mild and affectionate reprimand by the magis
trate before whom they wero taken, they were
discharged. A few days after, In company with
another Irti-restlng gamin named John Flynn,
they wero ferreted out under similar
circumstances In o Leonard street storo, helping
themselves Indiscriminately to cigars, tobacco,
and whleky. of which they hud consumod and
were about to carry away with them one hun
dred dollar' worth. For this offense they wcro
committed to Randall's Island; but liko many
an older criminal, of far deeper dyo, were re
leased and cunt adrift long beforo the term of their
expatriation was completed. On Saturday Mar
tin and Smith, tho two youngest of the trio,
were again discovered in the antepenultimate
stages of intoxication. Cau.sc, ten cents worth
of gin. Thcao young victims of the bottle were
handed over to the Commissioners of Charities
and Corrections. I presume, liko other cele
brated driinkUts, they will develop into tempe
rance lecturers, and we shall bavo a batch of re
formed juvenile Inebriates descanting upon tho
temptations of tho decanter, with illustrations

One of tho prlvilcgcs.whieh tho reporters of
Now York from time immemorial have en
joyed, is admission, behind the judicial dusk,
where they are allowed to examine tho magis
trates' minutes, and are furnished with every
facility for obtaining all the Information tlioy
desire. This has been the rule at Yorkville, at
Jefferson and Essex Market, and at tho Tombs
Police Courts, with all of the justices of which
tribunals they have been on the best of terms.
A turning 1ms been found in the long lane, how
ever, and Jefferson Folice Court is tho scene
whore it occurs. An ambitious youth who has
just jumped from a Special Sessions advocate to
a clerkship in this court, boasts that he is going
to have tho reporters henceforth barred out, and
that he don t care a continental for
the result. This looks very much as If
tho police justices were afraid of the
free access which they have hitherto been
furnishing to tholr documents, uiul wcro anxiom
to effect a change in the mont gradual and unsus
picious manner possible. It is likewise behaving
very ungratefully to the reporter., to whom tho
police justices owe many a good turn. Heaven
knows how many a neat judicial puff has been
scrimmaged into a police report through the
ingenuity oi the Bohemian who fhado it. At
the best the reporters have no easy time iu the
transaction of their business. The investigations
before the magistrates are conducted in so low a
tone as though Justice were smuggling through
something she were ashamed of that it is im
possible for tho attendant Bohemians to catch
the names and tho circumstances without an
Infinite amount of eavesdropping and iicck
stretchlng; and If one of their reports happens
to be substantially Incorrect when it appears lii
next morning's paper, he is liable to bo frowned
down by the judge whose name figures In it for
the rest of his natural existence.

life, and to see begging in all its forms It is im
perative that you visit Printing House Square
with your eyes wide open, ft is the great head
quarters for alms-asking in New York. Every
variety of the beggar is there or thereabouts,
from the armless artist who whittles sticks with
a knife held between his toes, to the dilapidated
mother with twins at her breast and the inevita
ble penuy-soug or 6hoc-lacers iu her hands.
Within the past week, however, appeared a new
beggar, who threatens to cast all the others into
the shade. During these first few days of his
engagement, so to speak, he has drawn In the
nickels to a surprising extent. Every
lover of tho curious gives him
a 'penny or two, and the boot-blacks aud
newsboys, In a body, have contributed a largesse
' not to be despised. WThat Is this beggar's pecu
llarity ? Let me tell you. lie has a glass eye,
which he Is in the habit of taking out at stated
Intervals and handing around for the inspection
of the surrounding crowd. The eye itself is a
remarkable one, being In striking contrast to
his one natural eye in size and color. The
effect, when he has it In, is of course weirdly
striking, and tho effect when he has It out
hardly less so. It is extremely large, so enor
mous that you wonder how a human socket can
comfortably contain It. The iris is crimson in
color, and the white is brilliantly glazed. No
other beggar stands a chance when this one is
by. If Lazarus had had a glass eye, he would
have had no occasion to gobble up tho crumbs
which the canines refused, or to long for Abra

and th Southwest. The company bus executed a mort
gage to the l'armors' Inan and Trust. Company, of the
cityof Now York, as trustees of Its road now built or
wfcleh may hereafter he built., its right of way , francliite,
rolling stock, equipments, lands, nnd property, to secure
the poyment of one million dollars of bonds, which
the company are about to inane. Th bonds
have been placed in the custody of the Fanners' Loan
and Truat Company, to be Istued by it only npon a com-
plottd road, or for cash, snd the oath held for the benefit
of the bondholders as a guarantee that the bonds shs li he
seenrod by a mortgage on a completed and equipped road.
The company is res rained by special act ol th Virginia
Legislature frrin ieruing mole than this one million dol
lars of bonds i n ita entire length of sixty two miles. A
sinking fund is provided for in the mortgage, snd it is
made an absolute condition on the part of the railroad
company to pay in a sum in each year which will reduce
tho principal of this debt two thirds of its entire amount
in advance of tho maturity of the bonds. The interest on
tho bonds is seven per cent, in gold, fioe of Woverniuont
tax. and they certainly offer nnusual inducements to capi
talist, bamuel Work, banker, No. 3. South Third
streot, is the agent for the sale of the bonds in I'hiladel.
