Governor Bowlo gives the condition of the
Rtute finances as follows: The total receipts
for the fiscal year ending 30th September last
' were 3,0Oa,O'.K) 58, which, added to tho balance
in tho Treanury 30th September, 1808, fs4&3,&51'
01, makes the total aggregate of the fiscal year
13,484,041 -50. The total disbursements fer the
same year were $.3,030,301-18, leaving a re
mainder In the Treasury September 30, 1809, of
445,340 41. The aggregate debts of the State
for which Interest has to be provided were, on
the 30th September, 1800, f 12,002,038 00.
EDUCATION OK XEGROKB.
In connection with the Bubject of education
throughout the State, the fact occurs to my
mind that a portion of our population consists
of colored freedmen, for whose education no
legislative provision has yet been made. If at a
period, immediate or remote, they are to become
titizene,poiteed of thektUve franchise, would
ml Kiund policy dictate such education of the
clored population as would prepare thorn in
telligently to exercise the elective franchise, and
us citizens, to judge for themselves of the proper
workings of our political system, and not be
misled by the crafts and clamors of designing
nnd unscrupulous politicians? Education among
the colored people of the state would navo a
beneficial cllect in rendering thorn more valua
ble in any position they may 1 e destined to
fill. It would doubtless render them as a class
more virtuous and provident, and better mem
bers of the community in which they live. It Is
not proposed to add to tho burdens of taxation
for tho purpose of educating the colored popula
tion, nor to suggest that colored children bo ad
mitted into the schools witli the whites: but that
the taxes which are paid by the colored tax
payers for school purposes be set apart for the
education of the colored children, and that edu
cational facilities be extended to this class of our
population, and such encouragement given as
will show that we have duo consideration for
their welfare and prosperity.
the Governor argues at treat icngtn agsinsi
the fifteenth amendment, and, of course, op
poses its adoption very warnuy.
rOMl'EKBATION FOH KMANXIPATEI) M.AVES.
On this subiect he says: That tho State of
Maryland has a iust. and the strongest claim,
upon the United States for tho value of her
emancipated slaves, tnero can oo no cquuauie
doubt, and 1 submit thia claim for your action,
as rcouirea no less uv a sense ui justice, tuau
from the necessities of a large number of our
citizens, who, In yielding up this property to
the mandate of the State, "made in accordance
w 1th the invitation of the President of the United
States, subjected themselves to imme
diate ruin. No argument is necessary to
substantiate this claiit. It may bo that
the promt condition of national
finances will not instifv tho riavmcnt. or tho
prenent temper of the Congress of tho United
States will not now sanction tho acknowledg
ment of this just claim, but it is none tho less
yonr duty and mine to continue to assert it, to
the end that ultimate justice may do none tuo
people of the State who have so largely suffered
from this cause. I cannot hope for any Imme
diate relief, but 1 do entertain the hope that In
time the amplest justico will be accorded us.
and therefore 1 suggest, at present, merely the
passage of resolutions respectfully, but firmly,
demanding compensation at the earliest date
that the exigencies ol the national .treasury
will allow.
The Chinese Question.
The San Francisco Bulletin publishes offi
cial statistics showing the arrival at that port
of a total of 13H,r80 Chinese immigrants,
consigned to the six companies, as follows:
King Yeang, 40,807; Yeaug Wo, 2S,207; Hop
Wo, 2",X2; See Yup, l'.,lll; Sam Yup,
ir,02;i; San On, 4370. These six companies
are oilicially recognized by the Emperor of
China, and they keep a careful guardianship
of all the persons consigned to them. Their
records show that 37,323 have returned to
China alive, and that the dead bodies of 10,420
have been sent home for interment, leaving a
total of 00,837 now on the Pacific coast.
Of these about 41,000 are in California,
12,000 in Montana, 10,000 in Idaho, 8500
along the Pacific Railroad, 8000 in Oregon,
7000 in Nevada, and 4000 elsewhere scattered.
Of the Chinese in California 31,700 are adult
males, 4800 adult females, 3000 children, 1307
old anuuecrept; and 183 in jail. San FrarL-
cisco has 17,000 Chinese inhabitants, 1570 of
whom are merchants, butchers, bakers, etc.,
704 laundry men, 2780 cigar makers, 4580 do
mestic servants, 1500 operatives, 830 shoe
makers, 17 doctors, 10 artists, eto. Only 1000
are put down as "laborers, "and 70 as rag and
oiiol gatherers, it further appears that 12,701
have arrived from China during this year, and
that the returning tide (including dead bodies)
carried back 13,104: so that there were, on
the 20th of November 343, less active names
on the books of the companies than there
were on tho 1st of January.
The six companies collect and remit to
China the savings of their wards, sending
from $20,000 to if 100,000 by each steamer,
This amount is made up of small sums,
mainly to aid the immigration of friends
hither, precisely as our Irish and German
fellow-citizens have done for years. The
Chinese who come to this country are not
"Coolies." They are for the most part edu
cated men, and are all of them tree agents.
X heir religious and social prejudices are such
that in coming to America they do not cease
to be Chinese. They will not for many years,
if ever, naturalize as American citizens. Only
through allegiance to the Celestial Empire
that is seen do they hope to attain the
Celestial that is unseen. Even their bones
must be buried in the native soil or the
unfortunate dead is damned. The bone
gatherers of the six companies are active
workers. No Chinese is buried in America,
nor yet at sea. These curious people' will not
separate from the companionship of friends
or oo beyond the reach oi their companions,
lest the dread evil of unknowa burial befall
them. With these facts, which have been
often presented and are incontrovertible, the
"Chinese question resolves itself into this;
whether we will have the cheat) and faithful
labor that comes to us from the Orient; and
whether, having it, we will protect the la
borer in those inalienable rights which are
guaranteed to the humblest citizen. The
bugaboo that America will ever be ruled by the
Chinese is already losing force. It will never
become more than a "question" in our
politic
