Hays, Bherrer, Ilelfln and Dix, of Alabama, were reported back from the Election Commit tee, and those gentlemen were sworn in. The credentials of tho Virginia members were pre sented and referred. A bill to extend the patent for Hoe's printing press was reported and tabled. On motion of Mr. Butler, the Postmas ter General was directed to report upon the '.. practibility of payingi pensions through - the postal money order system. Foreign Affairs. At a few minutes before 5 o'clock last evening thttra was a cry of fire on Second street, above Walnut, and it required but a few seconds to discover its whereabouts. But a few minutes more elansed when there was a crash of glass, followed by the bursting of a flame from the top of the handsome building owned by the Com mercial Exchange Association. By this time the alarm bad been given over the Police and Fire Alarm Tclegnph wires, and shortly the 'apparatus of the First, Second, and Third fire districts were on the ground. All efforts were made to stay the flames, but from the rapid pro gress which they made the attempt proved fruitless, and in less than two hours nothing of the structure was left save the bare walls and that portion of the first floor occupied by the Tradesmen's National Bank. Numbers of citi senB were on the ground early, eager to render assistance in removing the contents, but com' inunlcation having been cut off with the upper . Iloors, none were got out. . j,. There was a rumor on the street, for which we could not ascertain any foundation, that when the fire broke out several persons were in ' the main room of the Association, who were taken from the building by means of ladders As to the origin of the lire several theories have been advanced, but it is. as yet, involved in mys tery. One rumor was that it resulted from the laliinc of a chandelier in the main room, but that was dispelled by the statement of the janitor that there was no sucn article in mat apartment, Another rumor was that it resulted from defec tive tlues. but as the structure was heated by , steam that is ' not plausible. Another was that it came from an escape of gas, and the final rumor was that the fire was the work of an Incendiary. It seems to rest between the tw latter theories, which may be solved by Fire Marshal Blackburn when he again appears on active duty. William 8. Pine, the janitor, states there were no people In the upper part of the struc ture except two boys.who, as usual, were posted at the bead of the staircases on either side of the main entrance, observing that none but tliore having the entree passed up. lie, himself, was iu 11)0 cellar fixing the boilers for the night, and was notified to get ont of the place, as the building was on fire. As to the crash of glass, which gave rise to a report that an explosion had taken place, be believes that was occasioned by the intense heat which must necessarily have endued. There was a safe In the room of Secretary Ward, which contains tho books and papers of the association, the condition of which remains to be proved. 1 lie second story consisted of one Immense room, which was devoted to the use of the Asso ciation. It contained thirty lariro marble-top tables, on which the members displayed their samples. Nothing was taken from this room, as it was impossible to reach it. The three rooms In the tower, as before said, were not occupied. l-'orcign Item. The St. Petersburg correspondent of the Cologne Gazette says that "the ill-will with which England is regarded in Russia is slowly but steadily Increasing," and that an impres sion is spreading in the Russian capital "that the complications In Central Asia must lead to a violent collision with the rnler of India." - Re ferring to a recent article in the Moscow Gazette, the correspondent observes that this paper speaks with the greatest enthusiasm of tho ap proaching opening of tho Suez Canal, which, It thinks, will make Russia the arbiter between Europe and Asia, and drivo England from the position she occupies iu the East; and that the real reason ot tne coiuncss recently suown by the Ruislan organs towards Prussia is the belief that English and Prussian interests are Identi cal. Auothcr article in the Moscow Gazette, dated the 25th of October (Oth of November), says that Russian commerce with Central Asia is acquiring a great development, especially in the direction of Kashgar, which promises to furnish a more considerable field for Russian traders than Bokhara, but that the Russians find them selves balked at every step by tho competition of English goods. "A caravan of 0500 camels, laden with tea and European merchandise, lately arrived from India by a new route, via Afghanistan," says the Moscow Gazette, and tho bestway of opposing the spread of British com merce in these regions is to open new roads to Russian commerce. It accordingly recom mends the establishment of a fort and harbor on the Amou-Darya and the commencement of operations against Khiva with a view to "pre venting that country from becoming in future a place of refuge for Russia's enemies, whence they may direct attacks on ner frontier. The revival of M. Alexandre Dumas' drama, Le Chevalier de ilaison Jiouge, at tho Porte Saint-Martin Theatre, has stirred up an old question, which had already oeen asked in 1848, as to why the author did not allow his hero to retain the name under which be actually flour ished in history that is, Rougeville, not Mai-son-Rouge. To this inquiry M. Alexandre Dumas has just replied by giving a very extra ordinary story in the columns of the Moniteur au hoir. w ruing to tnat paper, M. uumas says that the four-volume novel from which his drama is drawn had been originally announced to appear under the title of "Chevalier de Rougcville," but that a day or two after the publisher's advertisement was printed he (M. Dumas) received a letter from the Marquis de RougevMle, son of the Chevalier, asking him what sort of a part his father was made to play in the book. M. Dumas answered very cour teously that, as he greatly admired 'the heroic devotion of the chevalier, lie had painted him in glowing colors, but that, to avoid in any way hurting the susceptibility of the marquis, he would rechristen his work and call it Jlainan- Jtoune. So far so good: but at this point the story takes an unexpected turn, for, after an in terval of a week or two, M. Alexandre Dumas receives another letter from the marquis, couched briefly as follows: "Sir (Jive to your novel what title you please. I am the last of my name, and J am going to blow out my brains this evening." This unsatisfactory epistle was delivered to M. Dumas at 0 P. M. Driven to despair, the excitable nobleman had given the lady a last rendezvous at his house, and the moment she crossed bis threshold had shot him self In the head. M. Dumas' secretary heard on arriving that he had not killed himself on the spot, but was lying dangerously wounded. A few days later, however, when ho went to pay a second visit, he found that tho marquis had torn off his bandages in a paroxysm and was dead. "Thus," says M.
