The annual meeting of contributors to the Children's Hospital was held vesterday after noon. The annual report showed the follow ing: Cases treated In the wards during ISM, 121 ; prescribed for at tho dispensary, 5332. The receipts for the paBt year, as contrasted with '7 those for 1868, were $4887,r0; for 180!t, $3774:70 showing a falling off of $1113-74. The expen diture for 1W9 has been $4950, agnlnst $4550 for 1808, an Increase of $400. The Children's Hos pital, as heretofore, is entirely dependent on the contributions of Its friends In the community. In the House, the Virginia bill was Taken up, aud after discussion Mr. Bingham's substitute was adopted yeas 08, nays 05, and the bill as t amended was passed by a vote of 143 to 40. There are bnt few of the stronger sex who at this day do not avail themselves of the soothing influence of the Indian weed. It is said that since the late war the increased use of tobacoo in the cigar shape has been a notable fact; that where one cigar was evaporated in the Northern States, now a soore are wasted in odorous incense. It may be that, as a nation, Americans are copyist, and that the example of the famous Family Man who presides so amiably at the White House has granted to many an excuse for the fragrant fury of the perpetual cigar. At any rate, while the fashion prevails it is as well to do the thing "decently and in ordor." Even the most inveterate devotees to their cigar may not be awaro thut in tlie headquarters of fumigatory perfection, Havana, there is a regular and recognized orcfor of oigar. etiquette. In Cuba every one smokes, from the wealthiest Henor to thejuegro who blacks your boots, yes to the very washer wo aian as nhe exercises her necessary skill. This na tion, bo polite in every social phase of life, finds a pretty field for graceful courtesy in their sympathy as smokers. It is the custom there, when one asks for a light, even for a htrangur, to take out his case and offer a fresh cigar, us a sort of recognition for hi obligingness. In this matter of lighting, there is a freeumsonary throughout the world, but it is a wide broach of politeness to band a light od cigar for the purpose of ignition, without first carefully knocking off tho axhes; worse still would it be to pass the cigar lent you to a third party for the same purpose. Tho rule is to hand back this "first cause," to its owaer with the most graceful testiue vf Uiaiit1 a' your vvjuuir.ui', ruJ your own to the waiting wonld-be smoker. No insult can be more direct than to have the cigar left with yon, as if the owner wonld intimate that he has no farther use for it after it has served you. The tiny paper cigarettes are frequently used by Spanish and Cuban ladies, and their gallants become by practice wonderfully ex pert in unrolling and rerolling them, with astonishing rapidity and ease. This too is no fiimple feat, since the small quantity : of tobacco they contain is in a fine powder and the paper of most limited dimensions. The whole matter would appear to be incon sequential, since they alike end in smoke. American Wines. The rail Mall Gazettee says: "The wines of America, or rather the expressed juice of grapes of that great continent, are but little known to ns. A few have suffered from, perhaps, Catawba, and very few have hoard more of Scnppernong than Longfellow has to say about it, which is not much. When such disturbing influences to the vine and its stakes as the scratching buffaloes and the wild Apaches and Coinanches are improved off the Western districts, the Mesilla valley of the Rio Grande, where it passes through New Mexico, will, it is said, be one great Rheingao. The valley is two hundred miles long and five miles broad. Dr. Bell, who wrote "New Tracks in North America," strongly recommends the district to German emigrants who are acoustomed to the cultiva tion of the vine. The present prioes of 'wine' in the States are certainly encouraging to the husbandmen of the Soar and tho Moselle. Missouri 6r Ohio 'champagne' sells at from two to four dollars the bottle, and 'the few good still wines made at Cincinnati bring exorbitant prices.' California liquids of the same description are inferior, but just as dear, and will not keep without doctoring. Not so, it is said, the juice of the Rio Grande grapes, most of which came originally from Spain, and yield a full-flavored wine, which has been compared to a medium Sauterne, minus the sweet taste, with the addition of what we have agreed to call 'body.' Some of these Rio Grande wines are also said to re mind the palate of Madoira. The few vine yards that now dot this valley are not very highly prized by its cultivators, tho Mexicans and Pueblo Indians.
