In conclusion, the Treasurer says;
It la certainly in no spirit of vain boasting that the
fact is stated, that In the eight years and more
that the Treasury of the United States has been In
my charge, during which time money transactions
were had that toot on the books of tho oillco at a
sum exceeding $44,000,000,000 (an amount of money
so great that the ordinary human mind can scarcely
comprehend it), and notwithstanding the fact that
vast amounts of money have been and are every
day handled by hundreds of persons in this olllce,
yet not one cent has, up to this time, been lost to
the people of the United States 011 acccount of the
management of the Treasury, or on account of the
conduct of any employe In this office. If this is
mere luck, then certainly 1 have been the luckiest
of men. Losses, It Is true, have occurred ; but thus
far they have been so small that they have always
been made good to the Treasury by the persons re
sponsible for them, or by the voluntary contribu
tions of the associates of the unfortunate ones.
Although I feel that I have the right to say that
1 have always done my wbolo duty to the utmost
limit of my capacity for endurance; that I have
worked unceasingly, In season and out of season,
In the puolio svrvice; and that 1 have never done
an official act that I am not willing that the whole
world should know, yet it Is certain that without
the aid of an overruling Providence, that has
directed the choice of honest und competent per
sons to aid In the arduous duties that devolved
npon me, or without the kindness at all times
shown me by your predecessors and yourself, such a
result would not have been possible. I feel that
such a irood fortune cannot last always. The
barque ot the most fortunate and skilful mariner
'may at last be wrecked on some hidden rock. The
law of chances is now strongly against me. I
therefore now, more than ever, feel an anxious
desire to retire from the perilous position that I
hold, the holding or which 1 am sure has been or

The report of Llcutenant-General Sheridan ac

ral Sheridan commands the Military Division of tho
Missouri, which embraces the Departments of Dako
tah, the Platte, and tho Missouri, commanded re
spectively by Major-General W. S. Hancock, Urevct
Major-Oeneral V. O. Augur, and Major-Ueiieral J. M.
Hehoileid. These three departments cover a territory
of great extent, in which most of tho civilized, seml
clvTll.ed. and wild Indians abide. The commander
reports that all the coiiMiiamls have been economi
cally and successfully administered during the past
year. The number of troops would be sufficient if
the companies are kept filled to tneir maximum.
The report then continues as rollows : A great mauy
or tho settlers iu Montana have been murdered, and
five nr six hundred head or stock captured and run
off within the last flftv UaTS. and much bitter com
plaint has been made by the settlers on acconut of
non-protection, the few troops stationed in
Montana being lasufflclcnt to meet the wants of the
case.
There haB also been a great deal of trouble along
the Missouri river, and a number of pooplo mur
dered lu the viclnitv of the military posts. Tho
friendly Indians and the agents and employes at II ig
Cheyenne, Grand Rive.r, and Whitstone agencies,
have been in jeopardy on several occasions, as the
wild Indians have at times had their own way, driv
ing the employes Into the agency buildings, taking
possession of tho annuity goods, and tuklng the
cattle. Steps have been taken to remedy these evils,

The post at Fort Uuford has been In a state or siege
for two or three years. In the early snriua-1 hone to
bu'ahie to send a few troops from the Department of
the Platte to the Department of Dakolah.
Although there have been numerous depredations

all the departments, still thu condition of Indian

tem was not a success. If awh'tc man commits

It Is not to be wondered at, therefore, if he aims for
the honor when Me grows no, especially If there Is
no punishment to follow the barb.irous act.
Tho Government has always been very liberal to
Indians, especially whenever they have settled on
rerervatiobs; the lands allotted to them have been
of the very best character, making them, perhaps,
by far the richest communities In the country.
The svstem of snpplying the wild bauds under the
present management Is working well; the Indian
gets all that the (iovernment intends htra to have;
he cannot now plead bad mini ; and. tr no nous not
now cive nn his cruel and destructive habits. I see
no ot her way to save the lives and property of our
people than'to punish him until peace becomes a
desirable object.
The troops at the different points throughout tho
military division are quartered (officers and men)
comfortably. The expenses for tho ensuing year
will be much less than the past; however, a very
large portion of tha expenses of the last year were
very properly chargeable to the Indian Department.
I cannot closo this report without expressing mv
high appreciation of the efficient management of the
present Commissioner of Indian Affairs, and assure
im that every eflort will be made by the military to
sslst him in his diirtcult and highly responsible
