At a meeting of the Financo Committee Taut Bight, the appropriation of the Board of Health was fixed at 237,9M). Last year it was $60,940; the increase of $177,010 is for - the payment of the contracts for cleansing the afreets. Yesterday afternoon, while a party of men were gathered at a cock-pit at a bonne on . Sixth street, near the Kensington Keservoir, posse of police, accompanied by omoers of the Society for the Prevention of Crnelty to Animals, entered the place and arrested Ed ward Devlin, Andrew McShane, Charles Dougherty, James Ledger, and John McMul )n. . The prisoners were held to bail by Alderman Kerr. Robert McOeagney, aged thirty-one years, was badly beaten yesterday afternoon at Dock and Walnut streets, causing a frac ture of the arm and injuries about the head. Thomas Crawford, his alleged assailant, was ' arrested. McOeagney was removed to the Pennsylvania Hospital. . Mary Commandery, Knights Templar, will attend divine service, in full Templar - uniform, on the evening of the 2Ud instant, at St. George's -Methodist Episcopal Church, Fourth street, near New. Iter, and Eminent Six Robert II. Pattison will officiate. Other oommanderies have been invited to join with them. Supervisor Tutton, of the revenue ser vice, who was assigned to duty in the Eastern District of Pennsylvania, is now operating in Chicago, where he has made an important seizure. Revenue Detective James J. Brooks is temporarily engaged in Cincinnati. At the present time there are but five authorized distilleries in operation in Philadelphia, and some of them are not worked up to their full capacity. The committee of twenty-five appointed to devise plans fof the proper celebration of the day to be set apart in commemoration of the adoption of the fifteenth amendment to the Constitution of the United States, held a meeting last evening, at Liberty Ilall, Lom bard street, near Eighth. After remarks and suggestions by Messrs. ' Charles W. Somers, Thomas Faucet, and others, a resolution was adopted providing for another meeting on Friday evening to com plete arrangements. At a meeting of the Guardians of the Poor held yesterday the House Agent reported that there had been admitted within the past two week 216 persons. There were also in the house 11 births, 34 deaths, 128 persons discharged, and 22 eloped. The population was 3802; same time last year, 3899. Number of persons granted lodgings within the past two weeks, 228; meals, 580. The Board of Visitors presented their monthly report, showing the amount of outdoor relief granted ; to be $12,44508, while the number receiving out-door relief was 16,830. The President, Mr. Whitall, at this junc ture vacated the chair, for the purpose of . alluding to the late presentment of the Grand Jury, repelling the charges contained ia that instrument relating to the condition of the ' ' bouse, a lack of sanitary measures, etc He challenged contradiction when he stated that the Poor House was in excellent condition. The Ways and Means Committee purpose amending their tariff bill so as to leave the figures stand as at present, their proposed in creases not giving satisfaction. ' There re three culprits, but the third is of loss im portance, being only old Marnhal Vaillant, who has, at leant, a show of excuse for what ho has done. The articles stolen consist of letters written by Napoleon 1, which compro mise his character aud prove that he had even fewer virtues as if that were possible than be has been lutely proved to have, nd which Prince Jerome could not bear the thought of ever seeing put into print. Too mnch of this, ho thinks, has been done already, and the Government of Napoleon III, which pretends to hold the memory of the great Napoleon in a sort of veneration, has actually done more by the authorized publication of his letters to blacken his memory than all the democrats put together. So there being in the national archives a few letters left of the same dam aging sort, Prince Jerome has thought best to steal them and put them out of harm's way. The other papers are documents relative to the famous invasion of Boulogne, being a full report of the trial, and all the law papers which are neceiwary to establish the facts of this piece of treason beyond suspicion of having been invented or dressed up by the enemies of the chief actor in it, his Majesty Napoleon III, a gentleman who has such a holy horror of treason. In fact, this is the gentleman who has stolen all 'these papers from the archives, doubtless with tho excel lent intention of preventing such a melan choly example of human weakness and would be wickedness from being ever pub lished in books, and thus made familiar to French youth. Fortunately, however, we have all the facta narrated with the utmost minuteness and picturesqueness, and set forth in an incomparable style in Kinglake's "History of the Crimean War," a book, as you know, not allowed to be sold in France. With a sweet and ostrich-like sim plicity, that man whose shrewdness and sweetness and wonderful intellect the Ameri cans and English (in default of Frenchmen) are never wearied of praising, thinks by put ting an embargo on Kinglake's book, and by stealing the documentary evidence of a part of his well-known facts, to put a choker on msrory. That the documents will ever be brougut back again, nobody here is green enough to believe; they were missed a long while ago, and ever since the newspapers have been un muzzled a little there have been growls about the theft: from the no-called "revolutionary press; " but their insinuations, even their open charges (as was wisest) were taken no notice of. Now, however, to the consterna tion of that amiable and very proper young man, M.
