Accordingly, Detec tives Levy and Tryon, after looking among the persons on the sidewalks to Tenth and Spruce Htrects, stationed themsclvos there at a good point of observation, and soon saw and seized three men whom they knew, in tho "push." One . of them is named Michael Dowllng, tho others John ISnrkc and John Sweeney. Dowling broke away and started up Tenth street, but was" caught by a private citizen and handed to the olliccr. Burke threw away a jimmy, which is in the hands of the police, and Sweeney threw nway a silver soup-ladle, which has evidently been stolen from a dinner table. It bears the initials "S. L. 11." Dowling had on him several pairs of unbleached hose, marked 11. V, and V. Jt. II. Burke had a number of picklocks on him and a couple of keys. Olllcer Roberts arrested James Maynes at Tenth and Spruce streets as a professional, and Olllccrs Burns and Moore ar rested at Tenth and Shippeu streets John Scott, otherwise Seotty, and Kobcrt Gilroy, also as professionals. Meanwhile, tho Government has made a very good stroke of policy with tho object of strengthening its influence in Central Asia. It has persuaded the Emir of Hokhnra to send his son, who is thirteen years old, to the Russian University at Warsaw, thus securing a valuable hostage for the Emir's future friendship, and at the same time gaining nn opportunity of filling the young prince's inind with admiration of the greatness of Russia, and a conviction of the hopelessness of resisting her. A Parisian contemporary gives an amus ing instance to which love of routine will push French oflicials. Tho uneasiness which has prevailed in Government circles at Berlin of lato has been considerably increased during the last few days by tho opposition shown in tho House to tho Ministerial bills relative to tho proposed loan of 100,00(1,000 thalers aud the new pro vincial organization. On both questions the Government has been attacked, not only by the Portschrittsmen, but by the free Conser vatives nnd national Liberals, who are usually among its supporters, and it is generally be lieved that, if tho bills are rejected, Herr von der Heydr, tho Minister of Finance, and Count Itzenplitz, the Minister of Commerce, will resign. It is also stated that the King finds it very inconvenient to carry on the Government in tho absence of Count Bis mnrk, and that tho appointment of another Minister in his place is in contemplation. A passage in his Majesty's last speech, in which he spoke of "his own policy" instead of "the policy of his Government," has been much remarked, and is regarded as significant of an approaching change in tho direction above in dicated. Among the candidates for tho post of Foreign Minister and Chancellor of the North German Confederation, which would thus become vacant, the reactionist General Mantouffel and the Conservative leader Herr von Bodelschwingh have been mentioned, but neither of these seems to have much chance of success. According to trustworthy ac counts, it appears more probable that, if tho King should decide to remove Count Bismark from the direction of his Ministry, his choice will fall upon Herr von Werther, now the Prussian Ambassador at Vienna.
