majesty, and Her Majesty the Queen of Great Britain and Ire land, the Right Honorable George William Frederick, Earl of Clarendon, Barou nyde, of Hindom, a peer of the United Kingdom, a member of Her Britannic Majesty's most hon orable Order of the Garter, knight of the Grand Cross of the Bath, Her Britannic Ma jesty's principal Secretary of State for For eign Affairs, who, after having communicated to each other their respective full powers, found to be in good and dao form, have agreed upon and concluded the following articles: Article 1. Citizens of the United States of America who have become, or shall become, and are naturalized according to the law with in the British dominions as subjects, shall, subject to the provisions of article two, be held by the United States to be in ull respects and for all purposes British subjects, and shall be treated as such by the United States, Reciprocally, British subjects who have be come or shall become, and are naturalized according to law within the United States of America as citizens thereof, shall, subject to the provisions of article first, be held by Great Britain to be in all respects and for all purposes citizens of the United States, and shall be treated as such by Great Britain Article 2. Such citizens of the United States, as aforesaid, who have becorae and are naturalized citizenb within the dominions of her Britannio Majesty s British subjects, shall be at liberty to renounce thmr naturali zation and resume their nationality as citi zens of the United States, provided that such renunciation be publicly declared within two years after the exchango of the ratification of the present convention. Such British sub jects as aforesaid who have become and are naturalized citizens within the United States shall be at liberty to renounce their natural ization, and to resume their British nation ality, provided that such renunciation be publicly declared within two years after the lf)tn day or May, le0. lhe manner in which the renunciation nicy be made and publicly declared shall be agreed upon by the governments of the respective countnes. Article 3. If any such citizen of the United Mates as aforesaid, naturalized within the dominions of her Britannic Majesty, should renew his residence in tho United States, the United States Government may, on his own application and on such conditions as that Government may think fit to impose, readmit him to tne character and privileges of a citi zen of the United States, and Great Britain shall not in that case claim him as a British subject on account of his former naturaliza tion. In the same manner, if any British sub ject, as aforesaid, naturalized in ttuj United States, should remove his residence within the dominions of her Britannio Majesty's government, may, on his own application, and on such conditions as that Government may think fit to impose, readmit Lim to the character and privileges of a British subject, and the United States shall not claim him as as citizen of the United States on account oi his former naturalization. Article 4. The present convention shall be ratified by the President of th United States, by and with the consent of the Senate thereof, and by her Britannic llajesty, and tLo ratification shall be exchanged at London && soon as may be within twelve months from the date hereof.
