CUT Affair.
Last evening a dwelling on Seventh
Btreet, below Lombard, with slightly damaged
by fire.
The Beloct Council Contented Election
Committee, in the cane of Coxe vs. Ilodfjdon,
net yesterday afternoon, but in consoquenoe
of the absence of witnesses, adjonrned until
this afternoon.
A meeting of the City Councils Com.
znittee on Finanoe was hold last evening. An
ordinance appropriating if 19M) to the Board
of Fort Wardens was panned. The annnal
appropriation to the Board of Health was dis
cussed, but waa not finally acted upon.
George ltyan, aged four years, residing
in Nicholson street, in the neighborhood of
Hiith and llace street, was lucked in the
bead by a horse and had his skull fractured
yesterday. He was conveyed to the Penn
sylvania Hospital.
James Morrow was taken before Alder
man Moore yesterday afternoon on the charge
of cruelty to a horse. The animal was very
lame in one of his legs, and had been driven
from Richmond to Mead alley, with a ton of
coal. The driver was arrested, and finally
the owner of the animal appeared at the
Alderman's office and paid the fine and costs.
The Baptist Conference met yesterday
morning, at the Publication House, Arch
street, below Sixth. After devotional exer
cises a discussion took place on the question
of the Church and Amusements, lie v. Dr.
Swain, Rev. J. 8. Eennnrd, He v. Dr. Ilen
eon, liev. Dr. Eacher, and other clergymen
took part, denouncing parlor dancing and
attendance at the theatre and balls by mem
bers of the Church, as inconsistent with their
profession.
Yesterday the Joint Special Committee of
Councils, Mr. Shoemaker, ohairman, met for
the purpose of having a preliminary discus
sion in regard to a plan of operation for the
grand centennial anniversary of the Declara
tion of Independence. Mr. Sellers, of the
Franklin Institute, was present, and after an
interchange of views, it was agreed to meet
on Saturday next, when a committee of the
institute, and probably also a committee of
the Legislature, will be in attendance, and a
definite course suggested.
The annual report of the Board of Trade,
just published, contains moRt valuable infor
mation. The following named gentlemen
have been elected officers of the board for

Gold closed yesterday at 120J.
The New Jersey Senate yesterday rejected
the fifteenth amendment.
The laborers on the Jamestown and
Franklin Itailroad, at Oil City, are on a strike.
Governor Geary has received the Metro
politan Police bill, but has taken no action
apon it yet.
The bill vesting the appointment of high
way supervisors in the Commissioners was
passed in the Pennsylvania Houseyesterday.
A bill was introduced in the lTouse yes
terday by Mr. Bingham, reducing the postage
ratep on letters and newspapers.
A telegram informed Secretary Fish, yes
terday, that a United States citizen waa killed
and two others wounded in Havana, on San
day. The death of Hon. Truman II. Hoag, of
Ohio, was announced in Congress yesterday,
whereupon both Houses adjourned as a mark
of respect to bis memory.
In reply to a delegation yesterday, the
President said he should not interfere with
General Terry in Georgia, his conduct so far
being entirely satisfactory.
Judge Ingram called upon the Grand
Jury, in New York, yesterday, to indict per
sons who compound felonies on receiving
back portions of the stolen property.
The Senate Judiciary Committee have
postponed action on the admission of Missis
sippi, pending the receipt of certificates of
the passage of the Constitutional amendment.
Whisky frauds to the extent of two mil
lion dollars are alleged to have been com
mitted by A. Stevens, an ex-revenue officer,
and a number of business men in New York.
Stevens has been arrested.
Resolutions declaring that the Constitu
tion only warrants the laying of duties for
revenue purposes, and tnat Uongress snouia
modify the tariff accordingly, were offered in
the House yesterday by Mr. Marshall, and
defeated.
Foreign Affair.
Further disturbances have occurred in
Spain.
Humors of the serious illness of the
Prince Imperial ara contradicted.
Gladstone's Ministry will meet Parliament
to-day with an overwhelming majority.
Last night there was a total interruption
of communicatien eastward on the Irish tele
graph lines.
The treaty of peace between Spain and
the South American Republics is to be signed
immediately.
It is announced that Franoa, now that
personal government in that country has
ended, will no longer continue a mere specta
tor of events in Germany.
There was an excited discussion in the
Corps Legislatif yesterday relative to the
ltochefort affair, resulting in the sustaining
of the Government by a large majority,
llochef ort was present. Up to 8 o'clock in
the evening he had not been arrested.
The Fifteenth Amendment.
A large meeting of eolored men was held
last evening in the Union Baptist Church,
Minster street, above Sixth. Rev. James
Underdue occupied the chair, and Thomas
W. Allmand acted as Secretary. The Presi
dent read the call for the meeting, and stated
that the objest waa the consideration of the
adoption of the fifteenth amendment.
A committee, consisting of the following,
was appointed for the purpose of .reporting
officers for a permanent organization: T. B.
Main, James Underdue, William Forten,
Daniel Cokey, John Simpson, John Leoont, .
Andrew Barrett,- J. V. Thomas, Alexander
Banks, Isaiah Cropper, John Williams,
Thomas W. Allmand, Horace Patton, Charles
Bancom, and Reuben Coates.
The following preamble and resolution
were read and adopted:
Whereas, The passage of' the fifteenth
amendment Ra8 created new political relations
for the negro, giving him equal political
rights; therefore, be it
Jlesoked, That we receive this new state of
affairs with thankfulness to God and the party
which has perilled everything for our enfranchisement.
