On the Mil of June last, General Bingham ad
dressed a letter to the Board of Presidents of the
Passenger Hallways, informing them of his pur
pose to arrange the local mail deliveries through
out the built portion of the city, and requesting
that the carriers who would be required to ride
khould have the privilege of riding free. Jn this
letter General Bingham Said: '

The railroad eompanies:of Boston convey the
letter carriers lo all sections of that city free of
expense: those of Baltimore at four cents, a re
