ought to interest students of Knglish litera

Some undoubted MS. Homilies of ASlfric's,
with an inedited Anglo-Siixon verse life of
St. Judith, and a new edition of tho varying
formerly printed life of tho saint, are to be
edited for the Early English Text Society by
the Kev. W. VT. Skeat.
Mr. Disroeli's new novel, "Lothair," will
be published on the I'd of May. The event
has excited considerable interest. It is re-
ported that a proposal was made to tho author
of 10,000, and another off or of .1000 for its
use in a periodical.
We learn that the last word about Miss
Mitford and her times has not been spoken.
Her hitherto unpublished papers have been
found to yield a rich crop of literary anec
dotes and literary history. These will appear
in the autumn, under the competent editor
ship of tho lady's friend, Mr. II. P. Chorley.
The iVrehon Law Commissioners have
employed Professor O'Mahony to edit a third
volume of "The Ancient Laws and Institutes
of Ireland." Tho volume which is now in
the press will contain the conclusion of the
"Senchns Mor," and also "The Book of
Aicill," a treatise on the Criminal Law of Ire
land, said to have been composed in the third
century of the Christian era.
The twenty-fourth part (Red Ret) of
the great "Dictionnairo de la Langue Fran
caise,"by M. Littre, has just been issued..
The merit of this book is hardly yet recog
nized outside of France. It is the only
etymological French dictionary with a series
of examples from the earliest period to
modern times, and deserves strong support.
M. Arsene Iloussaye has in tho pres3 a
new work, entitled "Lea Courtisanes da
Monde." Thin is to form a pendant to his
"Grandes Dames" and "Parisiennes," and to
complete his "grand series of contemporary
studios. This done, M. Iloussaye quits ro
mance, and devotes himself to the Fine Arts
and his History of the Eighteenth Century,

On the evening of April 11 the Chancellor of
tne Jfxctienuer rose to niaKo the nnanclai state
ment. Plunging at once, without a singlo word
of preface, into a retrospect of tne last year s
finance, he reminded the committee that the
estimated revenue for 1809-70 was 76,05,000,
and the expenditure 68,2:53,000. leavlug a sur
pluB of 7,972,600, of which 4,600,000 was ap
propriated to the expenses of the Abyssinian
war, and 3,1140,800 to the reduction of
taxation, leaving a net surplus of 443,000.
Leaving out of sight the anticipations of
revenue contained iu last year's budget, the
actual revenue belonging to the year exceeded
tho estimate by 1,810,000. Tho only branches
of revenue w hich had fallen short of the esti
mate were the Post Oflice and tho Customs.
The shortcomings in the Customs, occurring,
as they had done, chiefly iu tea, coffee, and
sugar, he attributed to a mis'aken expectation
which had been entertained that ho was about
to adopt the "Free breakfast Table." Mr.
Lowe thus stated tho expenditure of the coining

This was a net reduction of 1,713,000, and
he entered into the particulars of each item to
f-liow how tho reduction was brought about.
The civil service alone showed no decrease, but
this arose from the transfer of charges and cer
tain "automatic" increases over which tho Gov
ernment had in reality no control. To meet this
expenditure Mr. Lowe thus estimated the reve
nue for tho year:

This gave a disposable surplus for tho year of
4.337,000 ,'and he proposed to add to this sur
plus an amount of l.r)0,000, by substituting for
the present game cet tnicata a ii license to carry
arms, in favor of which ho argued at some
length to the effect that it would discourage tho
growing custom of carrying firearms, and
cheek poaching. After all minor remissions
Mr. Lowe had ttill between three and four inil-
Itons to dispose of; and ho proceeded to dis
cuss next the principles on which a large reduc
tion should be made, laying it down that the
true theory of taxation wa3 to
spread the burden as widely and ae
eouallv as possible. The practical conclusion
he drew was against parting entirely from any
single tax. in place or this lie proposed to re
duce the income tax to an extent sulllcienl to
sacrifice l,2.)0.000,and to halve the suar duties,
which would cost 3.350,000. Tho whole amount
of remissions included in the budget is 8,1X111,-
000, which leaves a surplus of 331,000. Mr,
Lowe concluded his speech by movlbg tho reso'
lutlon relating to tho sugar duties, which pro
vides that as to refined suirarstho reduction shall
notlake place for three weeks.

A despatch from Paris states that "the Chan
cellor of the Leirion of Honor Is dead." From
tho wording of the telegrams wo judire that tho
announcement refers to tho demise of Count
Augustus Charles Joseph t lahault do la Bll
larderie, who was appointed to tho exalted
post of Grand Chancellor of tho illustrious order
of the Legion of Honor by the Kmperor
Napoleon. January 28, 1804. The Couut was
born iu Paris on the aistof April, 1785. Ilia
father, who belonged to the auclent noblesse,
periBUca on trie icauoia when uoceasea was
quite a child. The surviving members of tho
family succeeded In making their escape to
' Eneluud, where the future Chancellor of the
Legion of Honor received the main elements of
bis education. In the year 1708 he returned to
his native country, and during the fallowing
year received a commission in the cavalry corps
-which accompanied the First Consul to Italy.

paign of Marengo. He served as aid-do-camp
to Prince iviurai during me campaigns ot i

paigns. He fought with great gallantry daring
the KiiBflnn war, and so distinguished himself at

previously been elevated to the post of General
of Krieiulo. It was at Lclpslc that ho attracted
the attention of Napoleon, where he fought as
nid-dc-camp attached to tho Emperor's own
person. In 1814 ho recognized tho provisional
goxernnient, but on the return of Napoleon
from Kllia ho returned to his post of aide-do-cnnip,
and served with him in tho innmorablo
1'iiltle of Waterloo. On the fall of Napoleon the
Count retired to Switzerland. He remained but
a frhort time, and then went to England, where,
in 1817, bo married tho daughter of Lord
Keith. Tho revolution of 1830 restored r

the army of France. In 1831 ho was named
ambassador plenipotentiary to Berlin. Ho was
with the Duke of Orleans at the siege of
Antwerp, and on tho marriage of that Prince
he was appointed his equerry. Ho was ap
pointed ambassador to Vienna in 1841, a position
vihlch ho held until tbe (lnwnln.ll of tho ono nis
dvnnsty. In 1S."3 tho present Kmperor created

court. This position tic held only two

Two years later the Emperor appointed him
French Grand Chancellor of tho Leirlon of
Honor. With tho death of Count do Flahauit
has rasped awav a man distinguished as a sol
dier, Ftntcsman and diplomat under tho First
and Second Empires. He floured conspicuously
durimr a lonir life in the cveutful career of the
French nation under tho two Napoleon, and in
the fulness of his years ho has passed awav, re
gretted and honored by the nation he bo fondly
loved.
